requiring publication. At the :last meeting on
Dec,ember 5, 1.972 the desire for the Planning Commis -
sion to receive all pertinent information for the
public hearing prior to the 'Planning Commission
, setting the public hearing had been expressed. Mr.
cGiVe reiriarked that this iprocedure would result
in an -.idditional two weeks delay for applicants and
he felt criticism would result; hoveever, the Planning
Staff had no objection to this procedure, Chairman
:Popp also expressed the need to have all pertinent
material. in advance of the Planning Commission
setting , the public hearing and this procedure will
be adhered to in the future.
CORRESPONDENCE: Mr. McGivern read letters directed to Al Stack Auto
Wreckers and C & V? Auto Wreckers from the Chief
Building Inspector dated December 19, 1972 which
in.formed the recipients that their use permits would
be revoked on December 2.2, 1972 if conditions there-
of had still not been complied with.
A letter from the Chief Building Inspector dated
December 5,• 1,972 regarding the Maselli,and Crandell
property was read b-v Mr. McGivern. A complaint had
been made at previous - Olanning Commission meeting
a
regarding misuse suse of the property,-. Mr. McGivern
apprised the Commission that there is a question as
to the valid.iti ' 7 of use and that additional facts
would be obtained.
Mr. McGivern referred 'to a memo f rom Mr. Robert
City Attorne dtated December ll, 1972 regarding
Environmental Impact Reports, Assembly Bill 889,

which had been previously furnished to members of
the Commiss,ion. ire commented that if there were
any ques regarding this memo to, contact him

The Commission ryas advised of a "Clean Water"
Seminar by Mr., mcni which will be given by the
- Institute for Local Self Govarnment in Berkeley on
January 12, 1973, and application blanks were
distributed for those wishing to attend.
Mr. McGiVern advised the CommIssion that at the
last City Council Meeting on December 18, 1972 a
presentation was given regarding expansion of
urbanized areas and the strategy program for the
next five years.. This Information had been
requested by LAFCO,, Material had been analyzed and
a graphic prer r
map paed depicting "the immediate

urbani,ze and the next five year's development.

Chairman Popp asked the applicant•if he understood
the conditions and would be willing to comply, and
,'Mr. Earl Andersen stated that he did understand
them and would comply.
Comm. Balshaw made the motion that the Environmental.
Assessment Statehtent be accepted as having no signifi-
cant environment:il impact and that the site design be
approved with conditions as cited. Comm. Schmelz
seconded the motion. AYES 4 NOES 0 ABSENT 3
A variance was also requested by the applicant to
allow a reduction in required usable open space from
3,200 square feet to 2,300 square feet. The Variance
Review Committee re -unended a proval of this
variance.
• Comm. 8alshaw made the motion that the variance be
approved and Co . Schmelz seconded the m-otion.

Chairman Popp answered . that the rezoning could be
heard at the next regular meeting of the Planning
Commission if that was agreeable with the appli-
carvt Mr. Paulsen agreed and also requested that
the s,it-e design be considered at the, same time.
Mr'. McGivern apprised the applicant that he would
still have to go through the. steps and-procedures
of the Subd,iyis16n Ordinancep and then .properly
proc'esse through the staff and Site Design
Committee.
comm. tals remarked that he still.. objected to
the channelization and Mr. McGivern advised the
co.mmis,sion h(- 'would meet with. Sonoma County Water
.Agency before the next Planning Co - mmission meeting
to discuss if alternate proposals are available.
Mr. LaPointe aszked if the Environmental Assessment

Chairman Popp replied that due to the overall
situation of the development and the relationship
to the znning case, 'bot h matter.s should be heard
together. LaPointe asked that comments be
sent ,to Flood Control and Mr. Balshaw Wished to have
the �4pplicant obtain a.statement saving that
channelization was the only way. Mr. Paulsen'
s:'tated,, that he would like to. work with the staff
t;) resol-ve this problem.
Comm. Bond made the .motion, that the Environmental
Assessment .Statericnt.'Evaluation and the Rezoning
be continued until the next Planning Commission
meeting and Comm. Schmelz seconded the motion.

OTHER BUS,INESS: Comm. Balshaw remarked that, in driving around the
City, he found a great -deal of redundancy in signs
whidh° he felt should be brought to the '.attention
of the City EngIneer. For example t.
1. Vehiicle Code prohibits bicycles f'rom" operating
on sidewalks, yet signs- are. still
posted
2. 'Red. curbs are painted, yet signs saying no
stropping at ariy.^ - time are still posted.
3. On Western and Pet-aluma Plvd. , a. sign states
right turn permitted 'after star) on red. This
is a Stall Cod and therefore rot necessary.

4. On, East WAshincyton and Petal,,uma Blvd., a sign
states that after green arrow,, 'left turning
traffic must yi.eld, This is also a State Code..
Mr. NIcGivern, inf ormed Comm. Balshaw that many of the
sign -s were requesf_,ecl and requir-ed. -by the City Council
and that Mr. Young was the last person to advocate
ptolif of signs. -.11oweve'r-, he advised he would
mention the matter to Mr. Young.
