Mr. Anderson read the, staff report. Mr. Art Condio-tti appeared before the Commission explaining the map of the proposed. area showin _ the various typo's of housing4evelopment. 'The applicant stated the subject property would be developed in 3 phases, Chairman Waters opened the public hear- inq." Mr. gave Lindberg appeared before the ouestioning the acquisi- tibn '�o the subject property regarding the' existing access roads. He was concerned about the traffic hazard on SunnyslOpe Road. Mr. McGivern reported the subject pre- zoning is a preliminary site review. Traffic conditions are not fully deter- mined at this time,. He reported to the Commission the requirements of the Sonoma County Focal Agency Formation Commission: requirements of .prezon'ng. The Local Agency Formation Commission has the authority to set the bound'aty of the subject proposed annexation and the auth- ority to make a decision as to the applicability of the Proposed Annex - ation... The Commission,requ'ested the Petaluma City School. District to make a specific comment on the .subject prezoning. Mr. .King appeared' b'ef'ore the Commission commencing on the Grant School. Mr. Anderaon read the staff report, including a petition of some 500 signatures opposing the rezoning. Chairman Waters opened the public hearing Mr. LeRoy Lounibos, spoke on behalf of the applicant. He gave an up -to -date review of the subject property,,,referred to the Environmental Design Plan, and the State of California Government Code, - Section 6 586 0A "County or City Zoning ordinance shall be consistent with the General Plan by January 1, 1913." :Mr. Lounibos determined 'that under state law and rules of ethics, it is mandatory that the subject property be. rezoned. UNIT #1 & #2 - FINAL MAP ATLANTIC AND PACIFIC SITE DESIGN AND VARIANCE REQUESTS South, R-1-6,000 District to a C-N (Neighbor ' hood Commercial) District on the northeast quadrant of McDowell Boulevard and Caulfield Lane Extension. The mot-ion wai passed unanimously by all members present. Final map approval requested by McGah and Bailey for Cambridge Square, `Unit #1 and #2i to be located on South McDowell Boulevard. Mr. McGivern read a letter from Harold E. Wood, Assistant City Engineer, stating the map is correct and complete w ith all requirements of the law and is substantially. the same as the tentative mays , app owed by the Planning Commirssion. Thy Planning Director reported the Conditions of approval setforth for the tentative map have been met. Mr. ion Anderson., Civil Engineer, MacKay and Somps, appeared''before the Commission to answer any questions on beh - a,lf of the e subdivider. A motion was introduced. by Comm. Daly, seconded by Popp to.approve the final map of Cambridge ridge Square, Unit #1 and Unit #2,, The motion was passed unanimously by all members present. Becauze both the variance request and the site design review are interrelated items. Both cases were discussed together. Conn. Balshaw reported, on the Site Design.Review Committee Meeting of the Atlantic and Pacific Site Design and variance requests.. Mr. McGivern gave an up-to-date review of the subject property and the parking problem involved. Mr.. Anderson reviewed the parking statistics for the CommIssion's information, 7- Petaluma City 'Planning Commission Minutes June 20, 1912 M - r. Jim Lekqis, Vice"President of Atlantic and Pacific Building Corporation and Mr. George Reese, Vice - President of Roger, Wilco Stores, appeared before the Commis- sion to support the plan and variance as aubmitted. Following much discussion, a motion was introduced by 'Comm,. Popp seconded by Comm. Balshaw to-approve the Site Design Review reque .,st of Atlantic & Pacific Build- ing Corp. subject to the conditions as stated in the staff recommendation.. The landscaping is to be, referred back to the Site Des.iqn Review Coirimitt ' ee for further I r rev - Lew upon receipt.of landscape plans. The,m6tion passed unanimously by all member's. A motion was introduced by Comm. Daly, seconded by Comm:. Popp to approve the variance subject to the condition that the proposed Phase *2 of the development, including the drug store and other sundry buildings, will be permitted if sufficient parking can be provided to the satisfaction of the Planning Commission,, The motion Batas. passed unanimously by all members present.
