CORRESPONDENCE:
Mr. McGivern brought ' before the Commission's attention the Us'e
Permit filed by John and Connie Berry .,for a Convalescent :Hospital
at 330 Maria Drive. F. H.A. processing has delayed actual on -site
construction .and the Department of Housing and Urban Development
has placed'restrctons on the development. The applicant requests
the Planning Commission to direct a letter to F.H.A. indicating
the zoning and use permit are still in effect and valid.
A motion was introduced by Comm. Popp, seconded by Comm. Cerini,
to send a letter to F.H.,A. indicating the - zoning and use permit
are still valid. The motion was passed unanimously by.the Com-
mi°s s on .
BY -LAWS The Commission reviewed. the Rules and.Regu-
lations for Conducting Business for the Planninc
Commission . recommended the following
changes bb
"All committee action shall be reported
at and e_ ntered, on the minutes of the next
regular meeting." (Referring to the Site
"`Design -- Review- - Committee.) The Pla;ping
Director shall be the Coordina':tor fp - r the
Site Design Review Committee.
Much discussion followed. A motion was intro-

'to approve the .Rules and Regulations of- ::'the
7 --;.man Planning Commission. The motion was
passed unanimously.

GENERAL PLAN
140DIFICATION Public h earing on the modifications
to the Petaluma Area General Plan with regards
to incorporating the Environmental Design Plan.
Mr—Anderson gave an up ' -to-date review of the
General Plan.and the Environmental Design Plan
rioting the differences. A motion was introduce4
by Comm. Sch-melz�, seconded by Comm. Popp, to
continue the , modifications of the General. Plan
to incorporate the Environmental. Design Plan
for 60 days or Until such time as we receive
the requested correspondence from the State
of California.,. The motion was passed unan-

REPORT
Commis - signer Daly reported the Environmental
Design Plan Methodology was approved by the
City Council at their meeting of April 17, 1972,

Chairman Waters opened the Public Hearing
SUBDIVISION
to consider an—application filed by McG'ah
REZONING
and Bailey Company to rezone A.P. No. 17 -040-
24 from an R-1-10,00 District to R-1-6,000
District. The staff report, read by Mr. Mc-
Givern, reviewed the history of rezoning this
area and included a legal opinion from the
City Attorney regarding the applicability of
a new application as filed.. No objections
were voiced from the audience. Mr. Wes
Bailey appeared before the Commission stating
the conditions of approval were acceptable.
The Public Hearing was closed. A motion was
introduced by Comm. Daly, seconded by Comm.
Cerini, to adopt the proposed amendment to the
Zoning Ordinance reclassifying A.P. 17-040-24
from R-1-10,0.'0,0 District to R-1-6,000 Dist.rict.
The motion was passed unanimously.

all the testimony was given and upon weighing
all the facts, a motilon was introduced by

ing approval of the requested rezoning from

cial.) District. The motion was passed by
four ayes votes.. Comm. Daly voted "no" because
the subject request does not correspond to the
recently approved Environmental Design Plan.

staff report was read by Mr..McGivern.
Mr. Rollins appeared before the Commission
and submitted a petition of residents in the
area in favor of the subject request.

Mr. Jim Grivich appeared before the Commission
REZONING
and also filed a.pet.ition of residents in the

area who are opposed to the subject request to
rezone the subject property. 'After a review
of the petitions, and other evidence presented,
Comm. Daly noted -that some residents signed both
petitions.

by Comm. Daly, seconded by Comm. Schmelz, to
continue the public hearing for two weeks.
The staff was directed to review the traffic
problem and furnish additional data of the
entire area. The motion was passed unani.'
