HomeMy WebLinkAboutMinutes 12/16/1969December 16,, 1969 • Regular meeting of the Petaluma City Planning Commission was held on December 16, 1969, in the Council Chambers, City Hall, Petaluma, Cali- fornia, at 7:30 p.m. PRESENT: Comm. Brunner, Koenitzer, Perry, Waters. ABSENT: Chairman Stanley. STAFF: William C. McGivern, Director of. Planning. "Andy" Anderson, Assistant Planning Director. APPROVALi MINUTES The minutes for the meeting of December 2, 1969 DECEMBER 2, 1969 were approved as submitted. CORRESPONDENCE The Planning Director read the following correspondence to the Commission: 1. Letter from.MacKay & Somps requesting the presentation of plans for the Millme.ister parcel by Robert Hayes be held over until February 3, 19.70, to allow time to work with the staff and re- view the community requirements. The Commission agreed to schedule the presentation until February 3, 1970. 2. A letter from Jim Lutz, Chairman of the Park and Recreation Commission, endorsing the recent Planning Commission's require- ment relative to screening of areas between residential and school -park areas. 3. Sonoma County's proposed amendments to their agricultural dis- trict, to provide exclusive agricultural, zoning and open space. The staff report indicated the proposed amendments would require a conditional use permit for intensive livestock uses which will provide the normal opportunity to the City for comments and recommendations to assure 'compatible development. Mr. McGivern stated it is another step forward in protecting the zoning area around the periphery of the City. A motion, directing the Planning Director to forward a letter to the Sonoma County Planning Commission indicating their recommendation of approval to the proposed amended County Agricultural Zoning District, was introduced by Comm. Waters, seconded by Comm. Perry and passed by all members. present. 4. `Sonoma County Referral: Willow Creek Properties, 5225 Old Red- wood Highway. Mr. Anderson, Assistant Planning Director, in- formed the Commission the applicants had requested from the County a use permit for a discount house located at the afore- mentioned address in the Agricultural.. District, but was told the:County is preparing to eliminate commercial uses from the list of conditional uses in the Agricultural District. The applicant then made application for both a use permit and re zoning to "C -2" District. In reviewing this matter, the City =1- $Manning Commission Minutes December 16, 1969 • 1 . Planning Commission made the following findings: 1. The area of influence of'the Petaluma Area General Plan is proposed to be extended to include the subject site. 2. A study to determine the proper zoning pattern for the area will be initiated in the near future. 3. It has been the policy of the City to encourage annexa- tion of properties proposed for such development located contiguous to the City. In view of these considerations, the Planning Commission directed the,Planning Director to forward the following recommendations to the'Sonoma County Planning Commission: The Planning Commission recommends the subject property should be annexed to the City so the proposed development will be in accordance with City standards and requirements. However, if the applicant's building program for development will not permit annexation procedures to be com- pleted prior to beginning the project, a condition of approval of the,Sonoma County Use Permit should include the requirement of an- nexation to the City. The condition should further include site design approval for the actual development to be processed by the City Planning Commission. (The motion was introduced by Comm. Perry, seconded by Comm. Waters, and passed unanimously by all members present). SECONDARY SCHOOL Mr. McGivern read a letter received from Lesly SITE APPROVAL H. Meyer,, Superintendent of Schools, Petaluma High School District, informing the Commission of the Sonoma County Planning Department's ap- proval of the School Board's selection for a new secondary school site. The site is located at the northwest corner of Casa Grande and Ely Roads.. The letter requested the City Planning Commission to review the site location favorably. Mr. McGivern stated. the site selected by the Board of Education includes 70 acres and pos- sibly 77.9 acres if severance damages occur. He further stated the staff had land planned all the area around the proposed school site so the City could be readily assured of orderly residential development in conjunction with the development of the school site parcel. It was noted several site plan layouts were submitted by the Planning Staff to the School Board and after due consideration the Board selected the s Site. The Commission reviewed the request filed by the VARIANCE° City Fire Department to renew their variance RENEWAL granted on December: 17, 1968, to allow construc- FILE: V1.8 -69 Lion of an addition to the Headquarters Fire Station, located at 1 "D" Street, with a 0 ft. sdeyard setback adjacent to Second Street. The Fire Chief has requested the subject variance be renewed for an additional period of one year. The proposed addition is necessary to accommodate two additional pieces of fire and safety equipment together with more office space to provide ade- quate fire and safety protection for the service area of this fire station. Comm. Waters was concerned about setting'a precedent by permitting construction to the sidewalk area. Mr. McG'ivern informed the Comm. the area in question is zoned C - S (Service Commercial) requiring setback areas; however, the C -C zone (the area zoned for the downtown area.) permits construction to the proper - ty line. The subject parcel is in close proximity to the C -C Zone, in fact, the Fire Station could be considered part of the downtown area. Fire Chief Benton informed the Commission that this is the only available area on the lot for ex- pansion on the site. Extending -l� the building to the.rear is prohibited because of a large propane storage tank located there. A motion, approving renewal of the requested variance for one year was introduced by Comm. Brunner, seconded by Comm. Perry and passed unanimously by all members present. In the staff report, Mr. Anderson stated the machine for making rubber stamps is very :small and can be conducted on a small table. The applicant proposes to advertise in the newspaper and by word: of mouth on a very limited basis. Vice Chairman.Koenitzer opened the public hearing. No one voiced opposition to the proposed home • occupation. Vice- Chairman Koenitzer closed the public hearing. A motion, approving the use permit subject to approval of 4 conditions as stated in the staff report, was introduced by -3- Planning Commission Minutes December-16, 1969 Comm. Waters, seconded b Comm. Perry, and Y Y, passed by all members present. Mr. Pennock was present and agreed to the conditions imposed. FURTHER dbNSIDERATIONS Pacific Growers The'Planning Commission, at their regular meeting held on December 2, 1969, requested the staff to review the conditions of approval attached to the use permit granted Pacific Growers on January 30, 1968. Mr. McGivern stated a staff member had visited the site and determined two conditions had not been complied with as yet, per- taining to fencing and landscaping. A- letter has been forwarded the Pacific Growers requesting them to. complete the work as soon as possible. If a response is not forthcoming within 10 days, a follow -up letter will be sent specifying a time limit for completion of the project. Henris Supply, Inc. Site Design - 74.1 Pet. Blvd. South. Mr. McGivern informed the Commission a check of the site indicated the building material has been relocated to make way for the plant- ing required as a condition of approval for the site design.
