ADJOURNMENT CITY OF PETALUMA PLANNING' COMMISSION ME-ETING MINUTES February 15, 1972 Regular meeting of the Petaluma City Planning Commission was held on February 15, 1972 at 7.-30 PM., in the Council Chambers, City flall,'Petaluma, California. Anderson, Assistant P'lanner APPROVAL OF The minutes for the meeting of January 25, MINUTES 1972 and February 1, 1972 were approved as submitted CORRESPONDENCE:: Mr. McGivern read a memo d irected to him from the City Attorney stating his opinion as to whether or not a full scale public hearing will be required by the Planning Commission to re- appraise the items sent back to the Planning Commission by the City Council for"c=sideration of the Environmental Design Plan. Assembly Bill 1301 The Commission requested the staff forward'a'letter to the California Council on Intergovernmental Relations regarding Assembly Bill 1301, Chapter 1446 (McCarthy,). The Commis- sion requested a more Indepth review aftd of the Bill as it provides tha county and city zoning ordin- ances shall be consistant with the general flan of the county or city by January 1, 1973. It provides further that any resident or property owner may bring an action to enforce compliance with sudh,provisions within six x months after January 1, 1973 or within 90 days of the enactment of any new zoning ordinancelor the amendment of any existing zoning ordinance. In view of the fact the site is located near a designated special study area, the Commission dir- ected the staff to forward a letter to the County recom- mending the requested use permit not be granted. (Motion introduced by Comm.�Cerini, seconded by Comm. Popp-and pas,sed G. Pannett & T. Carlson,- rezoning from "A" to "PC" for a mobilehomd park, 4265 Old Redwood Highway. In view of the,fact the development would not be appropriate in the snub feet area at this time the Commis'sion directed the staff to forward a letter to the County recommending the requested rezoning not be granted. Further the Commission recommended the County develope its General Plan as rapid- ly as possible for this area. (Motion introduced by Comm. Schme:li seconded by Comm. She s was not aware of the conditions but requested the Commis- s�ion approve the proposal with the conditions® There was no opposition voiced from the audience regarding the subject matter, Chairman Waters closed the public hearing. Res. U1-72, approving the Use Permit sub- ject to the c0nditions outlined in the staff report was introduced by Comm. Pol5p, ,p seconded by Comm, Cerini and passed unani- mously. 7-Man PLANNING A motion directing the staff to forward a COMMISSION letter to the Mayor and City Council pro- posing recommending the creation of a 7-man Planning Commission n with a Site Design Review Committee and eliminating the Board of Zoning Adjustments ' was introductedby Comm. Cerini, seconded by Comm. Popp and passed unanimously. BY-LAWS A motion adopting the Petaluma City Planning Commission ® s Rules, and REgulations a.s, introduced , b.y Comm,. Popp, seconded by Comm. Cerini, and passed unanimously. ADJOURNMENT: There being no further business to come before the Commission,, the meeting was adjourned. -3-
