DISCUSSION REGARDING Mr: -Gray 'expl'ained to those present that the City is
..',PURPOSE OF,.NEW FIVE-YEAR guided by the;General, Plan., which is a long-range

range plan (EDP) is to basically provide a road map of.

policies.
Mr. Grayifurt-hei explained' that the Residential
- 'Development Control System -is a separate part of the
EDP land is ,a means of implementation of the 5-year

' plan. He informed the Commission.that although.the
••City Council„wo,uld be,making a decision with regard
to, the <Residential.Development Control System•:for the
1977-78 cons.truction year because of the time element
involved, he:feht that"..the Commission should review
the system to det;ermine,,what-should be done in the
future:'
•Mr':. Gray informed •those .present that the purpose of
`th6,. proposed task -force would be to identify problems,
:. -look for,opportunities to solve the problems, define
goals'and,.po'licyl, an&a!eventually look at implementa-
tion -'measures. He stated that there were two forms of.

Mr Gray stated;*.that a new General Plan would be -forth-
coming in the near f.utur.e,and he felt it was important ,,

that the. task force and: the Plannin ,Commission
help determine what the ultimate growth limit-; in
this 20-year plan would,be.,;.
_The_, tentative --time -;schedule for -adoption of the -EDP
was stated, by Mir. Gray as follows:
1) The -task force •wi-ll meet with, ;Planning Commission
A members the ,week; of; March 15719,,; ;1976 .

2) The task force will hold its fir-.st meeting the
week oC'karch 2Z-2'6,' 1976, and "'determine its-
_ schedule, : of .meetings.. r

will 1ormulate.•recommendations.

Planning.Commission to present the`EDP recommen-

5) In July 1976•the Planning Commission will hold a
:;. publ"ic,. hear-ing., 'to; •gain public input into the !EDP`,
:., discuss::recommendations for the EDP,, and forward
recommendations• -to the City Council.
•6),•: In.,ea_r-ly;August 1976 the, City Council will review
the Planning., Commission :recommendations,;and in
_ ;,!mid -August. `19.76, that body will hold a public'
;hearing for the., -purpose. of ad'op'tng the EDP.
The question: was, 'raised as to how the process would
actually be started. A brief -discussion followed,,.and
i;t•,was,,generally 'agreed that the task -force should be
informed.;of:,the;.changes that have taken place since
the adoption •.of;,; the: •EDP to determine which direction
r they wished•to.-.proceed, and that they should also be
'- • f,ur-nished• with a, copy, of the EDP, -General Plan,
Housing;;Element;, and, the, zoning 'map to acquaint them-
selves with.the Ci'ty's adopted policies. It was. -also
determined that staff.,members would be -present at the
'initial, meeting: of the task force, to- answer questions.11
APPOINTMENT•OF•'THE TASK The?preferred number•of members was discussed. Mr.
FORCE, :COMMITTEE:, GrAy-ad'vised;.that•when the west side of the city was
cons idered:,,he.felt the Project Area Committee should
be. ineluded.,in.:the discussion of the downtown core
a -tea. The,_'Commissioners also felt that. the school
distriets;- dev-elope..s,,,..and various members of the
• :; :c•ty •saaf f ,should, be.. included on occasions.
Prospective task. _force members who had .submitted
r their,.names .and.were--present in the audience intro-
duced ,themselves as -follows: Vern Hansen;, Aline
Schilder, Martin Miller, Donna MacKenzie, Ken Styles,
Loin-Kana;;Philr.Palmer, and David Lorenz. Other

that, -Manuel Amaral,,had asked that his name be
incltided,for. consideration, although he could not
be present this evening.
Comm. Bond questioned whether or not two employees
of MacKay & Somps.should be accepted to serve on
µw w the committee. Mr. Miller informed the Commission
that he did not feel there would be a conflict
since no particular projects would -be -,under consi-
deration, and both Mr._:Gross.arid;hmself were ,
interested members of the city.
The Commissioners'dete"rmined that the Planning
Commission representative"s to serve on the task
force would be Chairman Horciza and Comm. Waters,
who had been a member of the original EDP committee.
Comm. Hilligoss moved to accept the following 22
individuals to serve on:..the task -force:

The Commissioners indicated that more members might
be appointed .to the task force in the future if
more citizens showed an interest.
A discussion followed,r,egarding.what night -of the
week to meet, and'a'decsion was made'to hold the
task force meetings on Wednesday evenings. Mr. Ken
Styles advised the Commission'he would have to
withdraw his name from the committee, since he had
a prior commitment for.'Wednesday evenings.
The newly adopted task -force committee was informed
that they were not to be concerned with policy
making, but would be working only in an advisory
capacity. It was determined to hold the first
meeting of the task force committee at 7:30 p.m.,
March 17, 1976, in the City Hall Council Chambers.
