' At the present time the land is zoned agricultural. Mr. McGi.vern stated the Subdivision Committee had met with the developers, and as a result, two alternate plans were proposed with the developers electing to pursue Alternate Plan #1. The Subdivision Committee recommended _approval of the tentative map subject to 11 conditions of approval, which Mr. McGivern read, to the Commission. Mr. Walter Williams, Vice - President of.Atlantic & Pacific Building Corporation, addressed,the Commission and voiced opposition to the requirements contained -in Condition No. la & lb. These conditions required the construction of Baywood Drive from its conform near St. Francis Drive to Perry Lane with the first unit of development, and further, required the developer to provide addi- tional rights -of -way across the parcel shown as Lands of Perry which fronts on Lane. There was also a question over Condition No. 9 which stated that prior to the recordation of any unit of the proposed tentative map, all zoning being requested by the subdivider must be approved and adopted by the City Council,.: Mr.lwil.liams requested that the portion of the map, where,:39'single family homes are proposed • .for construction (1 1 o'cated at . the extension of Maple Drive) be divorcedlfr.om the remaining portions of the tentative map and requested action on this phase of the map only. Mr Hal Wood, Assistant City Engineer, indicated the City Erig;ineer would not sign improve- ment plans for any ,;portion of the map without inclu- ding the construction of Baywood Drive. Mr. Williams said the cost of constructing Baywood Drive ($150,000) was not possible unless revenue from the sale of the.39 houses is available to help defray the cost of the construction. Foll:owin`' further discussion, a motion approving'.the. of Monarch Pacific Subdivision^ Units -8, 9, 10, as reviewed by the Subdivision Committee and with recommendations as outlined in the Planning Director's, report to the Commission, was introduced by Comm. Perry„ seconded by Comm. Waters, and passed,by all members present. The request is for approxi- 7:0 & Z8 -70: mately °7.07 acres from "A" zon -ing to C -H; 15.84 acres from- "A" to R -1- 6,000; and 4.78 acres from "A" to R -M- 150.0. He stated the request for .R -1 -6,000 zoning 'was .an acceptable . :proposal ince is an extension of the: type of development already.existing; the ; proposed R -M- .1500 zoning is Also in conformance with the basic intent of the ordinance requirements. ;since Fi,t is ' adj acent to a collector street, _:proposed s,cYool site and exist -ing commercial uses; the small area Involved for C -H zoning- is only :a slight extension of the existing commercial zoning. -and- wi.'thin the *framework of the General .Plan.;. and .,finally., the request for mobile- home, development is residential in nature, beift' comparable to R -2 or R,, =M zoning,.and the development could,be,homogeneous with the Burr- ounding area. Furthermore', the proposed mobi "lehome park development if properly designed, would I be r- vitua3ly isolated from the lesser density uses. (It is bordered by the Freeway,, by commerical uses and, to the south by proposed R- 1 -I560 zoning.) However, Mr.- McGivern requested the public hearing on these rezoning requests be held,. over, until the -next meeting in order to . obtain more information regarding the specific devel- opment plan's and boundaries. Mr Ed Smith presented a petition, signed ,by 'some 70 .people- residing in the area surrounding• the proposed mobi ehome park, strongly. objecting I to any rezoning other than- for single family development. A favorable 'Staff-report r was presented by Mr- McGivern .recommending approval of the site design sub'jeCt to..conditions 'of approval as,. stated in the staff report.." Mr. McDevitt was .Present and agreed to comply with -the conditions outlined., A motion approving the site plans with the conditions' stated in the staff report, was introduced by Comm.i�Waters, seconded by Comm:. Perry, and ppssed.unanimo'ulsy by all- members present, STAFF REPORT Berry Use; Permit Mr..
