Re gular meeting of the Petaluma Planning Commission was held on Sept.em-
her 8,, 191l at 7:3'0 o'clock p.m.. in the Council Chambers, City Hall,
Petaluma,�Calfornia.

ABSENT: Comm. Cerini.

Mr. McGiivern read 'a letter directed to Condiotti Enterprises (with
copy to Planning Commission) from home owners of the north side of
the 1600'block of Baywood Drive and the north side of the 1600 block.
of Peggy Lane, regarding the bank of loose dir separating their
backyards.
The Planning Director said the Chief Building inspector is investigat-
ing the matter since it is basically a building code matter concerning
lot drainage and grading. Chairman Waters requested the staff to re-
port:back to,the:Commission at the next regular meeting as to the
course of action taken to solve the problem, if any.

was presented and made,part of the permanent file.
Mrs. One'ita H. Por.ritt, Director of Petaluma Childrens
Park, inquired if' the applicants meet all state re-
quirements for conducting a day -care center. Mr. John
Lord, representing Montessori Schools, indicated they
have contacted the State Department of Social Welfare
and all requirements are being met.. Chairman Waters
closed the public hearing:.. Res U29 -71, app;r•oving
the use permit as requested, was introduced by Comm.
Balshaw, seconded. by Comm. S'chmelz and passed by all
members present.
DENMAN CENTER Mt. McGivern read a letter from David A. Young stating

Schmelz and passed unanimously by all members present,
ENVIRONMENTAL LAND USE PLAN FOR CITY OF PETALUMA
Chairman Waters reported to the ,
' iona reent.. meeting was held
with the Planning Consultants,, Williams &. and the Planning Di-
rector to} discuss the various proposed ordinances necessary to implement
the legislative and environmental palicies for the City of Petaluma.A
proposal to initiate six study groups of citizens to participate in the
study of the Environmental Plan and supporting ordinances was outlined.
These groups will review the areas of concern -discussed during recent
public hearings held on the legislative and environmental polidies for
the city These findings will be incorporated into the city's ordin-
ances. It is proposed that each member.of the Planning Commission and
Board of Zoning Adjustments will -chair one group, with the exception
of the Recreational Areas Committee; Chairman Waters suggested that a
-member of the Park Commissionwoula be invited to Co.. this group.
Chairman Waters stressed the importance of having representation from
the entire city and not just from a segment of the community. He fur-
ther suggested that - a,memb.er , from the Sonoma'County Planning Commission,
or possibly one of the Supervisors, be involved in the Unincorporated
Areas Study Group. Comm, Balshaw inquired if, as a result of these
studies, ies, a,'certain area could be rezoned for , a specific use, such as a
park. Mr McGivern.saiiid the city is able to rezone parcels of land,
]kfter further discussion and no objection to-the pro ' po,sal of the citi-
zens group participation, a study session was sched uled for Tuesday,
SeptemberJ4, 1971 at 73 p.m. to discuss this matter further. The
Commissi®h'5'extended An invitation to the Mayor and Councilmen to attend.
The final selection of citizens to serve on these committees will be at
the Mayor"s discretion.
SONOMA COUNTY REFERRAL

The Commission unanimously recommended that a letter beforwarded to
the Sonoma County Board of Zoning Adjustments recommending the use
not be granted. I
The Assistant Planner read Resolution No. 5875 N.C.S. adopted by the
City Council on Sept 7, 1971, opposing mobile homes on single lots
within the boundaries of Petaluma's General Plan (except for agri-
cultural workers)... The City Clerk forwarded a copy of the resolution
to the Sonoma County Planning Commission and Board of Supervisors.

HOME OCCUPATION ADMINISTRATION..PROCEDURES
The Planning Director informed the Commission that the Board of
ZoninglAdjustments has approved a home occupation questionnaire
prepar'ed by staff. This questionnaire was designed to re-
veal information necessary to determine whether or not an appli-
cation1for a home occupation is sufficient- ly extensive to require
the public hearin procedure and filing' fee,.: The Boar=d's action
on this item will be forwarded to the City Council for approval.
ADJOURNMENT
There being no further business to come before. the Commission,
the meeting was adjourned at 8.45.
