RESOLUTION AUTHORIZING THE AWARD OF CONTRACT
FOR THE PETALUMA BLVD. SOUTH WATER MAIN REPLACEMENT PROJECT
C67401918 TO COASTSIDE CONCRETE & CONSTRUCTION INC.
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff prepared
construction bid documents and solicited bids for the Petaluma Blvd. South Water Main
Replacement Project C67401918 (Project); and
WHEREAS, the project was bid on April 16, 2020 and eight (8) bids were received and
opened on May 13, 2020 in accordance with applicable law; and
WHEREAS, the apparent low bidder, submitted by Michael Paul Co. Inc. of Petaluma
CA for $637,100, formally requested withdrawal of their bid in accordance with public contract
code; and
WHEREAS, the second apparent low bidder, W.R. Forde Associates Inc. of Richmond
CA for $886,300 was found to be a non-responsive bid; and
WHEREAS, the lowest responsible bid for the Project was submitted by Coastside
Concrete & Construction Inc. from Santa Rosa, CA for $1,010,500.00; and
WHEREAS, Coastside Concrete & Construction Inc. satisfies the bidding requirements
for the Project; and
WHEREAS, Coastside Concrete & Construction Inc., possesses a valid California
Contractor's License, Class A #995338, that qualifies the Contractor to perform the work; and
WHEREAS, the Petaluma Blvd. South Water Main Replacement project is categorically
exempt pursuant to California Environmental Quality Act ("CEQA") and Title 14, the California
Code of Regulations ("CEQA Guidelines"), Section 15301, because the project consists of repair
and maintenance to an existing public infrastructure; and
WHEREAS, a notice of exemption was issued for the project; and
WHEREAS, the approved funds are available in the FY 20/21 CIP water enterprise
budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
1. Approves the revised project Petaluma Blvd. South Water Main Replacement Project No.
C67401918.
2. Authorize the withdrawal of the apparent low bid submitted by Michael Paul Co, Inc. in
accordance with staff's recommendation.

3. Finds the second apparent low bid by W.R. Forde to be non-responsive in accordance
with staff's recommendation.
4. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Coastside Concrete & Construction Inc. for the Petaluma Blvd
South Water Main Replacement Project No. C67401918 and finds the bid of
$1,010,500.00 to be the lowest, responsive bid and further finds that Coastside Concrete
& Construction Inc., is the lowest responsible bidder.
Awards the contract for the Petaluma Blvd South Water Main Replacement Project No.
C67401918 to Coastside Concrete & Construction Inc., in the amount of $1,010,500.00,
the amount of the lowest responsive bid, conditioned on of Coastside Concrete &
Construction Inc., timely executing the project contract and submitting all required
documents, including but not limited to, executed bonds, certificates of insurance, and
endorsements, in accordance with the project bid documents.
6. Directs staff to issue a notice of award to of Coastside Concrete & Construction Inc.
7. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by of Coastside Concrete & Construction Inc.,
of the signed project contract and all other required document, including but not limited
to, executed bonds, certificates of insurance, and endorsements, in accordance with the
project bid documents.
5. Approves a construction contract contingency of $359,500 for the Petaluma Blvd South
Water Main Replacement Project No. C67401918.
