The motion was pas unanimously by all members present, with exception of Comm. Hood who abstained because of absence on that mbeting,. The-minutes for the meeting of July 5, 1,972 were deferred for approval' at .the next meeting. We interpreted;. this to;mean self-service, coin operated, not self-service and coin operated. The staff asked that this matter be brought to the attention of the Planning Commis - sion,. on,. Mr•.,McGiverh discussed how the ordinance was structured, particularly the objection to self-service service stations. Much d.'LScus.s followed pertaining to self-service stations. 'The Zoning Ord.- inance regarding s6rvice•.stations needs careful review and possible modification, according to Mr.. M-C.Givekn. At the present time; the wordage in the Zoning Ordinance regarding service stationi i s is somewhat vague. A comment was,made in regard to•the S & M Petaluma Auto Servkce the-City Engineer shou'ld at the entire drive - way access on that•Site PlAn submittal. Chairman Waters asked for the motion be made to approve Site Design'app tions. Mr. Daly' asked if this included the, Petaluma •Cooperative creamery. Site:, Design and variance; which -it did. Popp. The motion" 'was. passed. unani- mously by all members.present, except.. comm. cerini h who abstained.. -3- Pet,a•l;uma City Planning Commission Minutes July '13, 1972 ROBERT E. MILLER Mr. Anderson read the'recap on the Use USE PERMIT: Permit in connection with a boat and travel - trailer storage yard, 960 Lake- ville Street in a C -H (Highway Commercial) District. Mr. McGivern made .some comments on the Use Permit. Mr. McGvern felt that this was an added attraction to the City of P6ta.- luma, as. there are so many'cars, boats and trailers bung parked on,the streets (third and fourth vehicles that people are pur- chasing and have no place to put them). This permit will be used as a catalyst to solve this type problem. In the future some type of legislature will,be needed to resolve this type problem. The applicant., Mr. Bob Miller, appeared before the Commission to discuss the Water Agency's (Flood Control District) recommendation on the minimum site e.le vation of the property Following mush discussion, Comm. commented that the Use Permit application appears to be -a1.1 right but indicated the applicant; Mr. Miller, should process his.Site Design Plan for final approval. The first motion by Comm. Ba'lshaw, seconded by Comm:. Cer.ini approved the Planning Staff report with the exception of Para- graph 3 and Paragraph .5 and 6. Paragraph 5 and 6 to be deleted subject to Site Design, Review, Paragraph 3 ,sh:ould be modified to read, "fi,1`1 not to be above the street level unless there is .a mandatory requirement by the' Sonoma County-Water Agency% This motion did not carry. A second motion was made by Comm. Daly and seconded by Comm,. Hood that the report be approved with'the exception of Paragraph 5 and 6 and these.requirements w,ould.be incorporated in the Site Design .Review.. The motion was passed unanimously by all members-present. MOUNTAIN`VIEW ESTATES Mr..McGivern read a letter from the SUBDIVISION FINAL MAP: Director of Public Works and City Engineer indicating that the map complied with all. -4 - Petaluma City 'Planning Commission Minutes July 18 , 197:2 requirements of the law and is substantially the same as the °tentative map approved by the' City -of Petaluma. Much discussion f ©flowed. The applicant, Mr. dim xnuthson, Camillo. Interpris.e, spoke concerning the objection to his having -to improve a section of property facing Mt. View Avenue (112 Much discussion followed on the aforemen- tioned';improvement requirement. It was suggested by Mr. -•Daly that the Planning,:. Commission's conce n over off -site improve ment.policy will, be brought to the.City Council level for attention. A moti iaa:s made, by Comm Popp to approve the Final Map and seconded by Comm. Balshaw.. The motion was unanimously,,by all members present.... DIRECTOR'S REPORT: Corrected copies-of The Rules .and.Regula tions of . Transacting.- Business as ,approved by the.Planning Commission was submitted to the Commissioners for their file. Mr. McGivern introduced the, Environmental Design Plan Text and Policy as approved by the City Council, by":Resolution. Avery long discussion followed regarding the Housing Element and Methodology. Comm. Balshaw commented on family dwellings and indicated .that , the board should not estab- li'sh the quotas for the coming year.. He felt the Planning Commission and the City Council should do this. 'He suggested, piak community represe'nta'tives and let them make the selection rating of new development., Chairman Waters made several suggestions regarding the Methodology. It was agreed that the discussion on the Hous- ing Element be made into a report and sub - mitted - to the Planning Commission members,. Mr. McGivern advised the Commissioners that there would be a meeting on,the Develop- men=t Control System and the Housing'Ele- meat at the City Hall, July ,24,, 1972 at 3 p -,m. to 5 p.m. There is a Public Hear- ing to be held'on August 1, 1972. --.5 Petaluma City Planning Commission Minutes i July 18, 1972 Mr. Waters mentioned his concern over setting a Pubii.c Hearing to review the Special Planning Study Area bounded by Highway 101,. the Fairgrounds, Lakeville Street.and extension of Caulfield Dane. The f' rs.t meeting in October 1972 was selected as the Public Hearing date. PDJOURNMENT: There being no further business to come before the'Commission, the meeting was.. adjourned.
