' I of the, City of Petaluma, California z 3 4 5 APPROVING THE DISCHARGE OPTIONS AND ALTERNATIVES FOR THE 6 EFFLUENT MANAGEMENT PLAN AND SUPPLEMENTAL EII2 7 8 WHEREAS, the City Council considered the recommendations contained in the Project Report 9 for the Wastewater Facilities Project and Long Range Wastewater Management Program and t0 approved the project for development of new treatment and storage facilities as the basis for a 11 competitive proposal process on June 17th, 1996; 12 13 WHEREAS, the City Council approved the piovision of advanced treatment systems to meet 14 anticipated dischazge standards and provide for unrestricted imgation as the basis for the City's t5 beneficial reuse program; t6 17 WHEREAS, the City Council directed staff to evaluate discharge options to reduce the storage 18 and irrigation requirements and reduce the capital and operating costs for the reclamation t9 program; 20 2t WHEREAS, the City Council approved the development of a larger demonstration wetlands 22 component as a beneficial reuse project and selected a site consisting of approximately 150 acres 23 adjacent to the City's oxidation ponds; 24 25 WHEREAS, the City Council also directed staff to evaluate measures to improve and enhance the 26 operation of the existing agricultural irrigation system and reduce the costs to the ratepayers of 27 the irrigation program; 28 29 WHEREAS, staff and the consultant team have identified a range of options for an increased 30 discharge and the resultant facility requirements which are defined in the staff report 31 memorandum dated September 15th, 1997; 32 33 WHEREAS, staff and the consultant team developed two alternative conceptual plans for the 34 demonstration wetlands through an interagency consultation process with representatives of 35 responsible state and federal agencies and with guidance and technical support of the San 36 Francisco Estuary Institute as illustrated in the staff report memorandum dated September 15th, 37 1997; 38 39 NOW THEREFORE BE IT RESOLVED. THAT the City Council of the City of Petaluma hereby ao concurs with the discharge options and the reuse alternatives as described in the staff report at memo dated September 15th, 1997 as the basis for development of a Long Range Effluent 42 Management Plan and requests expanding those alternatives to include (1) adding the additional a3 urban reuse areas as suggested by the Sonoma County Water Agency; (2) adding consideration of t sus. no........97..~.2.71..... ~ cs. Page 1 of 2 1 acquisition of the site located at the northeast corner of Frates Road and Lakeville Highway; and, 2 (3) exploring tree planting as suggested by Robert Rawson at the meeting on October 6th. 3 a BE IT FURTHER RESOLVED THAT the City Council hereby authorizes the City Manager to 5 negotiate any additional studies needed for preparation of the Draft Effluent Management Plan 6 and Supplemental Environmental Impact Report. 7 8 9 10 ib:c:hvw+p4esolo-~ Under the power and authority conferred upon this Council by the Charter of said City.
