PETALUMA- pLANNING-COMMISSION MEETING September -21 , 1971 the Petaluma City Planning Commission was held on at 7:30 o "clock p °.m. • the City Hall, Petaluma-; PRESENT: Comm.•Balshaw, Cerini, Daly, Schmelz, Waters. ABSENT: None STAFF: William C. McGivern, Director of Planning. Richard D. A. Anderson, Assistant Planner. MINUTES- - -FOR - .. The minutes for September 8, 1971 were approved as SEPT,. 8,­1971­ submitted. CORRESPONDENCE: Heritage Homes of—Peta The Planning Director read a letter- received from Fred K. Schram, President of Heritage Homes of-Petaluma, requesting the Commission to apply architectural controls in the design of the new shopping center planned the waterfront area. (Golden Eagle Property). The Commission directed -the staff forward a copy of the letter ' to the developers of�the site and to the Planning Consultants, A "thank you "letter will. also be forwarded to Mr. Schram for his interest in the- matter. D & K_ En°i erprlse,s _: 'Mrs McGivern read a letter addressed to the Planning Commission from the Chief of police approval of-an application filed by Richard of D & K Enterprise, 2415 Tamarisk Drive, Santa Rosa, for a Certificate Public Conveyance. Mr. McGivern informed the the application is for a transfer of an existing taxi company franchise; will be no change in the operation. A - motion, recommending approval of the application to the City Council (as recommended•by of Police) was introduced by Comm. Balshaw,-seconded • by-Comm.° Cerini and passed unanimously. The-Planning•.Director read a notice of a public hearing received from BCDC on designation of priority area boundaries within the 100 foot shoreline bank around San Francisco Bay and proposed amendments. Chairman Waters-commented that'it will be interesting to see what BCDC's definition of a shoreline is and far north the boundary will-extend, -1 -Petaluma •Planning = Commission Meeting}Minutes - Continued CAMBRIDGE 'S.,QUARE 'The °Commissi:on considered the..tentative -map approval rTENTATIVE MAP requested-by McGah' &'Bailey for-Cambridge Square Sub- RES: 2 3 -71 division to be located South McDowell Boulevard. The Planning Director gave a brief resume of past action by the Planning Commission and City Council regarding-the proposed map. A tentative map pre - viously - filed °was due to expire -on September , 18, 1971; the Commission denied an-extension.of time and the subdivider appealed to the City Council. 'On August 16, 1971 the City Council approved,a motion recommend- ing of the tentative map, that the city.waive any new or additional filing fees, and that the filing of the tentative map be totally subject to the exist - ing zoning law. Mr.-McGivern stated the conditions of approval are the same as those presented for the-tentative map approved-two-years ago except for the following two additional requirements: a. All Grading to be performed on the subdivision shall comply with Chapter 70 of the Uniform Building Code, _1970 Edition. All lots shall be Class "A" drainage with no vertical varia- tion between the.lots of this subdivision and. adjacent lots. b. On the southerly boundary of the subdivision, Lots 1 through 15 inclusive as shown on the tentative map, the subdivider shall construct a redwood fence, six (6) feet high as approved by-the Building Department to properly screen the lots backing onto the open field. The Planning Director read a letter from the. City Engineer stating the subject: map is in general con - formity with the subdivision: ordinance except for two conditions (said conditions have been incorpor- ated into the general conditions of .approval for the map). Concern was expressed by the Commission over the variation in fence heights -along the-rear property lines. Mr. McGivern said the grading re- quirements of Chapter 70, Uniform Building Code will help solve this problem, Comm. - Bal,shaw was of the opinion the proper zoning should be established the parcel prior to approval of the tentative map. Councilman Daly stated . any - action taken by the Planning Commission will not change the present zoning of the site (R -1- 10,000).. A motion approving the tentative map with the conditions outlined by the staff, was introduced by Comm. Daly, seconded.by Comm. Schmelz and passed by the Following vote: Ayes: Comm. Balshaw, Cerin.i -2- Petaluma Planning--Commission Meeting'Minutes Continued CHERRY VALLEY' The Commission reviewed the final map filed by FINAL MAP Camille Enterprises for Cherry Valley Subdivision. RES. , 24 -71 Mr. McGivern gave - a brief history of the map saying it was formerly known as "Castlewood Sub- division" but was never finalized. A letter from the Director of Public Works was read, stating the map is substantially the same as the tentative map approved by Planning Commission on April 6, A motion approving the final map of Cherry Valley Subdivision was introduced by Comm. Cerini, seconded by Balshaw and passed unanimously. SONOMA- COUNTY REFERRALS: - Ray & •Ma - Ai.:.rswoxth., Use Permit to allow trailer sales and storage, with•a mobxl:e home parked on the property fora caretaker's . ..living quarters and with appurtenant signs on property owned by Kenneth H. Styles, at 1284 Petaluma Boulevard North. File: 5856 The Commission directed the staff to forward a letter to the Sonoma. County Board of Zoning Adjustments indicating no opposi- tion - to the requested sales and storage use; however it was their recommendation that the requested mobilehome for care- taker's living quarters and office use not be granted. It was their further recommendation that the following conditions be applied to the use permit, if granted: 1. The rental storage area to be screened from surrounding properties by a. foot high decorative solid .scr.een fence; the planter areas to be- planted with low evergreen type planting and maintained In good condition. 2. The sign to be limited to the .indicated 32 square foot size, with a maximum height. of 30 feet. (Motion introduced by Comm, Daly and seconded by Comm, Cer:ini.) Informational material and maps will be furnished to the committees to assist them in their study. Mr. McGivern further informed the Commission of the.Board of Supervisor's approval of the City of Pet °aluma.'s Development Policies. The Board pointed out'one concern; namely, they the city will follow,up with more specific recommendations concerning these poli- cies and also re- enforce these policies with a cost benefit economic study, that is now in its embryo stage as part of the General Plan for Sonoma County (the prograrw-known as PRIME). Sonoma County was selected to receive a HUD grant for this study.and to serve as a model for other communities throughout the U.S. This program will give the legislators of this community and the Board of Supervisors an opportunity to have a select number of development and land use alternatives on any parcel of land in the study area.. The legisla- tors will then be able to say whether or not a proposed development will benefit the community as it relates to a cost benefit program. In the past the cities have relied on economic feasibility studies submitted by the developers. Subdivision Committee Chairman Waters and Comm. Hood pointed out that better communication should be set -up between the staff and the Planning Commission on future Subdivision Committee Meetings.
