Regular meeting of the Petaluma City P.lanni:ng Commission held on
Dec. 3, 1963 at ?030 o'clock p.m. in the Council Chambers, City
Hall, Petaluma, California.

APPROVAL OF MINUTES• the minutes for the meeting of November 19,
193 were approved as submitted.
CORRESPONDENCE - Mr. Byrd informed the Commission of his intention
to wrote a letter to the Sonoma County Planning Commission (with
a copy to Ed Dean) reques,tin,g that they inform us promptly of any
applications they receive involving the fringe area of the city
limits in order to give the staff ample time to make a field check
to determine its effect, if.,,any, said application would have on the
city.

Chairman Lieb opened the public hearing re use permit application
filed by Troy Fortner to allow multi- dwelling units in a transi-
tional R- 2-3000 zone located at -41'5. - 421 - 4th Street. The Plan-
ner presented a favorable staff report but listed several conditions.
Said, report being made part of t_he . permanent file. No ob',jecti'on's
were voiced from the audience whereupon ;Res. U18 -63, granti'n'g the_
use permit, was introduced by Comm.. Popp.., , seconded by Comm, Staril`e.y
and passed by all members present subject to the conditions stated
on the us.e permit.
CHURCH OF CHRIST, USE PERMIT, FILE-.NO,. ul9 -63
Public hearing was,opened regard.i;ng use permit filed by Church of
Christ to construc church in an R -1 -6000 zone located at 532
South McDowell Blvd. The staff report' was, .presented by Mre Byrd.
The Planner particularly made. reference to the good access of the
site. No objections we >re voiced.whereu on Res. !'U19-63, granting
the use permit, was introduced by Comm. Stanley, seconded by Comm.
Cavanagh and passed. unanimously by all members present subject to
the conditions listed i the use permit.
HARRY PARTCH, USE PERM -IT, FILE NO. U20 -63
Public hearing was conducted for the us:e permit application filed
by Harry.PartcY t'b allow musical research to be conducted in an
.M -S Zone located at 41.6 - 6th Street.. The Planner presented the
staff report. Mr Byrd also read a memo from the Building Inspect-
or which listed se;ver corrections `that should be made to the
building `to eliminate .the hazardous `c now existing. A
letter from. Mr. Dan1ee Mitchell of Oklahoma City, requesting that

the Commisti-on look favorably upon the request,,, was reviewed and
made a part of the record. Mr. Tomasi,residi.ng at 406 - 6th,
asked Mr. Partch which part of the hatchery building would be used,
also whether the use would create, extra traffic. Mr. Partch re-
plied that only research would be cond the office portion
of the former hatchery building. - Mr. Georg,e Isaac, 4245 Petaluma
Blvd. No. gave a brief summary of Mr. Partchl work. No further
questions were raised. Res. granting the use permit,, was
introduced by Comm. G.atlewo seconded by Comm. Popp and passed
unanimously by al1members present subject to.the conditions stated
in the use permit.
MYRE L A. MOSS, VARIANCE,, FILE V32-63
Variance application filed by Myrel A.-Moss. to allow excessive
coverage of 930 sq. ft, and to allow 0 ft. rea and 0 ft. side-
yard located at 247 Keokuk Street:., was reviewed. In his staff re-
port, the Planner recommended denial of the application listing the
lack of any real hardship for his decision. (said report being made
part of the permanent file). Mr. Moss in the audience,
stated his feelings and why the variance would be justified. Fol-
lowing further discous-sion the Commission agreed with the applicant
and Res. V32-63, granting the varlance,, was introduced by Comm. Popp,
seconded by Comm. Stanley and passed by all members present.
REPEAL OF RES. Z12-63
• On Nov. 5, 1963, the Planning Commission passed Res. Z12-63. The
resolution was passed based' on completion. of several conditions
listed. In view of the fact that the City Atorney ruled that con-
ditional zoning i,.s i1l.ega.l Res. 192,, repealing Z12-63 was intro-
duced by Comm. Stanley, seconded by Comm. Gatewood and passed by all-
members present. Notice of said re will be mailed to Mr. Har-
ry Gossage. An oral resolution indicating that the Commission
would look favorably upon , a req,ue.s.t to rezone said property to a
multiple-resident.tal zone or di'strict at such time as the conditions
setforth in the Planner's report have been complied with (made part
of file Z1263) was Introduced by Comm,. Popp, seconded by Comm.
Stanley and pass.ed)by all members present.
ARCHITECTURAL APPRbVAL WAS GRANTED FOR THE FOLLOWING PROPOSED CON-
STRUCTION

SETTING DATE FOR ESTABLISHING BOUNDARY FOR PROPOSED R-1-11-0-00
A motion was made by Comm;..Popp, seconded , by Comm. Stanley to set
the boundary for the proposed rezoning of portion of Schuman area
from R-1-6000 to R-1-10,000 (initiated by Dr. John Mohrman) at
the next regular meeting to-be held on December 179 1963.
ADDITIONAL STAFF REPORT
The Commission gave their approval to have the Planner write the
Chairman of the Sonoma County Planning Commission requesting them V
to consider rezoning the county area along Wilson Street and the
U.S. 101 Freeway to an M ®1 Zone. (A r e solution to that effect had
been sent to the County Commission during June 1963 but the item
has"never appeared on the agenda)
CITY MANAGER ROBERT H. MEYER invited the Commissioners and their
wives to the Annua.1 City Employees,? Christmas Party to be held on
December 14 9 1963.
