HomeMy WebLinkAboutResolution 2020-090 N.C.S. 06/15/2020Resolution No. 2020-090 N.C.S. of the City of Petaluma, California RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACTS TO THE LOWEST RESPONSIBLE BIDDERS FOR FURNISHING CHEMICALS FOR WASTEWATER TREATMENT FOR FISCAL YEAR 20/21 AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY AGREEMENTS OR PURCHASE ORDERS WHEREAS, the City of Petaluma uses bulk chemicals in its operation of the Ellis Creek Water Recycling Facility; and WHEREAS, the City of Petaluma joined the North Bay Agency Chemical Pool (NBACP) in 2009 to obtain lowest possible pricing through joint purchasing; and WHEREAS, the NBACP conducted a competitive bid process for chemicals commonly used at water and wastewater treatment facilities; and WHEREAS, the NBACP issued an Invitation to Bid on April 7, 2020, and eleven (I I) bids were received and opened on May 5, 2020, in accordance with applicable law; and WHEREAS, the City of Petaluma conducted a competitive bid process for specialty chemicals used at the Ellis Creek Water Recycling Facility; and WHEREAS, the City of Petaluma issued an Invitation to Bid on April 20, 2020, and one (1) bid was received and opened on May 14, 2020, in accordance with applicable law; and WHEREAS, the lowest responsible bidders for the chemicals to be purchased through the NBACP were: 1. Olin for Sodium Hypochlorite 2. Univar USA, Inc. for Sodium Bisulfite Kemira Water Solutions for Ferric Chloride; and WHEREAS, the lowest responsible bidders for the specialty chemicals bid by the City of Petaluma were 1. SNF/Polydyne Inc. for C-6288 polymer or equivalent (solids thickening) 2. SNF/Polydyne Inc. for WE -1152 polymer or equivalent (solids dewatering); and WHEREAS, no bids were received for Aluminum Chlorohydrate, and CalChem Enterprises has offered to extend pricing for FY 20/21 through June 30, 2021; and WHEREAS, as a member of NBACP, the City of Petaluma is entitled to purchase bulk chemicals from the NBACP's low bidders at the bid price stated; and Resolution No. 2020-090 N.C.S. Page 1 WHEREAS, the bulk chemical purchases bid by the NBACP are exempt from other competitive bid requirements of Petaluma Municipal Code Chapter 4.04 pursuant to Petaluma Municipal Code Section 4.04.100, "Cooperative Purchasing Programs"; and WHEREAS, the City Council budgeted funds in Fiscal Year 20/21 to purchase chemicals used at the Ellis Creek Water Recycling Facility. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Petaluma hereby authorizes the City Manager to award bids and execute all necessary documents with the following vendors for the purchase of chemicals listed below for fiscal year 2020/: 1. Olin for Sodium Hypochlorite (12.5%), $0.695/gallon plus applicable sales tax, not to exceed $150,400.00. 2. Univar USA, Inc. for Sodium Bisulfite, $1.09/gallon plus applicable sales tax, and not to exceed $47,200.00. Kemira Water Solutions for Ferric Chloride (43%), $810.00/dry ton plus applicable sales tax, and not to exceed $96,451.30. 4. Cal Chem Enterprises for Aluminum Chlorohydrate, $0.252/gallon, and not to exceed $24,696.00. 5. SNF/Polydyne Inc. for C-6288 Polymer or equivalent, $11.686/gallon, and not to exceed $22,086.54 6. SNF/Polydyne Inc. for WE -1152 Polymer or equivalent, $10.686/gallon, and not to exceed $303,836.00. Under the power and authority conferred upon this Council by the Charter of said City.
