Mr. McGivern read an opinion from the City Attorney stating the mem-
bers of the Board of Toning Adjustments may vote to elect a Chairman
of the Planning Commission.

OLD ADOBE SCHOOL The Planning Director said Mr. Dean Magowan,
DISTRICT STUDY Superintendent of the Old Adobe.Union School,
had .contacted him to say he would not be pre= �.
sent at tonight's meeting since the Old Adobe
School Board had.not yet met to review the re-
port. (The Board will meet on'August 5, 1971).
The Commission agreed to hold this matter over
to the next regular meeting,a:t' which time
Mr. Magowan will be present to relate the
School Board's appraisal of the school sites
and indicate the particular site they favor.

TELE -VM SYSTEMS The Commi ssion considered the request filed

overhead television-cable across the Petaluma
River on existing telephone poles at the
Northwestern Pacific Ra-ilroad's bridge struc-
ture. Mr.John Durando, representing Te'le -Vue'
Systems,, was presen:t.and, answered several'
questions regarding thoproposed installation.
I:t was the consensus of>'opnion by the Plan-
ning Commission to forward a letter to the
U. Corps of Engineers indicating no opposi-
tion to the proposed route.
The following zoning cases were Yield' over until November 2, 1971, due
to the Council's action on July '2,6,'1971, to extend the moratorium on
rezonings and annexations to October 24,, 1971:

Robert T. Foster - variance to 'reduce the minimum lot size to ap-
proximately 00 sq. ft. at 449 Purrington Road.
The Commission indicated no opposition to the granting of the
variance and directed the staff to forward a letter to the County
noting their action, (Motion introduced by' Comm. Cerini, seconded
by Commo and passed unanimously)..
Frederick Arfsten - use permit for a mobile home at 1804 Middle,
Two Rock Roa .
In view of the fact the site is located within the General Plan
area;of influence and the city zoning ordinance does not allow
single mobile homes as proposed, the'Planning Commission directed
the staff to forward a 'letter to the County recommending the use
permit not be granted (Motion introduced by Comm. Hood, seconded
by Comm. Balshaw and passed unanimously).
SONOMA COUNTY Mr. McG vern informed the Commission that due to
REFERRALS RE: the 'numerous County referrals regarding use permits
MOBILEHOMES to allow mobilehomes on single lots in the urban
areas, various other cities in Sonoma County have
forwarded letters to the Sonoma County Planning
Department with a general statement opposing
requested use permits. The,Commssion passed a
motion requesting the City Council to forward a
policy statement to the Sonoma County Planning De-
partment indicating the city';s opposition to grant-
ing use permits to allow mobilehomes on single lots
except those housing agricultural employees. The
motion was introduced by Comm. Daly, seconded by
Comm. Cerini, and passed unanimously.
STATEMENT OF Comm. Daly said the City Council is desirous of
DEVELOPMENT having the:S'tatement of Development Policy for the
POLICY City of Petaluma considered by the Sonoma County
Planning Commission as soon as possible, since many
of the policies would require the County's assist -
ance.
Comm. Daly, Acting Chairman Waters, William McGivern,
and a member of the Planning Consultants, will be
present when the County considers this matter..
HOBBY KENNEL Comm. Daly discussed the matter of: the proposed
ORDINANCE Hobby Kennel Ordinance which was forwarded to the
Planning Commission for their consideration.

HOBBY KENNEL Acting Chairman Waters informed Commissioner Daly
ORDINANCE the matter was discussed at the Planning Commission
.
(continued) meeting of. July 20;, 1971. (Comm. Daly was unable
to attend said meeting). It was the Commission's
opinion the. draft should be modified to setforth
more definitive wording regarding "kennels" and
"pets'4, establish fees, and provide for means of
enforcement. Comm. Daly said'he would request the
item to be placed on the next Council Agenda for
their action.
ADJOURNMENT There being no further business to come before the
Commission, the meeting was adjourned,
