PRESENT: Comm. Balshaw, Cerini, Daly, Hood, Waters. Comm. Gore,, Schmelz, Popp. ABSENT:,* None. STAFF: William C. McGiverA, Director of Planning- . Richard D. A. Anders Planner. APPROVAL:OF MINUTES Comm.. Hood stated that under the item FOR AUGUST 3, 1971 "Election of Officers", Lester J. Popp was nominated Chairman of the Planning Commission by �Comm. Schmelz and the motion seconded by Comm. Gore rather than Comm. Hood as recori16 The cor- rection to the minutes was made; where- upon, the minutes for the meeting of August 3, 1971, were approved as sub- mitted. AGENDA A motion was made by Comm. Popp and seconded by Comm. Gore to delay the Election of Officers' item on the Agenda to the end*of the meeting. Motion carried unanimously. CORRESPONDENCE Sonoma County Referrals Frank J. Adiego, 890 Fair Avenue, : ,Variance Permit, File 5775 A motion, dir6cting the staff to forward a letter to the Sonoma County Board of Zoning Adjustments indicating that in view of the fact the site is located within the General Plan area,of influence, And the City Zoning Ordinance does not,allow single mobile homes as proposed, the Planning Commission recommends the requested Variance Permit not be granted.,,. was made by Comm. Hood, seconded by Comm. Cerini, And passed unanimously. A motion, directing the staff to forward a letter to the Sonoma County Bo ard of Zoning Adjustments indicating that in view of the need to control the - rate,and amount of urbanization of the areas surrounding, the City, the Plan- ning Commission recommends the requested rezoning applica- tion not be granted, was introduced-by Comm.a Hood, sec.- onded by Comm. Cerini, and passed unanimously. OLD ADOBE SCHOOL Mr® McGivern, Planning Director, read DISTRICT STUDY a letter received from Mr. Dean Magowan, District Superintendent, old Adobe Union School District, dated August 10, 1971, indicating the Board reviewed the subject site study at its regular meeting of August 5, 1971= Mr. John Thompson, President, old Adobe Board of Education was present and addressed the Commission, stating generally the Board's feelings to date on the pro- posed school.sites. A motion to hold the report in abeyance until further information or direction is received from the School District was-made by Comm. Daly, seconded by Comm. Balshaw, and passed unanimously. CASTER MOBILHOME A motion to hold over the Caster Mobil - CORP. REZONING home Corporation Rezoning application RES. Z4 -71 until November 2, 1971, was made by Comm. Hood,.seconded by Comm. Cerini, and passed unanimously. CASTER MOBILHOME A motion to hold over the Caster Mobil - CORP. USE PERMIT home Use Permit application until Nov - RES. U7 -71 ember 2, 1971 was introduced by Comm. Hood, seconded by Comm. Balshaw, and passed unanimously. ELECTION OF OFFICERS Chairman A motion to elect a Chairman of the.Planning Commission to serve the unexpired term.of Paul k. was introduced by Comm. Gore, seconded'by Comm. Popp, and passed by the following vote: AYES: Comm_. Balshaw, Cerini, Daly, Gore, Hood, Popp, and Waters. NOES: Comm Schmel.z. ABSENT None. Comm.. Hood nominated Arthur Cerini Chairman of the Planning Commission. Comm. Cerini dec1_1'n_e_U the nomination. Comm. Schmelz nominated L este r Popp Chairman of the Planning Commission. Comm. Waters seconaeed the motion. Comm. Popp declined the nomination. Comm. Cerini nominated Mervin Waters Chairman of the Plan- ning Commission. Comm. Hood secon ed the motion. Comm. Cerini moved to close the nominations. The motion was seconded by Comm: Schmelz and passed by the following vote: AYES: Comm. Balshaw, Cerini, Daly, Gore, Hood, Popp. NOES: Comm. Schmelz and Waters. Hood nominated Edward 5chmez Vice Chairmman of the Planning Commission. Comm. Gore seconded the motion. Comm. Gore nominated'Arthur Cerini,viee- Chairman of the Planning Commission. Comm. Schme z seconded the motion. Comm. Cerini nominated Lyle D. Ho od Vice - Chairman of the Planning Commission. Comm. Hood declined the nomination. Comm. Gore moved to close the_ nominations. The motion was by Comm. Hood, and passed unanimously. The result of the written ballot found' Arthu Cerini Vice - Chairman of the Planning Commission. Board of Zoning_ Adjustments Chairman waters appointed Comm. Coy Gore, Lyle Hood and Lester Popp as members to the Board of A�i.justments to become effective immediately. JOINT MEETING - Chairman Waters called a joint study PLANNING COMMISSION session of the Planning Commission and AND BZA the Board of Zoning Adjustments to dis- cuss the Legislative Policy Memorandum at 10:05 o'clock p.m. LEGISLATIVE Chairman waters opened discussion on the POLICY Legislative Policy Memorandum prepared MEMORANDUM by Planning Consultants Williams and Mocine. A lengthy discussion followed wherein, after careful consideration, the Commission concluded that the draft as proposed should be recommended to the City Council to be approved.. A motion, supporting the abovementioned conclusion, was made by Comm Daly, seconded by Comm. Cerini and passed unanimously. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 10:18 o'clock p.m. Attest: Secretary Chairman
