City Planning Commission was held on in the Council Chambers, City Hall, PRESENT: Comm. Brunner, Koenitzer, Perry, Waters, Stanley, ABSENT: None. STAFF: William C. McGivern, Director of Planning. Andy Anderson, 'Assistant Planning Director. MERVIN S. Chairman Stanley welcomed,Mervin S. Waters, WATERS -- newly appointed Planning Commission member, FILE: 9.79 to replace the vacancy created by the resigna- tion of James Reed. MINUTES The minutes for the meeting of November 4, 1969, 11/4/69 were approved as submitted. CORRESPONDENCE SONOMA REFERRALS The Planning Commission considered the following Sonoma County Re- ferrals: 1. Verna Dow - Use Permit to of 5 to 40 medium sized A favorable staff report unanimously to recommend ments that the permit be Koenitzer.and seconded by 2. Requests filed by the a. John E. King - 236 b. Frank J. Oliveira C. George J. Scott - d. Gerald L. Hartman allow breeding, boarding & grooming dogs at 200 Knudtsen Lane. File 4085. was presented and the Commission voted to the County Board of Zoning Adjust- granted. (Motion introduced by Comm. Comm. Perry). following applicants to permit Cavanaugh Lane, File"5119 - 520 Pair Avenue, File 5095 585 King Road, File No. 5089 - 305 Skillman Lane, No. mobilehomes: The staff reported the mobilehomes would be_- located within the area of influence of the Petaluma General Plan. In view of the fact the City Ordinance does not provide for mobilehomes on single lots, the staff recommended the Commission forward a letter to the Sonoma County Board of Zoning Adjustments recom- mending the applications should not be approved. A motion up- holding the staff's recommendation was introduced by Comm. Pe�nry, seconded by Comm. Koenitzer, and passed by a 3 to 2 vote. MILLMEISTER PROPERTY Mr. McGivern read correspondence ieceived from Ronald B. Simpkins, on behalf of Young America Homes, requesting the presentation for the Millmeister parcel by Robert Hayes of Compla, be held over until. December 16, 1969. The Commission was agreeable to the request. -1- i Planning�Commission Minutes November 18, 1969 DAVID 'DONALD YOUNG The Planning Director read correspondence received from David Donald Young requesting an extension of 6 months time within which to comply, with the requirements of Use Permit U7 -69 granted on March 18, 1969, to allow a mobilehome park & recrea- tional &:service structures in an R-- - 1500 Zone, to be located at 901 North McDowell Boulevard. The applicant stated a building permit has been issued by the State of California for the re- .creation building; however, the mobilehome park itself will not be under construction until the spring of 1970.. The extension of time is requested in order to assure his lenders that the use permit will not be revoked if actual construction on the park has not started by March 18, 1970. A motion, extending the use per- mit for 6 months, was introduced by Comm. Perry, seconded by Comm. Brunner and passed unanimously. SHORT COURSE FOR PLANNING COMMISSIONERS Mr. McGivern informed the Commission of a short course for Plan- ning Commissioners to be sponsored by the American Institute of Planners to be held at the Jack Tar Hotel in S.P. on December 5, & 6, 1969, and encouraged their attendance, if possible. BUNDES'EN PARCEL MAP A request was received from William Foster, for Bundesen Real Estate, to appear before the Planning Commission relative to a tentative parcel map filed for property located on .Lakeville Highway and Casa Grande Road. The applicant wishes to appeal the conditions of approval imposed on the map by the Subdivision Committee. In view of the fact the City Code requires the Planning Commission to notify the applicant of the date of the public hear- ing, the Commission was unable to act at this time. The date for the public hearing was set for December 2, 1969. ROBERT LIPMAN Chairman Stanley congratulated Robert Lipman, former Councilman, on his appointment to the Sonoma�County Board of Zoning Adjust - ments and Planning Commission. DOUGLAS OIL CO. Chairman Stanley opened the public hearing to USE PERMIT consider the use permit application filed by FILE: U26` -:69 Douglas Oil Company of California to add one service bay to an existing service station (and SITE DESIGN the paving of adjacent lot to the south) in a FILE: 5.144 C - N Zone, located at 532 East Washington St. A favorable staff report was presented recom- mending 5 conditions of approval. Mr. Ronald A. Fitzgerald, Douglas Oil Co., agreed to Conditions 2 through 5 but objected to Condition No 1 which allowed only 2 drive- ways to East Wash ingto n Street, with one Sz Planning Commission Minutes v, November 18, 1969 driveway widened (as indicated on Exhibit "A "). He stated that a high tension power pole would interfere with widening the driveway and it would be expensive to relocate the pole. Fol- lowing considerable discussion, the applicant agreed to com6ly with the 2 driveway limitation. If the pole cannot be moved, the second driveway will be narrowed accordingly. Chairman Stanley closed the public hearing. A motion, approving the use permit with the conditions as outlined in the staff report., with modification to Cond. No. 1, was introduced by Comm. Koenitzer, seconded by Comm. Perry and passed unanimously. A motion., approving site design as shown on Exhibit "A as modified, was introduced by Comm. Perry, seconded by Comm. Koenitzer and passed unanimously. STUDY SESSION / pz- c n �Ib NE At this time the Commission adjourned to a study session t review the list of Planning Projects for the Fiscal Year 1969 -70 as prepared by the Planning Staff -. Following review of the projects; a motion was introduced by Comm. Koenit seconded by Comm. Perry and passed unanimously to recommend to the City Council that Item #1, referring to the Housing Element of the General Plan, and Items 4, 5, 6, & '7, _referring to revision of the Subdivision Ordnance, be prepared with the help of outside professional assistance. The Planning Director was directed to inform the C Council of their recommendation. The other.items on the priority list will be prepared by the staff during the 1969 -70 Fiscal Year.
