Petaluma, California.
PRESENT Comm. Gans, Richards, Stanley, Gatewood, Popp.
ABSENT: None
STAFF: Robert E. Byrd, Director of Planning
OTHER CITY OFFICIALS: Mayor Van Bebber.
STAFF REPORT: Mr. Byrd informed the Commission of the American Insti-
tute of'iPlannersa meeting which he attended in San Diego. Proposed
modifications to the State Map & Planning Acts were the focal point of
the meeting.

USE PERMIT FILED BY BERNARD L. REED, FILE U3-65, PUBLIC HEARING

Chairman Gatewood opened the public hearing re use permit application
filed by Bernard L. Reed to allow multiple units in an R -2-
3000 Transitional Zone to be located, at 10, 14, 18 Stanley Street and
205, 211 and 215 Howard Streets. Tne Planning Director presented the
staff report, in which he recommended approval of the permit based on
certainiconditions. Said report and conditions are part of the perma-
nent file. Mr. Bernard Reed was present in the audience and acknow-
ledged the conditions setforth. No opposition was voiced from the
audience whereupon Res. U3 -65, approving the use permit with the condi-
tions as outlined by the Planner, was introduced by Comm. Popp, seconded
by Comm.' , Gans and passed unanimously.
VARIANCE FILED BY ERNEST VON RAESFELD, FILE V1-6c
The Commis: continued the review of the variance application filed
by Ernest Von Raesfeld to allow a 6 ft. fence in front yard for pro-
posed home to be constructed at the corner of Howard & Prospect Street
(said fence to be along Prospect St.). Mr. Byrd once again informed
the Commission that he recommended disapproval of the variance, since,
in his opinion, no hardship exists to justify the variance. The Plan-
ner cautioned the Commission about consistency of granting variances
of this nature. A note was received from Ida M. Jones, 615 Prospect
Street, 'requesting that the Commission,consider the traffic hazard in

volved f a blind corner would result® Mr. Von Raesfeld stated that the
hardship is created by the slope of the lot. After further considera-
tion, the Commission approved the variance but informed the secretary
to note on the variance that it was approved due to the difficulty of
developing the lot because of its corner location and topography.
Res. VI-65, granting said variance, was introduced by Comm. Gans, se-
conded by Comm. Richards and passed unanimously.

PAUL DE!GROOT, VARIANCE, FILE V2 - 65
The Commission reviewed variance application filed by Paul DeGroot to
allow a split with a substandard lot depth of 94 ft- & substandard
area of 7,238 sq. ft. In his staff report, made part of the permanent
file, the Planner stated that the proposed lots are a portion of the
Terra Vista Knolls Subdivision and exceod the average size of lots with,
in said ',development. Res. V2 -65, approving 'the variance, was introduced

by Comma Popp, seconded by Comm. Stanley and passed by all members
present.
FINAL MAP APPROVAL FOR RANCHO 220 SUBDIVISION

George Miller, Assistant City Engineer, informed the Commission that
due to a change in ownership and one street name change, it was neces-
sary to resubmit the map for approval. A motion was made by Comm,
a Stanley, seconded by Comm. Popp and passed unanimously, approving the
final map for Rancho 220 Subdivision.

Lo E. WEISENBURG CONSTRUCTION CO,, REISSUE USE PERMIT U2 -64, FILE U6 -65
The Commission considered the re -issue of U2 ®64 filed by L. E. Weisen-
burg Construction Company to allow construction (% operation of a mobile /
home park in an M -L Zone located at the southwest corner of the Denman V
Interchange. The construction has not been possible to date pending
\, development of Assessment District #9 which will bring water to the areas
Res. U6-65, approving said re -issue (with the conditions as stated in
the original use permit) introduced by Comm. Gans, seconded by Com-
missioner Stanley, and passed unanimously.
SITE DESIGN APPROVAL FOR LITTLE LEAGUE PARK
Following a favorable recommendation.by the Planner, a motion was made 1/
by Comm. Richards, seconded by-Comm. Gans and passed unanimously approv-
ing the site design for the Little League Park.
ADJOURNMENT
There being no further business to come before the Commission, the meet-
ing was adjourned.
