CORRESPONDENCE: Letter. dated March 7,.1977..was received from Martin
Gavrilof =f regarding the storage - of buses at -821 Petaluma
Blvd. 'North. Mr. Hall explained that the one year lease
of,K & GjBus Transportation Services will expire on July 3O, 1977 and the bus
problem would then be resolved.

Plan, designation of rural uses. Mr. Milliken , stated _the propert was there 'b.efore
the adoption of -the General,P.lan -. The property pwners have spent a` considerable .
amount of money to improve their property and wants;;to::insure and protect what they.
have,. Mr. Hall explained that the City is .obligated by,. state law to abid'e'by the
General Plan and the Environmental - Design - Plan...Mr. Wright stated that if this
property is rezoned, the Commission would bb acting illegally as. , the property does
not conform to the General.Paan. Comm stated the property. is in the
County and the proceduree be to have .the - property annexed to the City:
Mr. Hall } , stated the Petaluma. General Plan has °been adopted by Sonoma County, and
they,are, ed to abide-by the City General Plan: There- should-be a study

Comm. Hordiza questioned the amount of traffic a. warehouse would generate in com-
parison to a carpenter or automobile repair shop,.. Mr. Hall stated the use a
warehouse�lwould not generate an excessive amount -of ttaf,f'c. Comm..Waters stated
this is a:' congested area and has a record of many serious traffic accidents.
He was reluctant to allow further development until a .traffic study could be made
for the area.

The Public Hearing was opened to consider the Environmental Impact Questionnaire.
Tom Gaffey stated Christian.Engineering Company had,,been at this location for many
years, employed over 100 people, and many , cars.and - .,.delivery trucks had traversed
this area;. Mr. Gaffey explained it is the intent upgrade the property with small
type businesses. There are four shops located.-in-the-back of the site, operated by
one or two persons and because.of the minimal.-.uses�_:o.f..the property, there should
not be any additional traffic. Comm. Horciza• asked--if .any.o.f the present property
uses would be changed? Mr. Gaffey stated most of the are already in
operation,, but were unable to obtain permits....The.bo:at shop has been operating for
about 10- months, and the oyster shop since_.last.July. 'He stated the speed of
traffic on Lakeville Highway is..too high.. Comm ..Waters suggested a left turn move -.
ment be installed on Lakevlle'Highway to help alleviate the traffic problem at the
Freeway 101.
Bob Miller;, 960 Lakeville Street, stated he was an in the rezoning of his
property t`o C -H, Highway Commercial. He..favored.:Tom- •Gaffey's proposal for -the
site but added that regardless of what type of business-is proposed for the property
there will {always be traffic problems until -a traffic study can be made -to resolve
the problem. The Public Hearing was closed..
Comm. Horeiza moved to direct the Planning DirertAr'.to:p'repare and post a Negative.
Declaration for the project. The motion.was;seconded: -Popp. Comm. Waters
voted Aye";on the condition that a traffic study. be- made.of Lakeville Highway at the
Freeway. He staved the problem o.f.traffic is..serious_ the -City should -do something
about it,. where Lakeville Highway narrows from four to two - lanes.

tree's being planted along Lakeville Highway in front:of a $1,000,000 business.
Comm. Wright stated trees could be placed 1n planter. boxes'." Mr. Hillig'oss vis-
ualizedIthe use of large planter boxes to be used in.eonjunc:ton with light
standards. He added- it -was' .,the 'intent to. eventually: use: tl e_ property for a
hotel, ;but until such time that a- hotel .operator cai be found to operate the
business,, he would like to develop the property as a used and new car lot and
particularly specialize in modular homes. "

Mr. H lligoss questioned the.requirement that.light standards be set back 20
feet from the front property line. He requested= 'the' .setback - be ; reduced. to 10
feet an`d that plantings and `lghting' poles be located within the 10 -foot strip.
Comm. Horciza questioned how -much traffic the pr.�o:ject. generate? Mr.
Hilligo`ss stated there would be about 10 people going'in...o.r.out of the property
daily; most of the traffic would be on weekends The modular homes would -be
purchased at this site.and delivered from the factory to the - purchaser's destina-
tion.

Mr. Hilligos's stated that every other light.will;be.- removed -from the present prop=
.erty and installed at the iiew property and in sor"doing,.the J ight glare will be
toned down'. He added that the front partof.the:pr,operty was about 9 feet above
• the flood plain and the-'back.port•ion was about 6feet below the flood plain., but
when the.land is filled the grade should average out to 84 feet. The Public Hearing
was closed.
Comm. Ho.rciza moved to direct .the'Planning Direcaor.to prepare and post - Negative
Declaration for the project. The motion was seconded by Comm. Popp.

shrubs, trees,and'berms shall replace.the proposed,-concrete ,paving,
along the' full length' of the Lakeville, Highway' and Petroleum Avenue

of operation is monitored for air pollution. Mr. Rasmussen, Assistant- Planner,
explained that in the :case of, air I pollution,,,. ;complaints- are referred to the
City Building Inspection Department and if. the Building Inspector= determines there
is .4 questionable air pollution, the matter is referred to the -,San Francisco Bay
Air - Pollution Control Officer. The Public Hearing was closed.

what tools or means would be used, to eliminate the Fast -Food and Convenience Markets
on East Washington? What: would the character of.,East..:Washington,Street be from
hereon out? From a Planning viewpoint, what would be the ideal use along East ,
Washington Street?
