Danly cityofpetaluma.org Monday, April 20, 2020 CORONAVIRUS (COVID-19) ADVISORY NOTICE Consistent with Executive Order No. N-29-20 from the Executive Department of the State of California and the Sonoma County Health Official Orders No. C19-03 and C19-05 the City of Petaluma City Council meeting will not be physically open to the public and all City Councilmembers will be teleconferencing into the meeting via Zoom. How to Observe and/or Participate: To maximize public safety while still maintaining transparency and public access, members of the public can observe and/or participate in the meeting by visiting https://zoom.us/j/227571626. How to Submit Public Comment Members of public may provide written public comment by emailing comments to the City Clerk at cityclerk@cityofpetaluma.org. two hours prior to the meeting start (April 20, 2020 at 4:45 p.m.). Comments will then be read into the record, with a maximum allowance of 3 minutes per individual comment, subject to the Mayor's discretion. All comments should be a maximum of 350 words, which corresponds to approximately 3 minutes of speaking time. A Resolution of the City Council of the City of Petaluma Approving an Agreement Between the City of Petaluma and the Sonoma Marin Area Rail Transit District for the Construction of Corona Station Improvements. (Petnic/Hines) - This item has moved to the May 4, 2020 City Council meeting. 5. NEW BUSINESS A. Resolution of Intention to Approve an Amendment to the Contract Between the Board of Administration of the California Public Employees' Retirement System and the City Council of the City of Petaluma; and Introduction (First Reading) of An Ordinance Authorizing an Amendment to the Contract Between the City Council Page 3 of Petaluma and the Board of Administration of the California Employees' Retirement System. (Castillo/Kaur) 6. PUBLIC HEARINGS A. Regarding COVID-19 Funds, Public Hearing to Receive Comments on the 2019- 2020 Proposed Amendment of the Action Plan and Adoption of a Resolution Approving the Community Development Block Grant Amended Action Plan and Authorizing the City Manager to Sign All Documents Required by the Department of Housing and Urban Development. (Carney)- This item will be continued to the May 4, 2020 City Council meeting. Public Hearing on the Engineer's Report Dated January 27, 2020 for Proposed Benefit Assessment District 2020-1, Oak Street and Water Street Public Improvements, Canvassing of Ballots of Owners of Property within the Boundaries of the Proposed District, and Consideration and Possible Adoption of Resolutions Forming the Benefit Assessment District and Approving Reimbursement Agreements between the City and North River Apartments LLC and Water Street Properties LLC. (Danly/Petnic) - This item is continued from the March 23, 2020 City Council meeting and will be made available Thursday, April 16, 2020. Note: Mayor Barrett and Council Member Healy will recuse themselves from this item due to a conflict of interest. C. Appeal for Planning Commission's Denial of Conditional Use Permit for Corona Station. (Hines)- This item will be continued to the May 4, 2020 City Council meeting.
