HomeMy WebLinkAboutMinutes 10/21/1969October 21, 1969 * Meeting of the Petaluma City Planning Commission was held on October 21, 1969 at 7:30 o'clock p.,mo in the Council Chambers, City Hall, Petaluma, California. PRESENT: Comm. Brunner, Koenitzer, Perry, Reed and Stanley. ABSENT: None. STAFF: William C. McGivern, Director of Planning, Andy Anderson, Assistant Planning Director David Young, City Engineer Hal Wood, Assistant City Engineer OTHER CITY OFFICIALS: Councilman Joerger APPROVAL OF MINUTES The minutes of October 7, 1969 were approved as recorded. CORRESPONDENCE Mr. McGivern informed the Commission of correspondence received f'rom Smith, Trockey and Blair, Architects & Planners, San Francisco, requesting an opportunity to present toithe Planning Commission and/'or City Council a planned unit development for the Millmeister property on McDowell Blvd,: North. The applicants will present their proposal to she City Council on November 3, 1969. The Council invited the Commission to be in attendance. Mr. McGivern further stated that our present PUD ordinance may not accommodate the proposed development. PAGE 1 CASA GRANDE The Commissi:on.-considered the revised tentative map of MANOR # 4 & #5 Casa Grande-Manor, units 4 & 50 (The Planning Como TENTATIVE MAP mission had approved the tentative map for U•it FILE 31-69 4 but the.revised map includes both units) Mr© McGivern stated that the Subdivision Committee had reviewed the revised tentative map and outlined 14 conditions of approval® Mr. Ron Simpkins, representing Art Condiotti, developer.requested clarification on Conditions 10 and `13 of the conditions of approval. Condition #10 . referred to certain lots being held in abeyance for a proposed park site for a period of one year from the time of approval of the tentative map, Mr. Simpkins indicated Lots 147 and 152 included in this group were beyond the limits of the proposed park site. Mr. Mc- Givern said the City's main concern was to cover all PAGE 1 PETALUMA PLANNING COMMISSION MINUTES - PAGE 2 the various applicable schemes for future park sites that were presented to the Council and that Lots 147 and 152 seemed to fit into this scheme. However, the Planning Director agreed that 'these two lots could be deleted, as part of condition No. 10. Mr. Simpkins, referring to condition No. 13, asked the wording "suitable fencing" be clarified. The Commission agreed to change the wording to chain link fence with slats or wooden fence. A motion, approving the tentative map of Casa Grande Manor Units 4 & 5, with the modifications to the list of conditions as stated, was introduced by Commissioner Koenitzer, seconded by Commissioner Perry, and passed unanimously. CHERRY-MAGNOLIA The Commission continued the public hearing to consider STORM DRAIN the alignment and proposed rights-of-way for the Cherry - FILE 33-69 Magnolia Storm Drain project as submitted by Sonoma County Flood Control & Water Conservation District. Opposition to the proposed route of the 84-inch conduit was voiced by Mr. Paul Zell and Mr. Boitano at the last Planning Commission meeting. Due to the fact that the County Flood Control representatives at the last meeting were unable to answer their questions the matter was continued to this date. Carl R. Jackson, Assistant Chief Engineer for the Sonoma County Flood Control & Water Conservation District invited testimony from the floor. Mr. Paul Zell again voiced opposition to the proposed route over his property. Mr. Jackson informed the Commission that during the original negotiations with Mr. Zell on the R/W easement,'the County had wanted to locate the storm drain where Mr. Zell now Prefers to locate it on his property. After further negotiations the District obtained signed easement rights from Mr. Zell, showing the route as submitted tonight and agreed upon by both parties. Now it appears Mr. Zell wants to go back. to the original Proposed plan. If the change is made, Mr. Zell will have to reimburse the District for the revised engineering plans. Mr. Bbitano, 1 Bridge Street, also expressed concern over the proposed storm drain being located so close to their building. Mr. Jackson assured Mr. BoItano that adequate steps will be taken to protect the building, both by liability insurance and method of construction. After further discussion, the Commission decided to hold the matter over for a decision until the meeting of November 4th, 1969, to give the District and the parties concerned ample time to discuss the matter further as to the most desirable route. PAGE 2 PETALUMA PLANNING COMMISSION MINUTES - PAGE 3 The Commission studied all the evidence and testimony presented and examined the engineering reports. It was their unanimous conclusion that Plan A-2-1 was the most feasible because it involved the least amount of destruction to existing improvements. A motion, recommending Plan A-2-1 to the City Council, was intro- duced by Commissioner Brunner, seconded by Commissioner Kbenitzer and.,passed by all members. PAGE 3 EAST WASHINGTON The public hearing resumed to consider precise plan PROPOSED PLAN lines for East Washington Street from Hopper Street LINES to the U.S. 101 Freeway. -Chairman Stanley pointed FILE 34-69 & out to the audience the issue at hand was'whether or 35-69 not the City wanted plan lines set for East Washington Street M . ' r. David Young, City Engineer, presented a history of the project, starting with the adoption of the Petaluma Area General Plan.which proposed 4 lanes for East Washihgton.Street. In 1965 the City adopted the Select'Street'S,ystem in order to qualify for the State's tax gas money.-, Three years ago the City Council retained D. Jackson Faustman, traffic engineer from Sacramento to prepare a traffic report for the City. This study involved primarily the central business district and those streets leading into it. His.findings revealed that-East Washington Street now catries"a capacity load of two lane artery - 11,000 - cars per day. The traffi,c flow is expected to reach 20,000 cars a day by 1985.. The report further recom-, mended four lanes on East..Washington Street if the CaUlfi6ld"Lakeville route is also constructed; if not, 6 lanes Are recommended.. All proposals presented by HOffman precize-.plan line's for East Washington Street were.based on the Faustman Traffic Report. Mr. David Young gave a detailed explanation of each plan prepared by Hoffman & Albritton and answered questions from the people in the audience® Plan A-2-1 was recommended by Hoffman & Albritton and the City'Engineer because it does the'least destruc- tion to existing structures. PAGE 3 d g ." i PETALUMA PLANNING COMMISSION MINUTES - PAGE 4 RESIGNATION OF Commissioner..Reed read his letter addressed to Mayor COMMISSIONER Putnam informing her of his resignation from the REED Planning Commission to become effective November 3 1969. Mr. Reed stated his business interests made it necessary to relocate in Florida. The Commission expressed regret over his resignation and wished him well in his new job. POLICY RE: Commissioner Brunner urged the to study the PUBLIC memorandum directed to the City Attorney from the IMPROVEMENTS Director of Public Works regarding a proposed policy statement prepared by the Council Committee on public improvements within the City streets.
