ADOPTING THE 2019 UPDATE OF THE SAN FRANCISCO BAY AREA
INTEGRATED REGIONAL WATER MANAGEMENT PLAN
WHEREAS, the benefits of integrated planning for water resources management
activities include increased efficiency and effectiveness, enhanced collaboration across agencies
and stakeholders, and improved responsiveness to regional needs and priorities; and
WHEREAS, the Integrated Regional Water Management (IRWM) Program was created
in 2002 when the Regional Water Management Planning Act (SB 1672) was passed by the
California Legislature to foster regional collaboration and implement effective water
management solutions; and
WHEREAS, various bond acts approved by California voters have provided over $1.5
billion in State funding to support and advance IRWM projects; and
WHEREAS, the State continues to make funding available, most recently through
Proposition 1 implementation funding, for projects that are included and implemented in an
adopted IRWM plan; and
WHEREAS, the San Francisco Bay Area Integrated Regional Water Management Plan
is a nine -county effort to coordinate and improve water supply reliability, protect water quality,
manage flood protection, maintain public health standards, protect habitat and watershed
resources, and enhance the overall health of the San Francisco Bay; and
WHEREAS, the Department of Water Resource adopted the 2016 IRWM Guidelines,
which states that regions must update their IRWM Plans to be consistent with the 2016 IRWM
Plan Standards; and
WHEREAS, the San Francisco Bay Region's IRWM Coordinating Committee prepared
the 2019 Bay Area IRWM Plan Update to meet the new requirements outlined in the DWR 2016
updated standards for IRWM Plans and maintain funding eligibility; and
WHEREAS, the San Francisco Bay Region's IRWM Coordinating Committee posted
online and distributed the IRWM Plan Update for public comment from September 16 through
October 11, 2019 and approved the document with unanimous consent on October 28, 2019; and
WHEREAS, state statute and guidelines require that this IRWM Plan Update be adopted
by the governing boards of participating agencies before IRWM grant funds will be provided for
water management projects that are part of the IRWM Plan; and
WHEREAS, the City of Petaluma, through the North Bay Water Reuse Authority, is one
of several participating agencies in the Bay Area that have jointly submitted a Proposition 1
IRWM grant application for state consideration; and
WHEREAS, state statute and guidelines require that an IRWM Plan be adopted by the
governing boards of participating agencies before IRWM grant funds are provided for water
resources management projects that are part of the IRWM Plan; and

WHEREAS, adoption of the Bay Area IRWM Plan Update does not entail a direct
commitment of City of Petaluma resources or implementation of projects within the IRWM; and
WHEREAS, the updated IRWM Plan Update is meant to be complementary to
participating agencies' individual plans and programs and does not supersede such plans and
programs, and adoption of the IRWM Plan Update does not prohibit nor effect affect in any way
participating agencies' planning efforts separate from the IRWM Plan; and
WHEREAS, implementation of each project will be the responsibility of the project
proponent and any applicable project partners, and there is no joint commitment or responsibility
by the Bay Area IRWM Plan Update participants to implement any or all of the projects; and
WHEREAS, the City of Petaluma has reviewed the Bay Area IRWM Plan Update and
determined that it is exempt from the California Environmental Quality Act pursuant to CEQA
Guidelines §15262 and § 15306 because the IRWM Plan Update consists of basic data collection
that would not result in the disturbance of any environmental resource and involves planning
studies for possible actions that the participating agencies have not yet approved.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma does hereby adopt the 2019 Update of the San Francisco Bay Area IRWM Plan.
Under the power and authority conferred upon this Council by the Charter of said City.
