HomeMy WebLinkAboutResolution 2020-092 N.C.S. 06/15/2020Resolution No. 2020®092 N.C.S. of the City of Petaluma, California RESOLUTION APPROVING A MASTER EQUITY LEASE AGREEMENT AND VEHICLE MAINTENANCE AGREEMENT BETWEEN THE CITY OF PETALUMA AND ENTERPRISE FLEET MANAGEMENT, INC. AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE MASTER EQUITY LEASE AND VEHICLE MAINTENANCE AGREEMENTS AND ANY AMENDMENTS BETWEEN THE CITY OF PETALUMA AND ENTERPRISE FLEET MANAGEMENT, INC. WHEREAS, the City of Petaluma seeks to purchase the approved vehicles for fiscal year 19/20 and 20/21; and WHEREAS, the City of Petaluma has identified the need for a more efficient, flexible, and varied fleet; and WHEREAS, staff has reviewed our best leasing and purchasing options which include a review of vendor leasing and comparison to costs and found the lowest life cycle costs, greater benefit, and most fleet flexibility came from a lease option; and WHEREAS, the City of Petaluma desires to expedite deployment of low emission, environmentally sound vehicles amount the City's fleet; and WHEREAS, vehicle leasing allows staff to enact the Council Goal to move away fiom fossil fuel vehicles and accelerate the installation of charging stations and enable staff to utilize the renewable energy source at Ellis Creek Water Recycling Facility; and WHEREAS, the City is a member of the Sourcewell Cooperative Purchasing Program (formerly National Joint Powers Alliance) which supports cooperative purchasing, allowing the City the opportunity to access competitively awarded and nationally leveraged cooperative purchasing contracts; and WHEREAS, the Sourcewell Cooperative Purchasing Program provides an advantage by creating an opportunity to access competitively awarded nationally leveraged cooperative purchasing contracts in accordance with Petaluma Municipal Code Section 4.01.100; and WHEREAS, Enterprise Fleet Management, Inc. is the lease option for Sourcewell Cooperative Purchases and will provide an economical price and depth of service; and WHEREAS, the Public Works and Utilities Department has funds budgeted in fiscal year 19/20 and 20/21 to purchase the vehicles. Page 1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby approves the Master Equity Lease Agreement and Vehicle Maintenance Agreement between the City of Petaluma and Enterprise Fleet Management, Inc. and Authorizing the City Manager to execute the Master Equity Lease and Vehicle Maintenance Agreements and any amendments between the City of Petaluma and Enterprise Fleet Management, Inc. Under the power and authority conferred upon this Council by the Charter of said City.
