Re;gular meeting of the Petaluma City Planning Commission held on Febru-
ary 5, 1963 at. 7 :30 otclock p.m. in the Council Chambers, City Hall,
Petaluma, California,

- APPROVAL OF MINUTES
The m- inutes for the meeting of Jan. 15, Jan,. -16, and Jan. 29, 1963 were
approved as submitted.
PUBLIC HEARI -NG RE: ESTABLISHMENT OF ZONING DISTRICTS FOR WEST PETALUMA `
The Planning Commission conducted a public hearing on the establishment
of-zoning districts for the West Petaluma Annexation #2. Mr. Byrd pre-
sented the staff report whi'ch'he recommended that the entire area in
question be zoned R-i -6.000 with the exc:ept.ion of the convenience goods
store for which he recommended a - C -N Zone. Mr. Byrd ended his report
with the statement that if the area is zoned as he recommended, it should
.be reconsidered for a bt - gher density residential .zone at such time as
the sewer trunk line is improved and Bod''eg;a Avenue widened. Chairman
Stanley invited anyone from. "the audience t o speak and several property
owners directed queilions to. th Commission- An oral resolution was
unanimously ,pass''ed by th'e> Commis'sion (Int.roduced by Comm. Popp & seconded
by Comm. Gustafs to approve the recommendation of the Planning D .r° - sc-

MURRY A. ROGER$, USE PERMIT; FILE NO. U1 -63
Use Permit application f i 'by Murry A Rogers to construct addition
to existing building for a nursing home located at 416 - 7th Street was
- reviewed. A staff report, recommending approval, was given by the Plan-
ning Director. Mr. Byrd based hi recommendation on the fact that the
area has limited access thereby making it ideal for a nursing home plus
the fact that it would be a buffer to 't he hatchery building. Mr. Byrd
then read a letter recei - ved from :Raymond C. Wilson, owner of two proper -
ties adjacent to 'th,e site on the south, requesting that the Commission
deny the permit. No objections were voiced from the audience.

Public hearing for use permit application filed by R. F. O'Connor to
conduct a paint & building material retail store & wholesale business
located at 214 East Washington Street, was held. Mr. Byrd presented
the staff' report. Mr. -O'Connor and Mr. Whitney, representing the
R.R. ® owners of the building - were present. Res. U2m63, granting
the use permit, was introduced by Comm. Popp, seconded by Comm. Gate-
wood, and was unanimously approved by all members present subject to
the conditions listed in the Use Permit.
HARLEY A. McASKILL, JR. & GLENN W. MacKENZIE, REZONING, FILE NO. Z1 -63
Public hearing was held on the rezoning application filed by Harley
A. McAskill, Jr. and Glenn W. MacKenzie regarding Assessor's Parcels
Nos. 6158 ®4 & 7 from R -1 ®6000 to R- 2-3000 in order to construct three
duplex units. (Corner of Oak & Keller Streets). Mr. Byrd presented
the staff report, pointing out that the area forms a transition be-
tween the commercial land uses along Petaluma Boulevard North & Ken-
tucky Streets, therefore duplexes would be the highest and best use
of the property and should have originally been zoned this type of
use. There was some.concern expressed by one of the owners residing
in the area about the height of the 'roof line of the proposed duplexes.
Mr. MacAskill assured the Commission.that the roof line would not pro-
ject more than 3 -4 feet above the curb line on Keller Street. Reso-
lution Z -1 -63 recommending the adoption of the proposed amendment
to Zoning Ordinance No. 662, was introduced by Comm. Gatewood, seconded
by Comm. Lieb and was unanimously approved by all members present.
LIEB SUBDIVISION NO. 1 TENTATIVE MAP APPROVAL, FILE NO. 163
The Commission reviewed the tentative map submitted by Richard Lieb.
A letter was received from the City Engineer stating that the subdivision
conforms with the Subdivision Ordinance. Mr. Byrd presented the staff
report. The subdivision is located at the end of English Street and
Hill Blvd., containing 6 lots'. Ordinance 163, approving the tentative
map was introduced by Comm..-Popp, seconded by Comm. Gatewood and was
approved by the following.vote. Ayes Gatewood, Popp, Stanley.
Noes m none; Absent ® Gustafson; Abstaining ® Lieb, subject to the f ol®
lowing condItions: 1. One foot contour .intervals be shown on the final
map; 2e The error in street naming be corrected. (;Hill Boulevard in-
stead of English Street). 3. An additional easement be shown on the
south s >de - of English Street as required by the Water Department Mana-
ger.- 4. Variances be requested for Lots 1 & 2. 5. The proper street
right-of-way widths shall be shown.

MODIFICATION OF FIRE ZONES ,

The Commission voted unanimously to recommend modification of Fire Zones
for Petaluma as outlined in the report presented by the Planning Director.
REPORT RE: PROPOSED PLANNED cJNIT DEVELOPMENT ON THE MCNEAR HOMESITE ✓
The Planning Director and Mr,. Tornell gave a report on the proposed
planned unit development ion the McNear Homes Mr. Byrd stated that
the owners have 'subm1tted a petition for annexation to the city which
is being processed at this time. Comm, Popp expressed some concern
regarding the school problem because if built as planned, approximately
200 children would be l'vi g in this development. A resolution of
Intention that the Commission would favorable approve this development
when annexed to the city, was introduced by Comm, Popp, seconded by
Comm. Gatewood and was passed by the following vote:. Ayes: Gatewood,
Popp, Stanley; Absent: Gustafson; Abstaining: Liebo

report before final map approval, Oral Res. 1689 approving final map
of De Roo Subdivision #1, upon clarification of the title report, was
introduced by Comma Popp seconded by Comm. Gatewood and was passed
unanimously by all members present.
STONE SUBDIVISION, REPEAL OF RES;. 44, FINAL MAP APPROVAL, RES. 166
Res, 165 was. introduced by Comm. Popp, seconded by Comm. L.ieb and
unanimously passed by all members present, repealing Res.. No.. 44. This
was necessary he.caiise of a change in ownership of the Stone Subdivision.
After a staff report presented by Mr. Byrd, and the reading of the
City. Engineer Is report regarding th map approval, Res. 166 was
introduced by.Gomms Lieb., seconded by Comm.. Popp and passed unanimously
by all members present recommending to the City Council that the final
map be approved.
REPORT SUNNYS,LOPE ANNEXATION
Mre Byfd• stated briefly that the subject annexation is necessary to
facilitate the proposed sewer ,assessment distri "ct for this area and
recommended approval of this. annexation without further study.

ADDITION OF BAKERIES TO THE LIST OF PERMITTED USES IN THE C-H ZONE
Mr. Byrd presented a staff report listing the reasons for adding
"Bakeries" to the list of permitted uses n the C-�H Zone-. The Chair-
man asked if anyone in the audience wished to speak regarding this
issue since this wa..s a public hearing but no one voiced any opinion.
Without further discussion, Res. 167 approving said revision to the
Zoning Ordinance, was introduced by Comme;L.eb, seconded by Comm.
Gatewood and was passed unanimously by all members present.
SETTING OF PUBLIC HEARING FOR REZONING 311 Ke:11er Street
Public hearing for rezoni:ng.311 Keller Street from R -2 -300 to
R -M 1500 will be held on March 5, 19630
ADJOURNMENT
There being no further business to come the meeting, the meeting
was adjourned.
