Mr. Gray explained that at a meeting held with Wadell Engineering
Co. regarding the' -EDP for "the airport, the plans indicated ex-
tended `runway" s twin engine planes, but residents expressed
concern that an'extended airptirt'would* materialize in Petaluma.

the area:
Mr .-J, Lieb - .stated the: developer would work�in conjunction with the
- Crime`P rev, ention - Officer. to�resolve; problems -and
adequate! , lighting - and.security'deadbolt 'locks would installed
as , req:uired .
Mr... -Lieb explained the project would be.fully landscaped with the
exception • patios,:which will -..be landscaped and main-
t'ained - by the tenants., ..:There will .`be a;. common space with a
social .,emphasis"provid'ed "for.the center -of.the..apartment complex
in "'the form of °a patio, a covered:porch and service center and
parking ;would be- provided" at' the. rear of' the property away from
the living area..
Comm. Hor,ciza 'questioned in °what'•.way: Senior Citizens project is
different other apartment complex units. Mr. Lieb
that in.a Senior• Citizens comp.lex•the units smaller, mainly
studio apartments with':small,kitchen - units. The size:of the
project and&the• small- ,scale"type apartment and patio is designed
for;'older people because of the minimal maintenance. He added it
is a good location for a Senior Citizens complex due to the -close
j proximity of McNear`P:ark and"McNear,School, - and there is a demand
I for a` S'eniior: Citizens type complex in Petaluma.
Mr. Hall the Commissioners that the rezoning had to be
considered ' this project but this not be .a deterrent to
the developer's application.

Mr. Harberson' informed the-Commissioners-that the"City.Council at
their meeting o`f 4, 1976, approved (l) de Arroyo
Subdivision;Units.1 and 2 Tentative Map and the developer agreed
to construct a six foot concrete wall along the'sloping berm on
Lakeville and also on McDowell Blvd. to be used as a
noise barrier for homes constructed along these streets. He
added that it-will-be a policy of the Council in the future
that concrete walls .'wil1 -be required along..arterial streets due
to, the deterioration of the previously constructed wooden fences;.
(2) request of Joseph:.Eaquinto for a private street
to provide-access to two lots of proposed three-lot-parcel map
located at 800 Bodega Avenue; provided the developer rezones -the
land'to.140,000 square -foot lots; ( The proposal by Manuel
Pacheco.to . provide a private street for access to two lots of a
proposed four-lot-parcel map located at -76 "5 Cherry Street was
denied by.the'City Council. The Council questioned why the
developer-was not required to.construct a cul -de -sac as had been
