PRESENT: Commissioners Gatewood, Gustafson, Lieb,, Popp, Stanley. ABSENT: None STAFF: Robert E. Byrd, Director of Planning OTHER CITY OFFICIALS: Robert Meyer, City Manager ADDITION'OF BUILDING SUPPLIES & MATERIALS TO THE LIST OF CONDITIONAL USES, RESOLUTION NO 161. Action was initiated by the Planning - Commission to add 'Building Supplies & Materials" to the list of Conditional Uses in the Light Industrial Zone because said use may be' compat,ble and will be in ac - c6xd with the purposes of the district in ce= rtain eases. However, due consideration is to be g:iven' to traffic cond.i'tions and generation before any permit is issued to allow this type of .use. Resolution 161, adopting said addition to the list of conditional uses established for the M -A, District, was intrcduc-ed by Comm. Popp, sec'ond'ed by Comm. Gustafson and was passed unanimously. GENO LOMBARDI , VARIANCE, V li m6;2 The hearing for variance applieation.No. 4562 filed by Geno Lom- bardi to allow a 17 ft. rear ,yard instead of required 20 ft., was held F- on;'Dec. 18, 1962. At that time the plot, plan 'submitted by Mr. Lombardi was inadequate and the matter was held over until this time. The Com- m s'sioners reviewed the co:nrected plot plan and it itras found to be in order. Resolution V11 ®62;, grant,i }ng` the variance, was introduced by Comm. Gustafson, seconded by Comm. Lieb and'passe:d unanimat"Sly by all members present subject to the following conditions: 1. Removal & alteration of existing structures shall be completed before construction of addition begins. 2.• Failure to comply with any or all of the above stated conditions b shall cause this perm.it to e null' and void. GEORGE PETERSON, VARIANCE,, FILE NO. vi-63 Public hearing for variance, application 4853 filed by George Peter - son to allow a 5 ft. rear yard instead of required 20 ft. and a 3 ft. sideyard located at 509 Broadway, was held at this time. A staff report was presented by Mr. Byrd. The Planning Director pointed out that the parcel in question 1,es at the dead end of a public street. The city made a, d'eci:sion. in 1946 not to continue the street through to Western Avenue which heft an odd shaped piece of land, difficult to develop. Therefore, the app- Licant requests this variance to allow the best type of development for his parcel at the end of Broadway Street. The chair® man asked .whether any one in the audience wished to speak on this ap- plication. No one spoke for or against the request. I "n view of the _;above, Resolution V1 -63, granting the variance, was introduced by Comm. Gustafson, seconded by Comm. V2 -63 The hearing for Variance application 1�872 allow subdivision of a lot into two substandard parceIs,'filed by F. .D. Nichols,, was held at this time. The parcel proposed to be subdivided lies on- the NW cor- n,er. Madison and Vallejo Streets (62 Vallejo). A staff report was presented by the Planning Director in which he stated that 90% of the parcels facing Vallejo Street in the block are 5000 sq. ft. (or less) in area. The variance - would divide the parcel into one lot 56 x 100 and the other 54 x 100. No opposition was expressed from the public. In vi:ew of the above, Res.. V2 -63 granting the variance, was introduced by Comm. Lieb, seconded by Comm. Gatewo:od.and was unanimously passed with the following condition: No variance shall be permitted for any structure to be built upon the lot. ROBERT WATSON, VARIANCE, FILE NO.. V3 -b'3 Variance application.4876 filed by Robert Watson to allow a substand- ard rear yard setback of 10 ft, at 45 La Cresta,.was reviewed at this time. Mr. Byrd presented the staff report in which he stated that only a small. triangle formed by one corner of the main, structure : extends into the rem quired rear yard setback area and the grant•in,g of,the variance will not directly affect.developmen't possibilities on adjoining parcels. No ob- je'ctions were voiced from the audience.- Res.. V3 -63 granting the variance was introduced by Comm. Popp, seconded by Comm. Gatewood and was unanimous - ly passed. P RAL RESOLUTION REGARDING NORTH S.F. BAY -INDUSTRIAL PARK Mr. Byrd requested thel Plann`ing'Commission to pass an oral resolu- tion regarding the waiver of requirements within the above men - tioned industrial subdivision. This wa requested by the subdivider since a great deal of foot traffic is not generated in an industrial park. Mr. Meyer, City Manager,.s.tate'd that sidewalks w1ll be required on McDowell Boulevard. This was confirmed by Mr. Byrd. (as set forth in the improve- ment plans of the subdivision map). An oral resolution regarding same was 'int,roduced by Comm. Popp, seconded by Comm. Lieb and unanimously passed by all members present. APPLICATION OF C -H and C -S zoning-district to PETALUMA BOULEVARD ,,adjacent to the Central Business District. , The Planning Director stated that folloia'i -ng, the adoption of the new Zoning:Ordinance, it' became immediately ap.paran't that appl °i.cation of the C =H .& C -S Districts to those areas along both s1de,s of Petaluma Boulevard, adjacent to -the Central Business District, was not fea (as in the case of setback requirements) The majority of the vacant Lots in this area, a -re 60 x 100, or smaller, and, to comply with the ordinance would make the lots unusable. Mr. Byrd requested that a statement of policy be pas - sed by the Commission whereby the C'o'mmission initiate requests for additions to the list of permitted uses and Va+r i ances until such time as the Com- miasion could gather enough data t'o make an amendment to the Zoning �'d1nance, The Commission. unanimously passed a .policy statement regarding dame,, -2- Petapuma City Planning Commission January 16, 1963 REVIEW,OF FIRE ZONES Chairman Stanley requested Mr..Byrd to contact the Fire Chief and Building Inspector in order to review the . existing Fire Zones, and re- port upon any required modifications. SETTING OF PUBLIC HEARING FOR.ZONING BODEGA AVENUE ANNEXATION According to the new Zoning Ordinance, a newly annexed area to the city must be zoned within 30 days ' after - annexat -ion, in order to give it the appropriate zoning. February - . 5; 1963 has been set as the date for the public hearing on the proposed zoning for this area. SETTING OF PUBLIC HEARING FOR ADDITION OF.
