MINUTES The minute's for the meeting of November 21, 1967 were

ABAG Mr., McGivern., gave a, summary of the regplar.ABAG

othe Planning Directors' Committee which he attended
on'Friday, November 17,:19,6.7 at Berkeley. The primary
tQpi-c of discussion' was to - advise the members of the
Bay Area Transportation Study Commission and the San
Fr , 4 Bay Conservation' Development Commission efforts
in the planning and coordination of the ABAG
Plafi_ Fo a review of the meeting, Mr. McGivern

several qkiestions regarding the transportation pattern

SERVICE Chairman Fostmeier opened the public hearing regarding

McNabb,represehtative of Western Oil and Gas Association
voiced a stron g , against the,,proposed legislation.

create a monopoly by protecting existing dealers, thwart

hazard. Comm Koenitzer voiced * .opposition to left hand

was the Commission's decision to hold a study session before
final action is taken on the matter..

Chairman Fostm6ier opened the public hearing regarding
the application filed.by Petaluma Trade Center to
A. P. Nos. 8-092-28, 8-142-18 and 8-161-11.from a C-N
(Neighborhood Commerical Zone) to an R- Zone or
District (multiple dwellings).. in his staff report,
made part.of the permanent file, Mr...McG recommended'
approva 1 of the submitted request but further recommended
that the rez6ning extended to include the entire property
owned,by the Petaluma 'Trade Center, and tha,t access to ,the
s,ite.bie provided via Doug1as Street. (Rezoning of the

be allowed from Fair Street. Mrs. Peter Freese, owner
of several duplexes on Douglas Street,, across . f rom , the
site, the proposal stating that the area had been

ment of the site was being considered. Mr. L.•H. L6ser,
representin'g tb6,deve1oper,was present and spoke on behalf
of the applicants. The Planni,ng'Direc*tor. questioned the
validity of boundaries of the site under co"nsideration.
