f Regular meeting of the Petaluma City Planning Commission held on
f ' December 1, 1964 at 7:30 o'clock p.m in the Council Chambers,
City Hall, Petaluma,, California.
PRESENT: Comm. 'Gans,,, Richards, Stanley, G_atewood.e
ABSENT: Comma Popp.
STAFF: Robert E.'Byrd,,Director of Planning.
APPROVAL OF MINUTES.- the minutes for the meetings of November 2,
and 1 "7th, 196
4 were approved as submitted.
CORRESPONDENCE - the Planner'-informed the Commission of two use
permi to be processed by the Sonoma County P1;anni;ng Commission
the sites being in close proximity to the City of Petaluma.
1. Use Permit App,l'ication for a service station to be located
at 5145'Pet. Blvd. Noe The site borders our C -H Zone which
../ allows service stations. A motion was -made by Comm. Gans,
seconded by Comm Stanley -, and passed, recommending to the
Sonoma County Planning'Commission. that the use permit be
granted with the f.ollowi°ng condition: that proper setbacks
be-required to allow for future rights -of -way needs along
Petaluma Boulevard North.
2. Use Permit Application for a mobil.e home park at 443 North
McDowell Blvd. The Planner st °ated that the site meets the
same criteria as the sites that have been granted for mo-
bile parks In the past. " motion was made by Comm.
Gans, seconded by Comm. Stanley and approved, recommending
to the County that the use permit be granted with the fol-
lowi -ng conditions, the mobLle home park shall be designed
to meet, or exceed, the standards set:for'th in the City of
Petaluma's Zontng Ordinance and that .sa °te design approval
must be granted by the Petaluma City 'Planning Director prior
to the issuance of a buidding permit b:y the County. Comm.
,Gans also advised that the applicants be informed that they
are required to enter into an agreement with the City re-
garding outside sewer connections.
ELDON W.,:GROW, USE PERMIT, PUBLIC HEARING,, FILE U19 -

'b tion filed by Eldon W-. Grow to allow construction of a duplex in an
R- 1- 6000 - Transitional Zone located at 513 Jeff:erso.n Street. A favor -
able staff report was presented by the Planner (which was made part
of the permanent file). Mr. Byrd noted that the existing land use
in the. immediate. vicinity includes duplexes and multi- resi- denttal
structures. No objections werevoiced from the audience. Res. U19-
649 granting the use permit, was in-troduc.ed by Comm. Gans, seconded
by Comm Richards and passed unanimously with the condition that the
proposed: duplex shall' be d'evel.ope.d in compliance with all requirements
of the Zoning Ordinance, such as setbacks,, parking requirements; etc.

REZON�ING NORTH 1PETALUMA ANNEXATION NO 5.FROM AN. R- 1- 10,000 DIS-
Mr, Byrd informed the Commission that the applicant had requested that
the hearing on the above mentioned rezoning be held on Dec. 15th but
c
noti.e of same had been inadvertently advertised for this meeting. A
motion was made by Comm. Gans, seconded by Comm. Stanley, and passed
by all members present, to continue the public hearing on December
15, 1964, in order that the applicant might gather the necessary data.

A letter'was received from James Morehead requesting a year's exten-
sion of time within which.t.o file. °the final map of North'San Francis-
co Bay ,Industrial Park Subdivision:, Unit 2,, Res. 52 -64, granting
same, ways introduced by Comm. Richard'.s, seconded by Comm. Gans and
unanimously passed.
PETALUMA GARDENS, TENTATIVE MAP APPROVAL, F'I'LE 53 -64

The Commission reviewed the tentative, map for Petaluma Gardens. The
Planner read the report submitted by the Director of Public Works
which stated the map is in general conformity with the subdivision or-
!, dinance .except for the conditions stated ther=ein (said report being
made part of the permanent fi Mr. Byrd informed the Commission
that the map only indicates the street des1 gn and lot layout and does
not constitute zoning of the site. A.discussion followed regarding
the proposed widening of East Washington S!treet., Mr. Schoch, repre-
senting the subdividers, C. B. & D. Corporati.on,, stated they will meet
the requirements relative to the realignment of Washington,.Street.

The Commission reviewed the variance application filed by Union Oil
Company 'to construct a sign at 4998 Pet; Blvd. No. 57 ft. high; the
maximum perm`i;t.t height being 30 ft. The ba reason for the ex-
tra height re'q�uest is' so that the sign can be seen by southbound
`d traffic over the' Denman Interchange. Mr. Byrd informed the' Commis-
Y sion t hat anothe=r sign had been granted'a 50 f't. variance in the same
vicinity. -Mr. H`ighfill, representing Santa Rosa Neon Lite Co. and
the Union Oil Co., was in the audience. Res - V35 -64, granting the
variance with the condition that the height of the sign shall be de-
te.r.mi.ne by a field check (total height not to-exceed 57 ft.) was
ntroduc.ed by Comm. Stanley, seconded by Comm'. Richards and passed
unanimously.
