Adjourned meeting,of the Petaluma Planning was held on December 28, 1971 at 7:3;0 pm.., -vin the• Council °Chambers, City Hall,, Petaluma, California PRESENT: Comm, Balshaw,..Ce•rini, Daly, Waters. Comm. Gore, Hood, Popp. (Board of Zon -ing Adjustments). 4 ABSENT: Comm. Schmel'z. CONTINUATION OF PUBLIC HEARING CONSIDER -THE .ADOPTION OF THE ENVIRONMENTAL DESIGN PLAN FOR THE CITY,OF'PETALUMA. Chairman-Waters iinformed the aud the -public hearing on .the:Env_ -1 ironme.nta_l�Design Plan- was..opened on December- 21, 1971, but was adjourned unt - December, 2 8 , _1 971 ,.. in order to give- the. Commission an opportunity - to.review'the,revised text submitted by the consultants.* (The revi;s`ed text incorporates many of the recommendations,of the six.citizen committees who were involved.in reviewing th& Plan.) Chairman Waters stated many citizens are concerned that when the Plan is n the adopyed,He requested aing;s will subsequently take place the .Planni.ng. Director .to speak on - this concern., Mr, McGivern advised,the.aud ence that the En- vir.onmental Design Plan is an'int'ermediary step - between the-Gen- eral Plan and the actual Zoning Districts that .will , be created. Certain neighborhoods or.parcels of.l located in impact areas will be studied for- - possible change to more appropriate zoning d istricts.. Any zoning changes will require-public hearings by both the Planning Commission,and' the City Council. Chairman,Waters,said a letter has been forwarded to the' ,~ Council recommending that c.ertain•.committees be formed to assist ,in studying some of the problems of the community. - These recommendations.were,made by the six committees workincr on, the Plan (but did not directly pertain,to the Plan): Co cil action will be'required.to establish''these,committees and policies. Zoning Ordinance ,Review Committee The. Commission has'_postponed the public hearing.on the new Zoning Ordinance until time-that the.review committee�completes their study,of the text. The committee .recommendations will be forwarded to the Consultants for revision of the ordinance prior to the Planning. Comm- issior bearing. Subdivision Review Committee. A recommendation by the Planning.Commission to the City Council s regarding the new Subdivision.Ordnance`:will be delayed.until the committee' reviewing the text�has comp,le.ted its study. i -1- ' Planning Commission Minutes December 28, 1971 - PAGE'2 Environmental Design Plan: Chairman,Waters reopened the public hearing to consider -the adoption of - the. Environmental - Design Plan. The following testimony .was pr-esented� from' -the floor:- MRS :. Mrs. James-was advised ' the matter w ;ll..'be ;publ and public hearings .will -be held at. both - .the ,Planning, Commission _an:d Council level prior to its adoption,-. BILL HI'LLI ; GOSS requested an explanation of,the. difference be- tween the - commercial designati:on on the Environmental ..Design Plan and the.commerci designation.of`the present Zoning Ord- inance. The staff explained :.the. various commercial zoning designations.. The new 'Ordinance will provide .for . service: commercial; in essence, ._ more .heavy -..commerci.al.uses -, and a num- ber of uses .that .are not presently found ,.in highway ,or: service commercial areas.) . The se-ry .ce , commercial: -dis.trict is an in- terrelationship of various.commercial The exact -land use designation is not determined - by virtue..of the Environ- mental Plan but will be..determined by.,.actual- zoning. CHARLES ROSENBAUM requested - an explanation .of -the . Planned .Res - idential 'zoning -des.ignati:on. Mr.. McGiver-n '-repl.•ed that this, designation includes - an inter- mixture 'of , various , types ..of ' res- identiai -uses ., (PUD; .Planned Community., etc.). Design criteria. BOB LAGLE- requested. that the D. D.. Young :property.located on North McDowell Boulevard (adjacent to the existing"mobilehome park) be designated as Medium Density-Residential. (Eleven-. acres -are presently zoned . M =L and. five acres.- are presently zoned,R - 10,000). Th. e Environmental;.Plan.desi.gnates this area for Light Industri=al. 'dOHN KING, representing - severa.l property:-owner"s,..spoke regard - ng the following areas:.. a. Requested that the.Ca:u.lfield. .property (roughly bounded. by Caul,fiel4, Pa'yran. and Lindberg) be :left -industrial or service commercial -. High density residential develop- ment would not be feasible for•:this.locatiori. He• pointed.. out that a camper. manufacturing 'and sales "- business .is located in the 'area; , a - , State .Main:tenance, Yard, etc . Fur - thermore., exte:nsIve land fill would be required before development could.•take.place.. He called it worst.. possible location_ for . residential development® b. Requested.that the property on ",I" Street -- Extension in the. Sunnysl,ope area be designated for residential development_ or shown.as a study area.. Mr. King, said residential deve- lopment in this .are'a•.,would make pos to have a balanced growth,on both sides of the •freeway, The Design • Plan does show this area as proposed P..U:D. and part of the area as open space, or public park with school, Mr. King. said the part- school designation could ;stop growth.in the area. The Merrill property,on Stony .Po- int,Road should remain M -L; second choice would be for mobilehome park The property,,was to the City -to participate, in the asses merit- di,s'tri,ct and be zoned for industry. Re- version to agricultural would not be the property owners. BILL ,LAw,RENCE,recque.sted that his property - lo.cated.adjacent to Sonoma Joe's Restaurant remain as is; namely, M -L and R- 1- 6,.000. He.poi•nted out.he -has been paying into the assessment district, for .10 years.,' CHARLES ROSEMBAUM said,a brief-survey of the Plan seems to in- dicate that'.the a reas­recommended..fo.r medium and.. high density residential tend to be "second rate' "'.propert.j.es. Larger areas. should be designated and se't aside%to provic. for better qual- i. -.multiple residential development. Comm. :Hood 'and. John King agreed. JACK'GARRISON.recommended that the downtown area be.- supported for two or three -years. and questioned the expansion' of commer- cial devel.opmenzt. on, the' east .side'. If merchandising does-not- improve in the downtown, then other areas should, be allowed - to develop commercially., Showing an e.xpans-ion of - commercial zon- ing on' McDowell Boulevard would b'e advers:e to the response .of the questionnaire returned by the c.i „_ -3- •= Planning Commission December 28, 1971 7 PAGE 4 Comm. Hood said that some of the area - should be. designated as a commercial holding zone %. The commercial committee felt the Plan should not designate= one,specific center for commercial expansion at Ea-st,Wash,ington and McDowell Boulevard and recommended that the Map reflect this thinking ». P. J. SULLIVAN..inqu,ired if any provision is being made to make•., the downtown area 'more accessible the east side.. Mr. Meyer pointed out the widening of East Washingt6n'Sti.eetf Caulfield Lane, realignment of Lakeville Highway and the extension of Bay - wood Drive. ROSS SMITH commented in favor of-shopping center development because of the lack.of downtown - parking and the parking meters. MR -DON CONFER Inquired' whether a study has been done on the downtown area and - with the parking problem. Mr= Meyer and Mayor Putnam responded a Core Area Plan was adopted approxi - • . mately three years ago. The Chamber of Commerce also 'has a Downtown -Committee., The 'Traffic Committee is .wor;kin a plan to reroute :truck traf.f'ic - out of the 'town. The Citizens Committees, involved .,n the Environment-al-Design Plan., also have recommended that.& Downtown Committee be appointed by the Council to study the problems involved in the;core Area. Mr, Meyer said in 1968 traffic consultants were retained to study the downtown- parking,'prob.lem. The consultants recommend- ed the forma•tipn of an assessment di,stri'ct, but.. the merchants did not support it, and the mat was directed back. to the Chamber of Commerce, Other Comments. and Recommendations Comm. Hood r ecommended that the McNear properEy be designated for multiple density r:esidential.and the area around Walnut Park , be shown as of fice commercial, . , A brief discussion followed relative to several pages of the Envi,rn:m. oental Design text, Councilman Daly said, a definite 'decis on :should. be made whether the Plan should include-a greenbelt or a parkway.
