APPROVAL OF MINUTES: The minutes of November 2, 1976 were approved as submitted.

CORRESPONDENCE: Sonoma County Referral - Mr. Hall stated an application referred
by the Sonoma County Planning Department for an Aqua-culture Fish
Farm to.belocated on "I" Street Extension had been responded to
by the. Planning Staff. Protestors•. of the proposal were •informed
they could appeal the.decision,..since ,the County had approved the project.
Mr. Hall.inforined the Commission the request by Skip Sommer to-
move the Farrell House to Weller. Street had been postponed and
would be submitted to the Commission-as soon as possible.

Mr. Hall explained the request, of ..Ronald Glander to allow for an
automo.tive'engineering and construction facility to be located at
the southeast corner of. Scott-and Holm Streets. The development
would be comprised.of an automotive engineering firm specializing
in engine building, incorporating machine shop work, fabrication
Nand light manufacturing of auto parts.. There would also be a
customer service department consisting of parts sales and the
building aind,repair - of engines and engine parts. It is a rec-
tangular shaped - building with an area of 15.,840 square feet. As a
condit on. of approval the applicant, is required to set the corner
of the building near the street.interse.ction back at least 25 -feet
from the., front property line.
Mr. Hall stated the applicant should : - consult with the Crime Pre=
vention Specialist concerning their recommendations for security
measures

that 'an Encroachment and an Excavation Permit for the project
shall be obtained by the Golden Gate Bridge'District from the
•; a
City.
Mr. Bob David, from the Engineering Department.of the Bridge .
f District, stated that to establish a bus shelter priority list, a
survey had been taken to determine the number of bus stops made
during the course of a day; 47% of these questionnaires were re-
I' turned. There will be 70 bus stop.shelters built and to determine
priorities for the placement.of the shelters, the District started
at the top of the list. In addition, three other sites have been

selected l or bus shelters.; namely, Petaluma Blvd at Cemetery Lane;
Petaluma Blvd. at - Stony Point'. and Petaluma Blvd. at Gossage
Avenue He explained that vandalism loss, - the District has
abandoned the use of wood for.the bus shelters in lieu of steel.
Transparent panels of tempered 'glass had been used, but in a period
of from four .to eight weeks' al!1 eight glass panels had been des-
troyed. Presently are 'made •of an' acrylic material, but
where there is- intensive-vandalism lexan panels are used
instead.
Comm. Horciza questioned the area a bus shelter.would consume with
relation to the sidewalk area.. Mr. David stated width of a bus
shelter is three feet six.inches... He added there would be no
planter boxes placed at the shelter sites due to vandalism. Trash
recept:acles'w'ill be made of precast concrete with disposal inserts
.and-maintained by•the City. -Mr. David estimated the.proposed bus
shelter for Petaluma Blvd. South and Mt.: View Avenue would cost
approximately $2,500, for labor and materials.
Comm. Waters moved to approve the site. design, subject to the nine
conditions of approval as set.forth'in the staff report, with the
following changes:
Condition 2 be changed to read: Shelter "A" should be painted Rust
Red'and Shelter "B" should be painted Slate Gray.
Condition 3 be changed to read: A trash receptacle shall be pro -.
vided for.Shelter "A" and if the need arises one shall also be
provided for Shelter
'Condition 7 be changed to read: The Golden Gate Bridge, Highway &
Transportation''District shall be responsible.for maintenance,
repairs and.liabilities` for the shelters, and the District shall
make any - necessary repairs within thirty-(30) days after being
notified by the City of Petaluma.

Mr—Hall read a letter dated November 16, 1976, favoring the K.O.A.
C expansion which.had been received from Duane Shaw of Perry's
Trailer Sales.
Comm Waters requested all pertinent traffic information relating to
K.O.A., namely the Traffic Committee recommendations, Planning
Commission minutes, testimony presented.by.residents of the Rains-
ville area, and the Traffic Study prepared by Renato Martinez be
f forwarded to the County in order that they may be made aware of the
j traffic problems in the area.
Comm. Bond questioned if the proje:cted:peak.hour traffic as depicted
in the Traffic Study-represented an average for -the year'or, for..
the summer months in which.camper traffic was heavy. He was
informed that the figures represented peak.summer traffic as pro -
jected. .
The public hearing was opened to consider the Environmental Impact
Questionnaire.
Mr. .Wayne Wood, representing.the Kampgrounds of America, explained
the average peak hour traffic-was projected a_one -year span
and estimated that.15% of the traffic during summer - months could be
allotted to campers.
Mr. David Cousino of Rainsville Road stated in the. original appli-
cation of K.O.A. for Phase I. there for the future
expansion of .the campgrounds. The original approval was granted
with.the: understanding there would .be no further development in the
area. He explained he had phoned Mr. Hudson, the City Attorney,
with relation to the K.O.A. item on the Traffic Committee Agenda
and .requested the meeting time be changed to an - evening hour so
more people could attend the meeting. Mr. Cousino the City
of Petaluma was firm in its stand against the development of
Petaluma Farms in the same area. Now, K.O.-A. is proposing 300
campsites, which would be 1/3 the size of Petaluma Farms. This
development would have in comparison the amount of people and
the,same amount of trash and vandalism as would be generated by
Petaluma Farms. Mr. Cousino stated.'the campers detract from the
rolling hills and grazing land. He.explained'- K.O.A. has planted
trees and perhaps in 10 or 15 years the be hidden
by the mature trees. He had:mo.:argument sites but
suggested a development of this.nature not be located in an area of
rolling hills ; and grazing land as a.campground would eventually
attract restaurants and other businesses to the area.
Mr. Wood stated it-is not good business practice to develop only
four or.five acres of the land.and ,leave the remainder of tfiie land
undeveloped. He.explained..that: presently the cost
$30,000 a month to manage and if he is not allowed to develop Phase
II and Phase III he will be operating at .a loss. He was very
perturbed that Mr. Cousino considered K.O.A. littered, as special
personnel is Hired to maintain and keep the grounds clean.

Fred Schram, , Chamber of Commerce.,, stated Mr. Wood has invested a

sizable,amount of.money in Phase I and he is requesting permission
r to.proceed with the expansion -of K.O.A. so that added campsites
will be available next year, and campers will not have to be turned
.. back onto the highway. for lack of..space. K.O.A.. has the proper
i zoning; and, the problems of traffic were in existence before
K.O.A. was developed.
i Anne Carste'nsen, 125 Rainsville Road., stated she had not been
notified of the Traffic Committee Meeting.. The meetings are held
f in the afternoon. ,at which time she cannot attend. 'More homes are
proposed to be constructed in the area. There is not a roadway
shoulder- section on Rainsville Road 'for foot traffic and pedes-
trians now walk on the roadway and-will not move out of the way of
on- coming cars. Comm. Harberson remarked the Traffic Committee is
comprised of staff personnel and meetings are scheduled during the
day.
f ' Arnold Alley, Recreational Vehicle Service :Repair, stated the
campgrounds are neat and clean and his service repair, business on
recreational vehicles has been .bolstered by R.O.A.
Mr. Lodie, 550 Rainsville Road, .stated , business is important to
Petaluma, but is it that important that the natural resources and
rolling hillsides should be sacrificed in allowing for the expan-
sion of K.D.A.

Mr. Wood stated there had been representatives from the opposing
group at the last Traffic Committee Meeting. Campers leave the
campgrounds at staggered hours and therefore do not add to the
problem at Stony Point and Petaluma Blvd. North. The
_traffic
campground's..are inspected by several agencies, namely K.O.A., AAA
and the State of California. There is no impact on schools or the
City water and sewer system. The campground maintains a personnel
j, roster of 20 people. Hundreds of trees were planted with the
development of Phase I, and thousands more will be planted with the
proposed expansion. He added he has worked hard to meet with the
approval of the public with K.O.A. The public hearing was closed.

Comm. Bond stated that many changes, have taken place in the Liberty
District area. The area is developing and new homes are being
constructed. The Traffic, Analysis Study' and the Traffic Committee
recommendations for the area could. be challenged. The expansion -of
the K.O.A. facilities, Phase II and Phase III, had not been con -
sidered by the Commission when the application for Phase I was
considered. K.O.A. does serve a need and the campgrounds are
reasonably.maintained. He suggested a limited E.I.R. be required
to determine what the proposed project would mean to the Liberty
District area before a recommendation is made to , the City Council.
j He asked if the City could require only a limited E.I.R. Mr. Hall
answered yes and stated a limited E.I.R. under the ne;**guidelines
is much less costly and less time consuming for a developer than it

NEIGHBORHOOD PARK Mr. Hall
explained the Recreation Commission was over the
SITE /CHERRY,VALLEY growth in the Cherry Valley area by independent home owners and
SCHOOL AREA: small developers who are buildin
g snglerfamily units on available
land and the fact that there is not an adequate park facility.in
the area. Two possible 'sites proposed for a neighborhood.park are:

1. .Three to five acres located on the north side of Magnolia
Avenue between Kazen Subdivision and Cypress Cemetery.
kk 2. Prop -erty located where Paula Lane intersects with Schuman Lane,

presently known as the Jonas Sousa property.

Comm. Hor:ciza explained the Commission was to evaluate the two
sites and determine if they are in conformance with the Environ-
mental Design Plan and General Plan: Mr. Hall stated that Site 2
is definitely in conformance with the :EDP and Site l could also be
considered in conformity. The Recreation Commission is looking for
a park site 1p the vicinity of the two proposed sites which would
suit the 'growth needs of the area, He added the Commission is.
requested to review the EDP for the proposed sites:
Comm. Bond 'stated that one problem' °with site most of the
housing development is on the south side Magnolia Avenue and
people would.have' to cross Magnolia•AVenue to get to the park site.
Jim Raymond, Recreation Director,-stated that three to acres
are required for a neighborhood park. Mr. Raymond stated it -is
more feasible to.build parks adjacent to schools, but in.ttiis case
:.there is no available land near Cherry Valley School. Site #2 is
perhaps a better location for a neighborhood park, and it would
make a very picturesque park location.
