AN ORDINANCE TO UPDATE RADAR ENFORCEABLE SPEED LIMITS
ON CERTAIN STREETS WITHIN THE CITY OF PETALUMA
WHEREAS, in February and March of 2020, the City conducted Engineering and Traffic Surveys in
accordance with section 627 of the California Vehicle Code ("Surveys") to establish radar enforceable
speed limits on arterial and collector street segments in the City, which Surveys are hereby made a part of
this ordinance by this reference; and
WHEREAS, California Vehicle Code sections 22357, 22358, 22358.3 authorize and section 213.13
of the California Manual on Unified Traffic Control Devices provides guidance regarding setting
radar enforceable speed limits on local roads; and
WHEREAS, the City desires to set radar enforceable speed limit on local arterial and collector
streets consistent with the Surveys as set forth herein.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Petaluma as follows:
Section 1. The radar enforceable speed limits for specified segments of City arterial and collector
streets are hereby established in accordance with the Engineering and Traffic Surveys prepared by
W Trans dated March 4, 2020 listed in the table attached to and made a part of this ordinance as
Exhibit A.
Section 2. The speed limits set forth in Exhibit A supersede any previously adopted speed limits for
the arterial and collector street segments specified in Exhibit A.
Section 3. Except as specified in Exhibit A, all other previously approved and/or adopted speed
limits in the City of Petaluma remain unchanged and in full force and effect.
Section 4. If any section, subsection, sentence, clause or phrase or word of this Ordinance is for any
reason held to be unconstitutional, unlawful, or otherwise invalid by a court of competent
jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. The
City Council of the City of Petaluma hereby declares that it would have passed and adopted this
Ordinance and each and all provisions thereof, irrespective of the fact that any one or more of said
provisions be declared unconstitutional, unlawful, or otherwise invalid.
Section 5. This ordinance will take effect 30 days following its adoption in accordance with Section
76A of the Petaluma Charter.
