REC-0=,IT,1014 OF PEARL HARBOR DAY Chairman Waters brought to the attention of the Commission and audience that 30 years ago was "'PeArl Harbor Day," He requested that recognition be given to'this important day in our history recorded in the minutes, in memory of themaby men whod'ied that day, and others who gave their lives in World War II, as a result of that day, ROLL PRESENT Comm. APPROVAL OF The,minutes for the meeting of November 16, 1971, NOVEMBER 16, 1971 were approved as modified ('please refer to the next item,, Barta Hide Co. F ) 0 BARTA HIDEICO. Mr® McOivern,i'nformed.the.Commission that Mr. Geo. USE PERMIT Barta has appealed condition #7 of Use Permit U31-71, U31-71 approved by the Planning Commission on November 16, 1971. After reviewing said condition a little more thoroughly, Mr. Bart'a was concerned about the word- ing !of, this. condition. A limitation of his business operation. to salting and storage of hides only places 4 heavy restrictive burden on him. Other chemicals and operational steps are presently in- voIved in his business. Condition No. 7 as stated would not give him.the flexibility to carry on - the .'bu's imes s.. as. presently conducted. The Planning -..Director read a letter received from Mr. Barta which. describes the present operation . Mr. Lester Barta, the applicant's son, was present and assured the Commission no tanning is involved in the opera- tion, or proposed operation of the business. After further discussion,_a: motionwas by Comm. Oerini and seconded by Comm.%;Schme1z to modify Con- dition 0 of Use Permit U31-11 ('renewal of Ull-65) to read as follows: 6 T ,e operation shall be limited to saltingi curing, treatment, and storage of hides only; a tanning operation shall not be permitted at .the present site." The motion carried unanimously ®. P. Commission Minutes 'Pecem4er 7, 1971 PUBLIC HEARING -RE: ENVIRONMENTAL. DESIGN, PLAN.. FOR PETALUMA Chairman waters informed- the audience the final draft of the Environ- e mntal Design Plan, being prepared by the Planning 'Consultants Williams 6, Mocine;i will incorporate many of-the recommendations of the six citizen committees, has not.been.completed,by the consultants but will be available some time next week. Chairman Waters opened the public hearing and invited comments from the floor. Mr® Ross Smith inquired * what the future plans show for the area adjacent to the Old Adobe. Chairman Waters said the recommendations of all the committees generally was to have a green belt in that area,, Comm. Cerini, Chairman of the Unincorporated Areas Committee, :read the following ex- cerpt from the recommendations submitted to the consultants by his com- mittee- "'The natural waterways should be enhanced and planned for park sites with emphasis on riding,,trails, bicycle trails, walkways, picnic area etc.,.retairiincr.the natural tree growth.. Particular emphasis should be placed on:.Washington and Lynch Creeks for the east side; also Old Adobe Creek. Develop access to Lafferty ranch." Mr. William Hilligoss,a-sked several questions regarding the accuracy and the purpose of the Environmental Design Plan maps prepared by the consull- ants.. le Chairman Waters and Mr McGivern said the maps were prepared for study - purppses only. The recommendations of the citizens' committees and the recommendations as a result of the public hearings, will be reflected on the maps. Mr. McGivern outlined the three steps involved in the planning process, The first,phase is,the.General Plan which is,a generalization of how the city will-grow and develop; the .second step is - the Environmental Design Plan which a.more...spec-ific plan, based on a 5-year growth pattern; and as a result of the.Ehvironmental Plan, a toning district map and supporting.ordinance is adopted which specifies the actual zoning designa- tion the properties in., the city. There-being no further testimony at this time, Chairman Waters continued the public hearing to the next regular meeting of December 21, 1971. DISCUSSION ITEMS STUDY SESSION FOR COMMISSION RULES & REGULPi''IONS,, ETC. The Commission scheduled a study session for January 11, 1972, to re- view the rules and regulations for transaction of business by the Plan- ning Commis 1 $1 ��ion and the various committees proposed in the By-Laws, , ZONING & SUBDIVISION REVIEW COMMIT'T'EES ,• A brief. progress report was given by the staff and committee members who are reviewing the drafts prepared by the Planning Consultants of the proposed Zoning & Subdivision ordinances. -2- Planning Commission Minutes j - '- becember 7, 1971 DISCUSSION ITEMS .(Cont'd) DRAFT OUTLINING IMPLEME-NTATION'.OF POLICY AS ADOPTED BY THE PETALUMA. COUNCIL ON JUNE 7, . -The Commission was presented with a rough draft prepared by the Planning Consult-ants which-outlines a method of implementing the development policy and ordinances,, CITIZENS COMMITTEES' REQUESTS FOR. VARIOUS COMMITTEES Chairman Water's requested the staff to prepare a statement to the Council on the posisibility of having a permanent review committee as suggested by the citizens' groups who reviewed the Environmental Design Plan for the City,.
