APPROVAL OF MINUTES: The minutes of July 5, 1972 were
approved as written.
The minutes of July 18, .1972 were
approved as written.
CORRESPONDENCE: Comm, Balshaw read the Site Design
Review Committee's Report.
Comm. Hood made-a motion to approve
the report of the Site Design Review

Mr. McGiVern gave the staff report
APPLICATION FOR
stating the Police Department has

reviewed the application and finds

no problems with it. They recommend
approval to the Planning Commission.
The Planning Director further'
indicated that he had looked back.
into the files and tired to examine
the various City Codes to ascertain
why the Planning Commission reviewed
this type of application. The City
Codd, probably needs to.be clarified
or amended. The processing of this
type of application for operating
a taxicab in the City must come before
the Commission for its recommendation
- to the Council prior to issuance of
a Business License.
The Commission made a recommendation
to the City Manager to have this
Code reviewed.
Comm. Daly made the motion to approve
the certificate for the operation of
j taxicabs for hire, using the existing
cab stand at 128 Kentucky Stree•..

Mr. M'cG1vern read a letter dated
July 29,1972 from Frank S. Wilson
withdrawing his application for a
taxicab.
Comm. Bal.shaw made the motion to
accept the Withdrawl and was
seconded by Comm. Daly.

BUDDHA'S UNIVERSAL Mr. McGivern gave a brief history of
FOUNDATION REZONING the property and why the applicant
requested the change of zoning. The
actual property to be considered for
rezoning from P-M-1500 (Multi-Family
Residential) to C-N (Neighborhood) is
being used as, a driveway for Hagstrom's
Shopping Center. Staff recommends
approval of the rezoning subject to
the facts'contained in the staff report.
Comm. Waters opened the Public Hearing.
Edwin Lanning., Jr., representative of
Buddha's Universal Foundation, stated
he is unable to build his apartments
with this present zoning due.to a
conflict of`a zoning boundary separating
his proposed.development from the
shopping center.' The Public Hearing
was then closed.
After all the facts were examined,
a motion was made by Comm. Daly to
approve -the rezoning since It is
consistent with the E.D.P. Seconded
by Comm. Balshaw.

AMENDMENT TD. THE The Commission suggested having a
GENERAL PLAN * newspaper article printed in the
(Petaluma Housing Element) Argus Couri-er on the Petaluma
Housing Element.
A motion was made by Comm.• Daly
to have a special Public Hearing on
the Petaluma Housing Element to be
set for August 8, 1972. Seconded

DISCUSSION ON THE Mr. Daly, a Planning Commission
METHODOLOGY: Representative, the Mayor, two
Councilmen, the City.Manager, our
Consultant Mr. Wm. Mocine and the
Planning Director attended a
meeting of the Board of Supervisors;
The Board of Supervisors Meeting
was to consider a policy resolution
to establish changing of the
Petaluma General Plan to incorporate
the Environmental Design Plan into
our General Plan as a specific
guideline for the next five years.
Mr. McGi.vern and Comm. Daly informed
the Planning Commission that the
Board of Supervisor's main concern
was the purchasing of development
rights from property owners. Also,
they were concerned about their
agricultural constituents having a
voice in this matter, since no public
hearing notice was made in the
newspaper.
There was also much discussion of
zoning of property in and around
the periphery of the City to a 5
acre minimum zone by
the county. The Board finally
referred this matter to the County
Planning Commission for their
recommendation.

begin the Planning Commission meetings
by saluting the flag.. Seconded by
Comm. Hood.
