Regular Meeting of the Petaluma City Planning Commission held. on Decem-
ber '18, 196 in the Council Chambers, City Hall, Petaluma at 7'30 0
P. m.
PRESENT: Commissioners Gatewood, Gustafson, Lieb, Stanley.
ABSENT: Commissioner Popp

APPROVAL OF MINUTES
The minutes for the meeting of Dec. 4, 1962 . were approved as mailed.
GENO LOMBARDI, PUBLIC HEARING, VARIANCE, rIL,E CIO. V11 -62 ✓
The public hearing for variance application filed by &�no Lomba -rdi
to allow a 17 ft. rear yard instead of required 20 ft., located at 706
Marin Way, was held at this time. Mr. Byrd informed the Commission that
in checking the plot plan submitted by the applicant., it was found to be
inadequate. Since the new plot plan will be. essentially the same, the
Chairman asked if anyone•in the audience wished to speak to this appli-
cation. No objections were voiced. The matter was then held over until
the next meeting, pending, the submission, of a new plot plan. Mr. Lom-
bard! was in the audience and agreed .to this.
BETTY FRALEY, PUBLIC ,HEf1RING,. USE PERMIT, FILE NO. U45 - 62 ✓
A staff report was presented by the.Planning Director regarding the
use permit application filed by Betty Fraley: conduct a dog grooming
business in her home loca "tied at 1294 McGregor Drive. Mr. Byrd informed
th'e Commission that Mrs. Fraley had submitted a petition containing 13
names of property owners ;residing in the. - area . , stating they had no ob-
jection to the granting of the request. This being a public hearing, the
chairman asked if anyone in the audience swished to speak on this matter.
No- objections to the requested use were voiced. Resolution U45 -62
granting the use permit, wa "s introduced' by Comm;. Gustafson, seconded by
Comm. Lieb and unanimously approved by all members present subject to the
condition that no more than three dogs, other than the applicantBs own,
shall be handled per day..
REPORT,RE USE PERMIT FOR MOBILE HOME PARK ON MCNEAR HOMESITE
The Planning Director informed the Commission that the application
filed by Mr. Tornell with the County for a -use permit t.o construct a mo-
bile home park on the McNea;r Homesite had been withdrawn. However, a
pl_.anned unit development for this site may b;e for:thcom`ing in the future
and Mr. Byrd suggested that the Commission give thought to the possible
annexation of this property to the City of Petaluma, especially with
regard to city utilities.
REPORT RE CAPITAL IMPROVEMENTS PROGRAM
Mr. Byrd informed the Commission that although the city has a
capital improvements program as proposed by.ou,r consultants under the
• . city urban renewal assistance project, in reviewing sane, it. was found
to be too sketchy therefore, the staff is undertaking a more thorough

study before presenting a report to the Commission at this time.
REPORT RE U28 -55 ISSUED TO GENERAL, PETROLEUM CORPORATION
At the last Commission meeting, Mr. Byrd was requested to gel°, the
City Attorney views on the complaint filed by Mr. Jonas, president of
the Roger Wilco Mafke;t., regarding the truck rental operation in order to
determine whether this .u is within the scope of the permit which was
granted for the purpose of operating a service station. (Mobil Station,
corner of East Washington & Va.l.lejo). Re.pre- sentatives from the Mobil
Station were present in 'the audience and' also Mr. Jonas. Mr. Jonas
stated his views regardina the complaint. It was the general consensus
of opinion of the Commission that it is not within the scope of the
Planning Commission's duties to arbitrate in a matter dealing - with two
tenants having the same landlord. A motion was made by Comm. Gustafson,
seconded by Comm. Gatewood and unanimously agreed upon, to refer this
matter to the landlord. The Planning Director was requested to inform

ADDITION OF " BUILDING SUP.PL,IES &MATERIALS TO THE LIST OF CONDITIONAL.
USES IN THE LIGHT INDUSTRIAL ZONE.
A staff report was presented by Mr. Byrd in which he recommended
that "Building Supp-li & Mater ials" be added to the list of Conditional
Uses in an M-L Zone but that due consideration' be given to traffic con -
diti and generation before any permit is issued to allow this type of
use., A motion was made by Comm, Gustafson, seconded by Comm. Lieb, and
unanimously passed that said .addition be made and set the public hear -
ing for same for January 15, 1963.
STREET NAMES FOR NORTH S,.5. BAY INDUSTRIAL PARK
The Planning Director submitted a list of names that would be ap�-
propriate for naming streets in Industrial Park's. A motion was made
by Comm. Lieb, seconded by Comm.. Gatewood and unanimously agreed upon
that the names for th`e.North S.F. Bay Industrial Park be selected by the
subdivider and the Planning Director.

A.staff report was presented. :Mr. Byrd also informed the Commission
that a favorab,fe report had been submitted by the City Engineer. Res. 160
recommendvi•ng that the City Council approve said map, wa.s introduced by
Comm. Ga- tewood, seconded by Comm. Lieb and was unanimously approved by
all membe present.
DESIGN REVIEW AND APPROVAL FOR PROPOSED CONVALESCENT HOSPITAL �
A perspective drawing of th,e prop'ose'd convalescent hospital proposed
to be constructed adjacent to Hillcrest Hospital was presented to the Com-
mission for their review. A motion was made by Comm. Gustafson, seconded
by Comm. Lieb and unanimously passed by all members present giving ap-
proval of said site design.
ADJOURNMENT There being no further business to come before the Commission,
the meeting was adjourned.
