;Regular meeting of the P.eaal.uma City Planning Commission held on
June 19, 1962 . at 7 :30 ozclock p.m. in the °Council Chambers, City
Ha11 Petaluma., California.
Present: Comm signer Gibbs, Gustafson, Lane, Stanley
Absent: Commissioner Popp.

APPROVAL of MINUTES
The minutes for the meeting of June 5, 1962 were approved as
submitted.
CORRESPONDENCE
The clerk read *a letter from the Sonoma.County Planning Com-
mission notifying the City Council and j he Planning Commission of
an applic;ati.on submitted to the County Planning Department by
David Cade'r to allow a,service station, located,on the eastside of
Old Redwood Highway North, 80 feet north of Petaluma City Limits.
Planning Director-Robert Byrd submitted a report stating that since
the proposed land use of the area is not designated on the General
Plan and the nearest city property is C- H- which allows service sta-
tions as a permitted use' _s no reco''m mendataon is necessary. A. motion
was passed direc't.1ng Mrs Byrd to convey the opinion of the Commis-
sion, that it di'd' not object t,o the application, to Mr. Prather.

The Plann ng Commissi conducted.the, hearing for
variance application #3236 filed by ..B11.1 Thompson to allow a 4 ft.
sideyard instead of ; required 5 ft. s ideyard, - located at 503 Sixth
Street. A staff report.was presented and the Chairman called for
expression from the floor. There was no "opp_ osition expressed.
Resolutlotn No. V2 -62., recommending that the City Council grant this
variance request, 'was then introduced by Commissioner Gibbs and
second`e.d by Comm=issioner Lane'and passed unanimously by a -11 mem-
bers present.

The Planning Commission reviewed the Use Permit Application
No.. 3'309 failed 'b y Horace Henris to allow storage and sale of build -
in.g materials located at 747 Petaluma Boulevard South,-,, C' 2 Zone.
The Planning D1r.ecaor presented a staff report in whic.h� he recom-
mended approval of the request subject to the following conditions:
1. The use shall be screened by a solid wall or fence,
vd,ne- cove:re.d fence, or c- ompact evergreen hedge not
less.that 6 ft. in height.
2. Failure to comply with the above stated condition
within a reasonable length of time shall cause this
permit to 'b'e void;.

Mr. Byrd informed the Commission that Mr. Henris had agreed
to these conditions. Resolution No. U20-62 granting the use
permit, was then introduced by Commissioner Gustafson and seconded.
by Commissioner Lane and was passed unanimously by all members
present, subject to the conditions listed above.
VETERANS OF FOREIGN WAR'S, POST 1929 USE PERMIT, FILE N0, U21 -62
The Planning Commission reviewed the Use Permit Application
No 3313 filed by Veterans of Foreign Wars to operate a Safe and
Sane Fireworks stand located at 840 Petaluma Boulevard North,
C -2 zone. Resolution No. U21 -62 granting the use permit, was
Introduced by Commissioner Gustafson and seconded by Commissioner
Lane and was passed unanimously by all members present,.
BRANCHING WAY COURT, FINAL SUBDIVISION MAP APPROVAL, FILE N 1%
The Planning Commission reviewed application #3317 filed by
William G. & Annabelle Lynch for the final map of Branching Way
Court lodated off the south side of Sixth Street between Raymond
Avenue and Mountain View in an R-1 zone., The Planning Director
stated that the final map was the same as the tentative map which
was approved by the City Engineer. Resolution No. 152 granting
the approval for the application was then introduced by Commissioner
Lane and seconded by Commissioner Gustafson, and passed unanimously
by all members present.
PUBLIC HEARING, NEW ZONING ORDINANCE 1�
The public hearing for adoption of the proposed zoning ordinance
was held. Mr. N. Knox, of Livingston & Blayney, was present to give
a brief resume of the proposed ordinance stating that said ordinance
is a precise document for the control and development of land with-
in the City of Petaluma. He further stat.ed that the zoning ordi-
nance is prepared in two parts, the.t.ext of the ordinance and the
map. Although the Council and Planning Commission have made several
changes, the ordinance is basically the,same as it was prepared by
Livingston & B`layney. Mr. Knox commented on two changes; first.,
wherever the wo d "transmission lines" was proposed to be eliminated,
a new sentence- be added stating that routes of proposed electric
transmission lines shall be submitted to the Planning Commission for
approval prior to acgIu;1sition of rights -of -way. Mr. Leonard J.
Stratfhous:e, with the land department of P.G,E.,was in the audience
and made node of this change. The, second item Mr. Knox commented
on was his belief that use permits should still require a public
hearing. Commissioner Stanley,, acting, chairman, invited anyone in
the audience to speak regarding the zoning ordinance. Mr. James
Scott., 651 Central Ave.., asked what effect the ordinance and zoning
map will have on his property. (Mr. Scott is developing property
in the Central Ave. area). He was informed that this public hearing
was only in regard.to what-should be allowed in the various zones
and was not d'd'a'ling with specific areas until the zoning map is up
for adoption.. There being no further comments forthcoming, the
public hearing was declared closed and the meeting was adjourned.
