Brunner, Koenitzer,JPerry, Waters, Stanley ABSENT None f August 4 1970_ Regular meeting of the Petaluma Planning Commission was held on August 4, 1 at, 7 :30 o'clock p.m. in the Council Chambers, CORRESPONDENCE Sonora County Referra Simon & Marilyn G. Azev'edo - request for a use permit to allow a. mobil -ehome at 2400 Fallon Roaid, Petaluma. File: 5332. A favorable staff report was submitted for the proposed use. In view of-the-fact the site is outside the area ,of influence of the Petal.umia Area General Plan, the Com- mission requested the staffito forward a letter to the Sonoma County Board of ZonlIng Adjustments indicating the Commission felt no comment was necessary regarding the ,subject request. U21 =70 & Connie Berry ,for an extension of time to allow construction of alconvales.cent hospital and resthome in an R- 1- 6.,000 Zone on Ma.ri,a Drive Extension (A:P. Nos. 149 -090 -3 & 7-371 -13). The Planning • Commi ssion initially considered this request at their meeting on May 19.,,1970:: During the hearing on May 19, 1970 . it was noted the applicants were 41 considering constructing a facility to accommodate I 26 beds for nursiri g/ convalescent care and 74 beds , for the L -Type (Long Term) f-- acilit.y. A question arose ,concerning the appropriateness of a Long- Term Facility under the present use permit for a convalescent hospital and nursing home. The Com- mission elected to continue the matter until a complete investigation and,analy;sis could be made by the staff to substantiate the compatibility of the proposed facility with the terms of the use permit. Mr. McGivern and Mr. Anderson informed..the.,Commis- sion;at this time .a comprehensive study and in- vestigation had'been made and it appears the a Long -Term Facility is, sufficiently similar to the ordinance definition of "Nursing Home" to be considered a nursing -home, (patients require closer supervision in a Long-Term Facility in to them from,their inability order protect own to take care o.f, themselves properly). Mr:. After further consideration_ a motion, extending the use, permit for .a period. , of 6 months within which. to start construction, was introduced by Comm. Perry', s'e'conded by Comm_. _'W. ater's, and passed unanimously. AMEND ZONING The Commission set September 15, 1970, as the ORDINANCE date -to consider amending the,Zoning Ordinance RE: FENCE. relative to fencelregulations.. Previous to the REGULATIONS meeting, those property owners who have'con- st.ructed fences in violation of the zoning ordinance, and.more particularly,, have fences which constitute a hazard to the public, will be notified of the hearing .date; so they may attend and have an' opportunity to voice their opinion. Koenitzer and passed unanimously. VALLEY GREEN #3, FINAL MAP RES. IA- �J V � . • The Commission considered the final map filed by MCGah & B_ailey f'orrV'alley Green #'3 Subdivision. The subdivision contains 56' lots. A favorable report was submitted by the City Engineer. Res. 13 -70,, approving the final map of Valley Green #3 Subdivision, was introduced by Comm. Koenitze.r, seconded by Comm. Perry, and pas' "sed unanimously. t -4- Planning Commission Minutes for August 4, 1970 STAFF REPORTS FHA DEVELOPMENT UNDER HUD Mr ...McGivern informed the Commission of new legislation promoted on the Federal level regarding multiple housing in urban areas. This law is another attempt to circumvent the local ordinances, particularly.to land use control. The Planning Director again stressed the need. for a Housing Ele- ment:. An approved Housing Element would allow the city to setts own guidelines as to the type of future housing the community wants. The,Commiss'ion noted they had previously made a recommendation to the City Council Ghat the city retain an outside consultant to prepare said Housing Element.
