A. Consideration and Possible Adoption of a Resolution: Approving and Ratifying the
Disposition, Development and Loan Agreement (DDLA) Between the City and
Petaluma Ecumenical Properties (PEP) Concerning Development of the River City
Senior Apartments L.P. (Project) on City -Owned Property Located at 951 Petaluma
Boulevard South (Property); Authorizing Amendment of Article IV of The DDLA to
Provide $1.5 Million in Additional City Financing for the Project; and Authorizing
Assignment of PEP's Interest in the DDLA and the Property to a Successor Entity for
Development of the Project; and Consideration and Possible Introduction of an
Ordinance Approving Conveyance of the Property to PEP and/or Its Successor in
Accordance with the DDLA and the Requirements of Section 46 of the Petaluma
Charter. (Carney)
Adoption of Resolution Rescinding and Replacing Resolution No. 2020-056
Adopted May 4, 2020 Approving an Agreement Between the City and SMART for
Design and Construction of Corona SMART Station Improvements. (Flynn/Danly) -

A. Public Meeting to Hear Testimony Regarding the Annual Assessments for the
Landscape Assessment Districts; Adopt Resolution Describing Improvements and
Directing Preparation of Engineer's Report for Fiscal Year 2020-2021 Annual
Assessment for Landscape Assessment Districts; Resolution Providing Preliminary
Approval of Engineer's Report for Landscape Assessment Districts, Fiscal Year
2020-2021; and Resolution Setting a Public Hearing to Order the Levy and
Collection of Assessments Pursuant to the Landscaping and Lighting Act of 1972

for Landscape Assessment Districts, Fiscal Year 2020-2021. (Beatty/Chong/Zavala)
- Note: Council Members McDonnell and Miller will recuse from a portion of this
item due to a conflict of interest.
A Resolution Praising the Efforts of the Petaluma Police Department and Other
Local Agencies for Following the County Health Order and Directing Staff to
Continue Enforcing that Order, and Denouncing the Recent Actions by the
Sonoma County Sheriff Mark Messick to Cease Enforcement of the Order,
Jeopardizing Public Health and Safety of the Community. (Flynn/Danly) -This item

A. Introduction of an Ordinance Amending Implementing Zoning Ordinance Chapter
4 (Zone Districts and Allowable Land Uses), Section 7.030 (Accessory Dwelling Units),
Section 7.035 (Junior Accessory Dwelling Units), Table 11.1 (Parking Spaces
Required), Chapter 22 (Non -conforming Structures), and Chapter 28 (Glossary) to
Comply with Changes in California State Legislation Associated with Accessory
Dwelling Units and Junior Accessory Dwelling Units. (Bendix). -This item is continued
from the May 18, 2020 Agenda and will be available Thursday, May 28, 2020.
