MINUTES OF FEB� The minutes .of the ;Planning Commission Meeting
IS,. 1972 of February 15, 1972 were approved as submitted.
'.ENVIRONMENTAL Chairman Waters explained to the audience that this was
DESIGN PLAN a review, not a public hearing., by the Planning Commis -
REVIEW sion on the _Environmental Design Plan with regard to the
City Councils modifications andaction on the plan.
The Commission referred to Cty.Council°s letters of
January 27, 1972 and March 8, 1,972.
Letter of January 27, 1972
1. Multiple Residential designation on the south
t side of East Washington St,. between Wilson St. &
Payran Sty. Commission, recommended Neighborhood
Commercial. Council concurred,. -No No further action
required.
2y C®mmercial designation north of Petaluma Plaza
Shopping. Center.'Commss,sion recommended change
the EDP designation .to show,'a holding zone for
further study. Council concurred. No further
action required®
3m Planned residential des%gnaton in the area presently
zoned M-:L bounded by the Freeway, Lakeville.Highway,
Wilson -Street, Jefferson Street., the Fairgrounds,
and the present agricultural zoning adjacent to the
Fairgrounds. After much.;,,discussion, the Planning
Commisision recommended the triangular -shaped area
bounded by Caulfield .Lane, Lak'evilleliighway, and
the Freeway 101 not be included in the Study Area
and the area remain M-L5 The res.t,of the area be put
in a specific Planning Area.
4. Planned residential_designa:tion in the area presently
zoned agricultural adjacent to the Fairgrounds.
Commission recommended change'EDP designation to show
Special Study Area® Council concurred. No further
action required. HIGH PRIORITY.

and Petaluma Boulevard North, Commission recommended
E.D.P. designation show M-L use. Council concurred. No

11. Residential designation on west side of Petaluma Boulevard
South from "I" Street north to Walnut Park. Commission
recommended E.D.P� designation show C-.H use as presently
zoned.' Council concurred. No further action required.
12, Urban low residential designations on presently undev-
eloped land located in the following areas,:

unanimously by'the Commission:
15. Low Urban Residential on the H. Wojciechowski property
locatedlat-the approximate extension of Ellis Street
fronting on Madison Street in the unincorporated area.
Co uncil recommended E,,,D.,P, Map be changed to extend
the Planned Residential District to include Mr® Wojciech-
owskI`s:propprty%. A motion introduced by Comm. Popp,,
seconded by Comm., Cezin-1, that the area be. included in -
the'.E,D.'P. Map designation was passed unanimously.
16, Trianqular-shaped property bounded by the Washington
Square,,S - hopping.Center to the west® the Washington Creek
to the north, and the extension of McGregor Avenue
designated on the E.,D.P. Map as Planned Development.
Council recommended,E,.D..P. Map be, changed to incorporate,
some.of the triangular -shaped property 'adjacent to the
WAshi ' ngtdn Square Shopping Center as High Density Resi-
dential Use,.. A motion was introduced by Comm. Cerini,
,Seconded by C6,mm.. Popp that the subject area be set
aside for,& special review in four (4) months® Motion.

17. Petaluma Co-Opetative Creamery on Western Avenue between
Upham Street,and Baker Street designated as Urban Low
De*nsity.Residentials Council recommended E.D.P. Map
be chaziged to show industrial use. A motion was intro-
duced by Comm. Daly, seconded -by Comm, Popp, to concur
wit , h'the Cduncil.recommendation. Motion was passed
by four (4) affirmative votes. Comm. Cerini abstained®
18, North McDowell Boulevard bounded by the railroad and
the industrial Park (Capri Mobilehome Park) designated
as Industrial. Council recommended the E.D.P. Map....
show Medium Density Residential. A motion was intro-
duced

theCommission concur with the Council recommendation
of Medium Density Residential,

Development area. Council recommended the E.D�P,,
Map show an elementary school site symbol in the
area,. A motion was introduced by Comm. Daly, seconded
by Comm. Schme1z, recommending thata, school site
symbol be placed on the E.DP. Map, The motion was
passed Unanimously.
20. Southeast corner of East 'D" Street and Hopper Street
designated as Urban Low Density Residential, Council
recommended the E.D.P.,Map show Light Industriali A
motion 'was introduced by Comm,, Cerini, seconded by Comm.
Schmelz, recommending the subject area be shown on the
EoD�P-. Map as Light industrial. Motion passed unani-
mously.
21. East sidt of Hopper Street, about 500 feet south of East
"D" Street shown as Urban .how Density Residential®
Council recommended the E., D'.P. Map show the subject area
as presently zoned - Industrial'. A motion was introduced
by Comm. Schmelz-, seconded by Comm. Daly, to show the
subject area on the E,.D.P,. Map as M9L. The motion was
passe'd,unanim.ously by the Commission.
22. East side of, Petaluma Boulevard'South and generally to
the south.of "H" Street shown as Service Commercial and
portions shown as Industrial east of Second Street,, The
Council recommended the E.D.P. Map to show subject area
• as M-L. A motion was introduced by Comm.'Popp, seconded
by-C6irns Cerini to concurwith the Council recommendation.
The motion was passed unanimously.
23. Extension of Caulfield Lane at the easterly corner of South
McDowell Boulevard shown on the'E.D.P. Map as a park with
the northeast quadrant of Caulfield Lane and South McDowell
Boulevard as Nieghborhood Commercial,, The Council recom-
mended t , he E.,D.P'. Map be changed to show Professional
Administrative Office designation. A motion was introduced
by Comm. Cerini, seconded by Comm. Popp to concur with
the Council recommendation. The motion was passed unani-
mously-
.24. 17'acres located,on North McDowell Boulevard near Corona
Road north of Petaluma Estates M6bileho me Park shown as
'Industrial. Council recommended to change the E.D.P.
Map to,show Medium Density Residential. A motion was
introduced by Comm. Daly., seconded by Comm. Popp, that
the,Commission accept the Council's recommendation and
the -area be changed from Industrial to Medium Density
-Residential.

show area as presently zoned R-1-6,000 Planned Unit Devel-
opment. A motion wasA ntroduced-by Comm. Daly, seconded
by Comm. Popp, to concur with the Council's recommendation.
The motion was passed unanimously.
27. Triangular -shaped area.bounded by Lakeville Highway,
Caulfield lane, .and Freeway 102. Coundll recommended the
subject area be -deleted from the Special Study area and be
designated on the E.D.P. Map, -.as- .C-S . A motion was made
by,Comm. Daly, seconded by-Co-mm;.Popp, to concur, with the
co.uncil's recommendation..:. Motion was passed unanimously.
28. Park.and Agricultural designation on the E.D.P. Map of
the Amaral Property locatedion Petaluma Boulevard North,
north ,of Corona- Road.,, - The -'Council recommended the E.D.P.
Map 'be. changed to show the -area a's presently zoned Indus-
trial and Commercial.. A motion was made -by Comm. Schmelz,
seconded by_Comm. Cerini, to concur with the Council's
recommendation., The motion was passed unanimously.
