RESOLUTION APPROVING THE 2020-2024
CONSOLIDATED PLAN AND 2020-2021 ANNUAL ACTION PLAN
FOR THE CITY OF PETALUMA
WHEREAS, the City of Petaluma is considered an entitlement jurisdiction under the
Community Development Block Grant (CDBG) Program and applies directly to the Department
of Housing and Urban Development (HUD) for funds; and
WHEREAS, 24 CFR 91.2(b)(10) and 91.15(b)(1) require the City to submit to HUD,
every five years, the Five -Year Consolidated Plan; and
WHEREAS, the Consolidated Plan serves both as a strategic plan for allocating funding
for projects and programs for low and moderate -income people and as a funding application to
HUD; and
WHEREAS, the City of Petaluma has implemented the Citizen Participation Plan to
offer ample opportunity and encouragement of participation by interested citizens, service
delivery agencies, and their clients, other governmental entities, through a series of public
hearings and meetings with local non-profit service providers; and
WHEREAS, all comments, questions, and suggestions were considered as valuable input
to the process; and
WHEREAS, the City Council finds that the 2020-2024 Consolidated Plan outlines
affordable housing and community development strategies which contribute to the well-being
and improvement of lives of our low and moderate income residents and the quality of life in our
community, and satisfies the requirements of 24 CFR 91.200-230, as required by 24 CFR
91.200(a).
WHEREAS, As included in the Consolidated Plan the City Council approves the CDBG
2020-2021 Annual Action Plan allocation of the HUD approved 2020-2021 funding of $351,107,
of which $228, 219.55 is provided for housing rehabilitation services by Rebuilding Together;

$52,666.05 for public services for fair housing activities to be provided by Petaluma Peoples'
Services Center; and $70,221.40 will be utilized for CDBG administration expenses;
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council approves
the 2020-2024 Consolidated Plan; the 2020-2021 Annual Action Plan and directs the City
Manager to sign and transmit the documents to HUD for review and approval, and to execute
CDBG documents, reports and approved subrecipient agreements with Rebuilding Together and
Petaluma Peoples' Services Center.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 61h day of July 2020, by for
the following vote:
