APPROVAL OF 14INUTES: The minutes of the meeting dated July 7, 1976 were approved
with the correction on Page 11 of the Minutes that Comm. Head
moved that a Negative Declaration be prepared for the Thomas
Sipes project, but the motion was dropped for the lack of a
second to the motion.
CORRESPONDENCE: Sonoma County Referral: Mr. Hall•explained that a request had
been received from Sonoma County, dated July 12, and received
on July 14, requesting an answer by August 2, relative to a
request of Angelo Ib1_eto .for a custom cut and wrap meat shop
to be located at 2700 Old.Adobe Road. The property contains
one house and the proposed meat shop; all other surrounding
land is used for agricultural purposes. The proposed use of
the property conforms to the General Plan.
Mr. Ibleto stated that the nature of the business would be the
custom killing and.processing of meat and the site would not
be used for retail sales purposes, and because of the type of
business, the plant would generate little additional traffic
in the area.
Comm. Popp moved to forward a letter to the Sonoma County Plan-
ning Department recommending approval of the proposed Use Permit
for custom wrap meat shop with the stipulation that the operation
not be used as a retail meat shop. Comm. Wright seconded
the motion.

Highway. The Fast Gas service' station is located directly across
the street on the northeast corner of Lakeville Highway and Casa
Grande Road, a residential subdivision is on the northerly corner,

and the Casa de Arroyo planned unit res-ident-i-al•de'velopmelit, is
proposed on the northerly side of ,Lakeville Highway to .the, east,
in a M-L, Light Industrial, District. The environmental consid-
eratio.ns. were then reviewed.
A brief discussion followed regarding the requirement that the
sign be set back a minimum of 50 Meet from Lakeville Highway.
Comm. Popp questioned the relativity of this request in relation
to the sign abatement,pro.gram. Comm. Bond stated that as the
sign did not face a residential area, the applicant should be
allowed to set the sign back 25.feet from.Lakeville Highway-,
and not the required 50 feet. Mr. Hall explained-tha-a the sign
would be erected perpendicular to the residential area and there-
fore it is questionable whether. a 25-fo6t or,50-foot setback would
be required. The applicant, however., was,in agreement.with the
50--foot setback requirement. Comm. Head stated that the 50-foot
setback requirement be written into th'e 'Use Permit, if it complies
with the Zoning Ordinance.
The public hear_ing:rel.ating to the Environmental Impact Question-
naire was opened. No comments were offered from the audience and
the public hear ing.was_closed.
Comm. Wright moved to direct the Planning Director, to: prepare and
post a Negat-ive,Declaration for the project. The motion was sec- •
onded by Comm. Waters..

The public hearing r.elat.ing to the Use Permit was - opened. No
comments were offered from the audience and the public hearing
was closed.
Comm. Wright moved to grant the Use Permit w `4 condition's. of
approval. a's 'stated in. the staff report in that the lighting shall
be indirect and the.sur.,face brightness of the sign shall not
exceed 30 lamberts, ComR.'Popp seconded the mot -ion.

of approval as recommended by the staff and concurred with by the
Architectural and Site Design Review Committee. The motion was
seconded by Comm. Waters.

the meeting would be informative for their school work.

Mr. Hall explained the applicant's request for modification to

67=foot wide lot where the 75 feet wide lots are -required.
Comm. Head questioned the minimum amount of lots to be -excluded
from the subdivision when the parcel is divided. -Mr. Hall ex-
plained that this. is a: minor subdivision and this request con-
stitutes a minor subdivision consisting of four lots. Comm.
Bond added that the proposed modification is the best means
for the applicant to utilize this land. Mr. Hall read the
three_J indings as stated in the staff report.
Comm. Head questioned -if the.requirements by the City Engineer
to provide half street improvements, including curb, gutter and
sidewalk in a minor subdivision was valid, and if the Subdivi-
sion Ordinance had -been modified to include this requirement.
Mr. Hall stated :that the requirement to install a 1/2 street
section along West Streetwas withreference to the encroachment
onto West Street. Mr. Hall further explained that the Commission,
at this time, is reviewing the modification request only and at
the time the tentative map is to be considered by the Commission,
the staff will determine if the street improvement recommendation
is justified by the Subdivision Ordinance. Comm, Bond added
that the proposed request for a modification by the applicant was
perhaps the best way to utilize this land. Mr. Hall read the
three findings as stated in the staff report.
Comm. Wright moved to recommend to the City Council that they
permit the modification to the provisions of the Subdivision
Ordinance in accordance with the findings as stated. The
motion was seconded, -by Comm. Bond.

STOR-I-T r1INI- Mr. Hall briefly reviewed the request for a.proposed mini --
WAREHOUSE E.I.Q. warehouse complex of five one-story buildings, and outside
EVALUATION, & SITE RV storage to be located at 1020 Lakeville Highway. The
DESIGN REVIEW: site had previously been approved for a three-story mini -
warehouse building. The property is zoned M-L, Light
Industrial, District.
Comm. Wright moved to direct the Planning Director to pr.epar.e
and post a Negative.Declar:ation for the project. The motion
was seconded.by Comm. Waters.

The five conditions.of approval for the site design.as recom-
mended by the staff and concurred with by the. Architectural
and Site Design Review Committee were then read. Comm. Bond
questioned the ingress and egress to. the property•from Lakeville
Highway as the proposed site is located in .an angle created by
the alignments of Lakeville Street and the,Northwastern Pacific
Railroad on the west side of U.S. 101 Freeway. Comm. Bond was
concerned as to what type vehicles, truck and trailer or slow
type vehicles, would be entering this site, and if the turning �
point was sufficient for vehicles leaving the property to make t
a right turn movemant. He added that the only access to the
property is.across Lakeville Street for cars exiting from the
off -ramp of U.S. 101.. Mr. Hall stated that he had.field checked
the area and found.there is a problem negotiating a left turn
due to a loss of sight distance. Comm. Bond stated that this
is a dangerous situation with commuter cars parked on Lakeville
Highway and suggested the City ask the State for assistance to
alleviate cars from parking in this area.
Comm. Wright stated.that the mini -warehouse proposal was a. good
use for this property and if there were any future traffic pro-
blems'the matter.should be referred to the Traffic Committee.
Comm... Bond requested. that the Traffic Committee be notified of
the Planning Commission's concern for the commute cars parking
on Lakeville Street.and request the Committee :investigate the
possibility of reducing the speed limit on Lakeville at U.S.
101 interchange, and whether or not parking could be provided
for the commuters.
Comm. Wright moved for approval ofthe site -design with conditions
of approval as recommended by the staff and concurred with by
the Architectural.and Site Design Review Committee. The motion
was seconded by Comm..Head.

Mr. Hall explained the request for the construction of a church
by the East Petaluma Congregation of Jehovah's Witnesses to be
located at 716 Park Lane. The site is the second of three va-
cant parcels, border.ed.on the west by -.the Neighborhood Church,
and to the east. by Tamar Subdivision. The property is in a
R-1-6,500,,One-Family. Residential Zoned District. The proposed
church is expected to generate.about 200 persons; and, access
to the 55 parking spaces located in the rear of the site is
provided from a one-way drive having a single entrance and
exit..
Comm. Wright stated that.the church representatives are desirous
of complying with.the conditions of the staff report, with the
exception o.f.Item 11.which requires the one' -half street, curb,
gutter and sidewalk to be extended.ac.ro.ss.the subject property
frontage on Park Lane.and in addition,.one-half.street, curb,
gutter and sidewalk be extended.across the adjacent northerly
lot to the end of,the existing curb,:gutter and sidewalk and
street improvements south.of Sarkesian-Drive. These improve-
ments were recommended due to the pedestrian and vehicular traffic
to be generated by.the proposed church.. Comm. 5:right added that
the church should not be required to_pave.another owner's property.
Comm. Bond stated that the requirements to,provide 1/2 street
.section improvement has been a requirement from other developers
in the past, and:the same principleapplies here as to other de-
velopers in order.to provide proper access to this property. The
applicant questioned as to whether.a bond could be posted in lieu
of completing.the-street work at this time, and if the work is not
performed by the adjoining property owner, the church will then
complete the street. wort:..
Comm. Bond stated -that. because thechurch will be located.between
two vacant lots and in the midst of a residential neighborhood, the
impact of the church`in the community will have an effect on how
the other lots might be developed... .
Comm. Horciza opened the public hearing relating to the Environ-
mental Impact Questionnaire.
Mr. T. Thompson of 1416 Sarkesian Drive, stated that if the church
were permitted inthis area, the residents were concerned that the
zoning would be changed to allow the vacant lots to be used -for
commercial purposes, which togetherwith the church would..generate
more traffic on Sarkesian-Drive. A.'member from the proposed church
stated that church services would be held on Tuesday evenings and
Sunday mornings. He further explained that the total -membership
of the proposed Jehovah's.Witnesses Church:should not exceed 200
members, and cars would not only use Sarkesian Drive, but other
City streets. The.public hearing was then closed by Comm. Horciza.

Comm. Wright moved to direct the Planning Director to prepare
and post a Negative Declaration for the project. The motion
was seconded by Comm. Head.

A brief discussion'followed regarding the uti_1_ization.of the
church property for other than church services. The church
representative stated there were no kitchen facilities or living
quarters on the site and the property would only be used for
church services.
The public hearing -relating to the Use Permit was opened. No
comments were offered from the audience and the public hearing
was closed.
Comm. Head moved to grant. the Use Permit with -the following
conditions of approval. Comm. Popp seconded the motion.
1) A decorative wall: or fence shall be.constructed along
the full length of the rear,.right :and-.left.sid'e property
lines as 'indicated on Exhibit "A".. Said - wall or fence
shall measure six feet in height, except for that portion
located in the front_ 25 feet of the lot which_ shall measure
three f.eet..six.inches in height.
2) No commercial activities shall be permitted -on the church
premises;.

The 12 condition.s.6f approval, for the. site .design as recommended
by 'the staff and concurred with by the Architectural and Site
Design Review Committee were then read. After a discussion.by
the Commission to determine if the proposed parking'. lot was
feasible with sufficient turtling radius.to house 55.cars, Comm.
Popp moved for approval.of•the site design with conditions of
approval as recommended by the stiff and concurred with by the
Architectural and Site Design Review Committee. The motion was
seconded by Comm.. Waters.

ADJOURNMENT: There being no further business, the meeting adjourned at
