.Regular meeting of the'Petaluma City Paahning.Commission was held on
July 20 1971, at 7 :.30 p.n. in the Council Chamber "s.,: City Hall, Peta-
J lama California.

MINUTES FOR The minutes for the "meeting' of July 7, 1971,
JULY 7, 1971 were approved : as submitted..
CORRESPONDENCE
Tele -Vue Systems Proposed TV'Cable•Across�Petaluma River
Mr. McGivern informed the Commission the U.S.. °Army Corps of Engineers
has referred a permit application by Tele -Vue systems, Inc., to the
City for comment. Te1e- Vue. Systems, has App lied'to.the Department of
the Army for a permit to install a.3/4 inch ove rhead t e levision cable
across the Petaluma River on existing poles on the Northwestern Paci=
fie Railroad property at the site of an existing overhead crossing.
Public- utility transmis -sign; lines are permitted uses in all zoning
districts provided that routes 'of proposed transmission lines are sub-
i d' the, Planning Commssign for approval prior to acquisition of
rights -,of -way. Following :a brief discussion, the Commission continued
the matter until Augus 3, 1971 in order for Tele -Vue Systems to s;ub-
m t a'detail;ed plan o- the route of the cable installation. The staff
was requested to notify the 'U.S. Army Corp's of Engineers ,requesting
that action on the permit be postponed until the Commission has re=
viewed the plans.
Chamber; of Commerce letter to" Traffic Committee
Mr. McGivern read a letter written to the Traffic Committee.by.the
Chamber of Commerce at the request of bus located in the Peta
luma Pl -aza_ and Washington Square Shopping Centers relative to the
serious. traffic circulation problem in , tlat rea. The 'Planning. Direc-
for stated a faulty circuit.breaker'n the traffic signals had been re-
paired. by the Division of Highways, thus correcting some of the traffic
problem,. During construction of the new interchange, the city will do
everything possible to keep the traffic moving in an orderly fashion...
The completion of Caulfield Lane will also decrease the traffic con -
gestion of East Washington Street:.

The Commission directed .the staff -to' forward. a letter to; the
Sonoma County 7Board: of� Zoning Adj'ustments;.: indicating no opposi-
tion to the request but recommending that the following condi-
tions be applied:

2. The use be screened from adjacent properties.
3. No outside storage of automobile parts of inoperative
cars.
(Motion, introduced by Comm. Cerini, seconded by Comm.
Hood and passed by all.members present).
e. Timothy R. Talamantes - Use Permit to allow a nursery & out-
door storage of plant material at 1900 Pet. Blvd. North.
The Commission directed.the staff to forward a letter to the
Sonoma County Board of Zoning Adjustments. indicating no oppo-
sition to the request but recommended the following conditions
be applied:
1. The proposed sign be limited-to a- maximum!"height of 30 'ft.
2. The park - ing: area.be required.to.,be paved to provide for
the- usb-in rainy weather -..
3. The proposed.sign be harmonious with the surroundings.
(Motion introduced by Comm. Cerini.,.seconded by Comm.
Hood and passed by all members;_present).
OLD ADOBE SCHOOL The Commission discussed the report prepared by
DISTRICT STUDY the County Planning Department on predictions for
thekneedyufor additional;.school sites in the Old
Adobe School District (requested by the City of
Petaluma & Old' Adobe; :School.-District) .
Acting Chairman` Waters expressed disappointment
over the fact that no representative was present
from the Old Adobe School District. Furthermore
no mentioned of this important item was printed
in the Argus Courier. `(`Laster in the discussion
Mr. Val Hess of the Argus. Courier apologized for
failing to print the notice of the Planning'Com-
..mission agenda and assured the Commission this
would be'done in the future).

OLD -ADOBE SCHOOL Mr. McGivern said the report shows the pattern of

.Area The.Planning Director said school disteicts
must establ h a ,site:.:location at least 5 years
prior,toa any development that. might take place in
an of anticipated; growth. Although the school
districts may have fnancial as to actual
.- .purchase of school sites, nevertheless, the planning
process should not stop.
The .report shows five ahternatesite locations, with
about 10 acres -for each site. ' : Only one site will
ultimately be selected,
Mr:.George Castl.eberry,.,business manager for the
Petaluma..City Schools, outlined- their plans for the
McDowell. school, which is located in the
Petaluma City School District.. He said the site is
too Xarge for one school but not large enough for.
'tw6_achools. A portable unit is proposed to be lo-
cated'lon`- the site to accommod'ate� approximately
900- students,.. 'The proposed° new Casa Grande
High - School is anticipated to "be- adequate to. pro-
vide a total enrollment, of; approximately 3,000 _
students. Mr. Castleberry `informed the Commission
of AeB_ 1375 which makes'provislons for subdividers
to °dedicate or sell land's for schools and parks.
Mr. Mc'G vern zaid a copy of the bill will be ob-
tained for Commission Review -. The Commission con-
tinued this.matt'er 3, 1971 in the hope
.that more people will'bd`present.to participate in
.this_ mportant study.
DISCUSS'I;ON` ITEMS
Moratorium on Rezonings
The Commission discussed the present scheduling and work ac:tivi.ties of
e Planning Consultants, Williams &,Mocine, on their assignment toe-
vise the General Plan and prepare, supporting ordinances. Since, le'gis-
lative review Of, 'policy statement's has slowed idown the Pl'anniing Con-
sultants assignment, the Commission. - directed -the staff to forward a
letter,to the City Council recommending an extension of time (a minimum
period! of 90 days) of the moratorium on .zoning - reclassf°ications and
annexations to the city. The motion was introduced by Comm. Ce rini,
seconded by Comm. Hood and passed by all members present..
Mr. Norman Rollins, 32 Brunching Way, °nquired'as to the
time table for completion of'their study. Mr. McGivern stated another
joint meeting of the City Council,, Planning Commission and the Planning
Consultants is scheduled for Ju1yj27, 1971, at which time this question
r will be directed to the consultants.
