of the City of Petaluma, California
AUTHORIZING AWARD OF CONTRACT FOR THE
TRANSIT CENTER PARKING & ADA IMPROVEMENTS PROJECT
TO COASTSIDE CONCRETE & CONSTRUCTION, INC.
WHEREAS, the City of Petaluma seeks to reduce pollution, greenhouse gas emissions
and vehicle miles traveled by encouraging use of public transit; and
WHEREAS, the City of Petaluma Transit Center located at 555 N. McDowell Blvd
serves as the primary operations and administrative center for Petaluma Transit including sales
of transit passes and distribution of transit schedules; and
WHEREAS, the federally required ADA parking space at the Petaluma Transit Center is
currently located within the bus parking area of the facility creating potential conflicts between
buses and customers; and
WHEREAS, staff wishes to make ADA accessibility improvements to the Transit Center
to help increase safety for all members of the public and Petaluma Transit employees by
relocating the ADA parking space to Transport Way; and
WHEREAS, City staff has prepared construction bid documents and advertised for
construction for the Transit Center Parking & ADA Improvements Project C65102009
("Project"); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff solicited bids
for the Project; and
WHEREAS, the Project was bid on February 20, 2020, and Nine (9) bids were received
and opened on March 11, 2020 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Coastside
Concrete and Construction, Inc. from Santa Rosa, CA for $120,547.00; and
WHEREAS, the bid submitted by Coastside Concrete and Construction, Inc was found
by staff to be fair and reasonable; and satisfies the bidding requirements for the Project; and
WHEREAS, staff has verified that Coastside Concrete and Construction, Inc. possesses a
valid California Contractor's License, Class A, number 995338 that qualifies Contractor to
perform the Project; and
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act (CEQA) and Title 14, the California Code of Regulations ("CEQA" Guidelines"),
Section 15302, because the Project consists of replacement and reconstruction of existing
systems and/or facilities involving negligible or no expansion of capacity; and

WHEREAS, the FY 19/20 CIP budget is sufficient to complete the project as bid.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
1. Approves the project budget for the Transit Center Parking & ADA Improvements
Proj ect.
2. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Coastside Concrete and Construction Inc. for the Transit
Center Parking & ADA Improvements Project, Project No. C65102009, finds that
Coastside Concrete and Construction Inc., is the lowest responsible bidder with a bid of
$120,547.00.
3. Awards the contract for the Transit Center Parking & ADA Improvements Project,
Project No. C65102009 to Coastside Concrete and Construction Inc., in the amount of
$120,547.00, the amount of the lowest responsive bid, conditioned on Coastside Concrete
and Construction Inc.'s timely executing the project contract and submitting all required
documents, including but not limited to, executed bonds, certificates of insurance, and
endorsements, in accordance with the project bid documents.
4. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Coastside Concrete and Construction Inc.,
of the signed project contract and all other required document, including but not limited
to, executed bonds, certificates of insurance, and endorsements, in accordance with the
project bid documents.
5. Approves a construction contract contingency of $25,000.
Under the power and authority conferred upon this Council by the Charter of said City.
