Review of use permit Ull -65 granted 3/19/65 for Ull -65 the expansion of'an existing non- conforming use located at 588 Lakeville Highway. (Held from November 2, 1971) DISCUSSION ITEM: Environmental Design Plan for City of Petaluma. ow ADJOURNMENT City of Petaluma PLANNING COMMISSION MINUTES November'1_6�, 1971 'Regular meeting of the Petaluma City Planning Commission was held on * 16, 1971, at 7:3O p.m., in the Council Chambers, City Hall, Petaluma, California. PRESENT: Comm. Cerini, Daly,Schmelz, Waters. ABSENT: Comm. Balshaw. STAFF: William C. McGivern, Director of Planning. APPROVAL OF MINUTES The minutes for the meeting of November 2, 1971, OVEMBER_2_,I were approved as submitted. CORRESPONDENCE Donald' W. Campbell Mr. McGivern read a copy of a letter addressed to Mayor Putnam from Donald W. Campbell, Landscape Architect, requesting that his name be removed from the'Citizens Committee on Recreation Areas because he will be moving to Denver: Mr.' donated a great deal of time and effort on the design - aspects ­ of the LaTercera Park, BARTA HIDE The Planning Commission, at their meeting of November CO. 2, 1971, tabled action on a request by the Barta Hide Ull-65 Company to construct a concrete building, in accordance with the proposal approved by Use Permit Ull-65, granted on March 19, 1965, to allow the expansion of.an existing non-conforming industrial use in an M-L District. The addition will also involve approval of a variance to allow a reduction in sideyard setbacks and an increase in allowable lot coverage. Comm., Daly reported that he and two other Cnmmisssioners had made an on-site inspection of the fa . cilities and con- eluded the proposed construction would be a definite improvement to the area. Comm. Schmelz expressed concern that granting a variance might set a precedent for other businesses located in the area. The Board of Zoning Adjust- ments will consider the variance request at a subsequent meeting. Comm. Cerini advised a-completion date for demolition of the existing deteriorated structure be specified if the request is granted. -I- P_IInn-ing Commission minutes Noveml5er 16; 1971 Mr, George Baxta a-nd Steve Christian, the applicant's architect, were present to answer questions regarding the proposed expansion. Following further discussion, a motion approving renewal of the use permit was intro- duced by Comm. Schmelz, seconded by Comm. Cerini, sub- ject to the conditions outlined in the staff report and the following two additional conditions as modified by the Planning Commission: The use shall be limited to salting and storage of hides only. The existing deteriorated structure'-shall be demolished within 80 days following completion of'the new structure. The motion was approved by all members present. OTHER - DISCUSSION ITEMS PRIME The Commission discussed briefly the'Environmental section of Project Prime and its possible tie in with Petaluma's Environ- mental Design Study. ENVIRONMENTAL DESIGN STUDY • Brief comments were, by the various Committee chairmen regarding the work being done by their study groups reviewing the Environmental Design for Petaluma. In the absence of Comm. Balshaw, Mr. Ed Schram reported for th Areas Committee. Comm. Cerini invited the students present in the audience to attend the Unincorporated Areas Committee meeting scheduled for November 17, 101. WATER SHORTAGE Chairman Waters commented i't might be advisable to check the avaiiabi- li'ty of water and sewer at the time annexation of land is requested instead of waiting until a tentative map is submitted for development of the property.
