HomeMy WebLinkAboutMinutes 08/19/1969August 19, 1969 Regular meeting of the Petaluma Ci ty Planning Commission was held on August 19, 1969, in the Council Chambers, City Hall, Petaluma, California at 7:30 o'clock p.m. PRESENT: Comm, Brunner, Perry, Reed, Stanley, ABSENT: Comm. Koenitzer. STAFF: William C. McGivern, Director of Planning. Andy Anderson, Assistant Planning Director. APPROVAL OF MINUTES - The minuteslfor the meeting of August 5, 1969 were correctea as llows: The attorney for Cherry Valley Estates (File Z10-69, Rezone A.P. No. 6-411-05 from R-1-10,000 to R-1-6,000 Zone or District) is Murray Zatman, rather than Dutton as recorded. Regarding James Scott (File 1 Rezone A. P. No. 6-141-26, -25 from R-1-6,000 to R-M-1,500 Zone or Disltrict� Mrs. Gemma Snell spoke in opposition, rather than.Phyllis Snell, as record these corrections, the minutes were approved as submitted. CORRESPONDENCE The Planning Director zead abetter to the Planning Commission from City Clerk Lillian Nommsen, dated August 7, 1969, regarding action taken by the City Council On Report entitled, "Widening of Washington Street, Widening of Pagan Street, and Construction of y Caulfield Lane" (Report from Whit Hoffman & Albritton) . Mr. McGivern reported that the Council has, directed the Planning Com- mission to hold a public hearing regarding the proposed plan lines as submitted in the aforementioned report, Chairman Stanley pointed out there were 5 plans for consideration. Commissioner Brunner was asked to obtain some Council direction regarding a time element for recommendation by the Planning Commission of the plan lines. Octo- ber 9, 1969, was set as the tentative date for a Study Session on this report. Mr. McGivern read a letter from. Harold D. Cutler, dated August 7, 1969, regarding modifications o f conditions for the Bank of Amer- ica, Washington Square Shopping Center. A letter to Harold D. Cutler from the Planning Director in response to his letter was also read to the Planning Commission. Mr. Cutler, representing Washington Square Shopping Center, was prese� ' t and asked that the public hearing for the site design review be reopened for consideration of some re -. lief on the following items of the site design Conditions of Approval: 1. Adequate parking spaces shall be provided as required by the Zoning ordinance. Twelve additional spaces must be provided on the site to conform with the requirements of the Zoning Ordinance. In addition thereto, the adjacent lot in the same ownership to the northeast shall be cleaned and maintained. 3. Modify and revise the proposed A.C. paved driveway to the rear of the service store buildings as shown on Exhibit "A ". 7. Landscaping and screening (including a 5 -foot high chain link fence with redwood batting) shall be installed along the most easterly boundary line of the site, unless plans for the property betweenithe developed area (from A.C. pav- ing to the property linelof the Standard Oil Service'Station have been approved for further development. Mr. Cutler also stated a financial problem exists because of the conditions imposed by the Planning Commission. The Condition #3 for a circular roadway to the rear of the center caused a financial problem due to the cost of construction. He stated the adobe soil made serious demands on the construction cost. Mr. Cut- ler requested a 1 -year time extension be granted on this con- dition.. After further discussion on the subject driveway and the other imposing conditions, Mr. Stanley pointed out these items had been coffered in the previous public hearing for site design with ,=ull understanding and agreement by all parties concerneu. It was the Commission's decision not to reopen the public hearing. Mr. Anderson made a Progress' on the Population Census con - ducted by the State Department of Due to the scheduling of meetings, action had been already taken at the August 14, 1969 Sonoma County Board of Adjustments on County Referrals. Mr. Anderson pointed out that the Planning Commission was receiving the referrals too late for the Petaluma Planning Commission to review before the next meeting,of the Sonoma County Board of Adjust- ments. No. 6- 212 -22 from a C -M Zone or District to an R-1-6,000 Zone located at 3'11 Oak Street. The Planning Director read a favorable staff report. He added that the subject piece of property is small and residential in character. Mr. McGiv- ern further stated the owners purchased the land with the idea the structure could be used as a rental. The existing zoning creates a spot zone. No. 6- 212 -22 from C -N (Neighborhood Commercial) Zone or Dis- trict to R -1 -6,000 (One Family Residential) Zone or district, was introduced by Comm. Reed, sec- onded by Comm. Brunne and passed by 4 affirma- tive votes, l absentee. SANDERS.ON FORD �i The Assistant Planner presented a favorable SITE DESIGN staff report recommending the approval of the FILE 5.134 site design plans subject to the conditions listed in the report.. Mr. David Traversi, re- presenting Sanderson Ford, voiced opposition to the conditions listed. His main concern was the conditions were not necessary accord- ing to the City Zoning Ordinance. Mr. Traversi stated that if the Core Area Plan went through, the realignment of Petluma Boulevard would cut a across the property. He further stated that the installation of curbs, gutters, and`side- walks wouldibe an economic waste since this property could have potential condemnation. Mr. Lieb, representing the applicant, pre- sented a model free - standing sign that is to be erected on the site. He noted that the sign will be 3' x 7' x 1.6' and 21' in the air! Fol- lowing further discussion on the conditions to be imposed,la motion approving the site design plans as submitted without the conditions rec- ommended in,the Planner's report was introduced by Comm. Brunner, seconded by Comm. Perry and passed by 4,affirmative votes, 1 absentee. The public hearing will be continued at a future time. PLANNING DIRECTORS" Mr. McGivern reported that he attended a Plan- ASSOCIATION ning Directors' Association meeting on Friday, August 15,�1969. The Planning Directors formed an association separated from ABAG to review all regional p lanning. This association does not want to , limit its scope of planning to ABAG. Its main concern is the planning function-of regional planning as it relates to the local com- munities. Mr. Ken Blackman was elected Chairman of the Association at this meeting. APPEALS Mr. McGiver`n called the Commission's attention to the Churchill Home Occupation Use Permit case that was �rouaht before the commission on August 5, 1969, regular meeting. He reported that this case has been appealed to the Council. Also appealing to the Council is the James Scott rezoning case, heard before the Commission on August 5, 1969. AMERICAN Mr. McGivern reported on a letter received from INSTITUTE the American Institute of Planners regarding OF PLANNERS annexation 'procedures. He reported that a let- ter of suggestions by the A.I.P for amendments to th6 procedures has been prepared to correct deficiencies. Mr. McOivern continued that the A.I.P. is requesting cities to hold study sessions to review these procedures and submit recommendations to the State Legislature for amendments.
