Chairman, Stanley voiced disagreement with the staff report in view- of the fact the .applicant: has. .nve'sted consider- able time and money in the project. Chan, who will be the­.medical director for the pro- posed heepital, spoke on. behalf of the applicant. Both stated.the proposed hospital was not Yy a conva hospital but a. long -term psychi -- atric fa'ci.l ty.., Dr.. Chan explained the proposed L -Type facility relates to ,eldetl people who are .n a senile state, and have become 'mentally incom- petent, thereby requiring more intensive supervision. Following this d ;sclosure�, namely,, that the plans now _ call. for an L -type facility, rather than for a convalescent hospital as originally requested, the P.larihing Director stated "that the type of facility now contemplated .s not covered under the ;existing use permit and a new permit should be re- quested. Brunner and unanimously passed, STAFF REPORTS Planning Commission Expansion Mr. McGivern• informed the Commission the City Council had approved the request of the Commission for an expansion to 8 mem- bers to include a Board. of Zoning Adjustments. The Commission dis- cussed the rules and regulati.ons � of the proposed Board of Zoning Adjustments_. Basically they would -include the following regulations,. together with general Rules, of Order & Regulation to conduct business: 1. Three members would serve on Board of 'Zoning Adjustments. 21 The Council representative would be excluded a s a member of the Board of Zoning: Adjustment "s. 3. The BZ'A would meet: the lst & 3rd Tuesday of each month at 3:00 p,.m. 4.. Three (31 members would, be a quorum. 5.. McG vein informed the Commission they result of the' invest ,gat on ,,'which is, on file in the Planning', Dep artment. Office Conceinr over this matter was brought to the attention of the Planning De,partmg t by members of the Chamber of Comm'erc,e and Commissioner Waters` because the lack of mooring space has prevented boats out of the Bay Area from; docking in, this: area., thereby causing a: loss of revenue for , the. city. At the suggestion of Chai °rman Stanley, Commissioner Waters was requested to ,contact the Chamber' of' 'Commerce and invite a committee - from the 'Ch'amber to meet with -the; 'Planning Commission concerning this matter. Mr. McGivern stated an, ordinance might be needed to regulate this us'e�. He further stated the Building Department will, be i:nstructed to cite any -electr violations existing in the area p.ertaining to 'the boats,. Proposed :Amendment to the Zoning Ordinance Mr. McGive'rn in - formed the Commssion'a draft will be prepared for the R - -1 Di,str.ic:t which wi,11 incorporate an amendment that would provide '.fbr the housing nf- non'-domestic animals' f certain re- quirements, are met'-(such as s of lots; bldg. s;etb:acks, etc,.).
