The minutes for the: meeting of May 319 and June 18 1963 were ap-
pro as submttt6d.
MANUEL AMARAL USE PERIMIT, FILE NO, uw,-& PUBLIC HEARING
Chairman Stanley opene:d the public hearing on the use permit ap-
plication filed - by,Mariuel Amaral to allow a mobil home trailer
park in a C-H acid M-'T- District, In his ,staff report, the Plan-
ning Director br1elf outlined the existi;ng land use, land use
influences, zoning etc., Mr. Byrd mentioned that the City
Planning Commission had-issued a: Use Permit for the development of
a mobil home park on Feb. 23 1962 to Mr. Amaral; however, the new
application includes an additional parcel, c 12075 acres
(a total of about 6.acr,e,s proposed to be developed). Mr. and
Mrs. Amaxal and Mr. Koepke were present in the audience. The lat-
ter reviewed tentative plans for the' development. Mr. Koepke also
informed the Comm. that, there is a 25,2eas.ement along the R.R. and
a 601 right-of-way to the. slte, thus providing adequate access.
The chairman re§ta:te:d the question regarding the locatidn for the
proposed bridge. - Mr'. Keo ke: informed the Comm. that. the bridge

location would depend upon the necommendlat.ion of a qua.lified
engineer. Res. U10-63 approving the use parmit,, was introduced
by Comm. Popp, seconded by Comm. Lieb and unanimously approved
by all members present, subject. to the conditions listed in the
Planning Director?s report, (made part of the Use Permit and filed
therewith). Mr. Ko,epke:st.ated that the conditions listed by
Mr. Byrd were acceptable.
ESTABLISHMENT OF '20NING DTSTRICT FOR PETALUMA NORTH ANNEXATION #

Public hearl f'or -the ettabli,shmen-t of zoning districts for
Petaluma North Annexation No. 4 was held at this time. Mr. Byrd
presented the staff report ien wh1ch"he outlined reasons for
his 'recommendation of Zoning A.P. *Ndz. 48-141-7,- -0, -9, -1.0 -11
as C-S (Service Commercial) and A.P. #4 - 3., -2 as R
The chad'rman,then invited anyone from the audience to.speak regard-
ing the Director�s re,commendation'if*they so wished. Henry Rabben,

in an R.-27300'0 district. Mr. R also expressed a desire to
have his land' fronting on Petaluma Blvd, 'No. desl.gnated "commercial."
After explaining an R-2-3C00 zoning, Mr. Byrd 'Informed Mr. Ra-bben
that according to our projected population growth,, too much land
has already been designated as commercial.

Harold Anderson, 1303 Pet. Blvd. No. and Mr. Whis.nand, 1385 Pet.
Blvd, North, also questioned the effect. the zoning would have on
their respectIlve properties. Commissioner'Popp was of the opinion
that the proposed zoning would n'ot have any real effect on their
property other than having to deal with the city instead of with
the county. Rss- recommending to the City Council that
portion of Pet. NDrth, Pmnexation No. 4 be reclassified from an
R-1-10,000 zone or dlistrict to a C-S zone or district was intro-
duced by Comm. PoPp, seconded by Comm. Lieb and passed by all mem-
bers present. Res. Z6-63, recommending that portion of Pet. No.
Annexation No- 4 be reclassified from R-1-10,000 to an R-2-3000
zone or district was -introduc,ed by Comm. Gatewood, and seconded by
Comm, Popp and was unanimously passed by all members present.
Mr. Byrd report is on file with the resolutions.
PETALUMA GARDENS, TENTATIVE MAP APPROVAL FILE NO. 180
The Commission reviewed the tentative map filed, by The Elton Cor-
poration of "Petaluma Gardens SubdivIsion." Mr. Byrd gave a de-
tailed staff report listing the deficiencies indicated on the map.
Letters from the City Engineer and the Sonoma County Flood Con-
trol,Distr-I.ct were also read and filed,. Mr. Hess., representing
The Elton Co,rporation presented a letter from the engineers of the
subdivision regarding substandard 'lot sizes for several of the lots.
The question of th"e Justman a�:rportls proximity to the subdivision
was also. discuss;ed,, Mr. Byrd informed the Commission that a let
along with a map'o the subdivIsion,has been sent ILo Dr. Manning,,
Supt", of Sch-ools, in order that. they might submit it to the Calif..
Aero.nautics Commission for their approval of the proposed school
site within the subdIriViSiono A lengthy discussion followed between
the Commission, City 'Engineer and Mra Hess regarding the deficien-
cies mentioned previously. Res. 180., approving the tentative map.,
was introduced by Comm. LIeb, seconded by Comm. Popp and was
unanimously approved by all members present with the following
stipulation "Approval of the final map subject to agreement be-
tween City Engineer and subdivider's engineer regarding conditions
listed in the reports made part of the resolution."
REVIEW AND APPROVAL OF STREET MASTER PLAN FOR SCHUMAN LANE AREA.
An oral resolution accepting the mast ' er plan for Schuman Lane Area
as submitted by the Planner was i,n;t.roduced by Comm, Popp, seconded
by Comm.,Gatewood., and was unanimously approved by all members
present..
