RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR THE
RECYCLED WATER MAIN EXTENSION C66501834 AND PAVEMENT
RESTORATION 19/20 016102037 TO ARGONAUT CONSTRUCTORS
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff prepared
construction bid documents and solicited bids for the Recycled Water Main Extension
C66501834 and Pavement Restoration 19/20 C16102037 (Project); and
WHEREAS, the project was bid on February 6, 2020 and five (5) bids were received and
opened on February 27, 2020 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Argonaut
Constructors from Petaluma CA, for $2,732,299.10; and
WHEREAS, Argonaut Constructors satisfies the bidding requirements for the Project;
and
WHEREAS, Argonaut Constructors, possesses a valid California Contractor's License,
Class A #895384, that covers the work; and
WHEREAS, the Pavement Restoration 19/20 project is categorically exempt pursuant to
California Environmental Quality Act ("CEQA") and Title 14, the California Code of
Regulations ("CEQA Guidelines"), Section 15301, because the project consists of repair and
maintenance to an existing public street; and
WHEREAS, the Maria Drive Loop portion of the recycled water system expansion is
determined to be within the Scope of the Program Environmental Impact Report for the Water
Recycling Expansion Program, approved the Project, and adopted a Mitigation Monitoring and
Reporting Program in order to satisfy California Environmental Quality Act and Title 14, the
California Code of Regulations ("CEQA" Guidelines") requirements.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
1. Approves the revised project budget for the for the Recycled Water Main, Project No.
C66501834 and the Pavement Restoration 19/20 Project, Project No. C16102037.
2. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Argonaut Constructors for the Recycled Water Main, Project
No. C66501834 and the Pavement Restoration 19/20 Project No. C16102037 and finds
the bid of $2,732,299.10 to be the lowest, responsive bid and further finds that Argonaut
Constructors, is the lowest responsible bidder.
3. Awards the contract for the Recycled Water Main, Project No. C66501834 and the
Pavement Restoration 19/20 Project No. C16102037 to Argonaut Constructors, in the
amount of $2,732,299.10, the amount of the lowest responsive bid, conditioned on

Argonaut Constructors, timely executing the project contract and submitting all required
documents, including but not limited to, executed bonds, certificates of insurance, and
endorsements, in accordance with the project bid documents.
4. Directs staff to issue a notice of award to Argonaut Constructors.
Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Argonaut Constructors, of the signed project
contract and all other required document, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid
documents.
5. Approves a construction contract contingency of $486,430 for Recycled Water Main,
Project No. C66501834 and $296,053 for Pavement Restoration 19/20 Project No.
C16102037.
6. Authorizes staff to prepare a year-end budget adjustment for the CIP project as outlined
in the Financial Impact Section.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 20th day of April 2020,f
by the following vote:
