HomeMy WebLinkAboutResolution 2020-130 N.C.S. 08/03/2020Resolution No. 2020-130 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH WOODARD & CURRAN FOR THE PIPS PARALLEL FORCE MAIN PIPELINE PROJECT PERMITTING, DESIGN, AND CONSTRUCTION SERVICES AND APPROVE A REVISED PROJECT BUDGET. WHEREAS, the City of Petaluma seeks design and install a wastewater force main from the City's Primary Influent Pump Station (PIPS) to the City's water recycling facility, parallel to the existing force main; and WHEREAS, this project requires the services of a qualified professional engineering firm familiar with the project and experienced in design, permitting, and construction of force main conveyance and pump stations; and WHEREAS, staff prepared a Request for Proposal (RFP) and solicited proposal from interested bay area firms for engineering and design services for the project; and WHEREAS, on May 12, 2020 five proposals were received; and WHEREAS, Woodard & Curran responded to the RFP and was chosen based on their proposal, presentation, reputation, and experience in the preparation and development wastewater force main projects; and WHEREAS, Woodward & Curran and its team has demonstrated ability to produce superior quality work on complex force main construction projects by providing quality engineering and design services for public agencies; and WHEREAS, staff recommends the City execute a professional services agreement with Woodard & Curran for permitting, design and construction services for the project; and WHEREAS, the FY 20/21 CIP Budget is not sufficient to complete the permitting and design services. Resolution No. 2020-130 N.C.S. Page 1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Authorizes the City Manager to execute a professional services agreement with Woodard & Curran for permitting, design and construction services for the PIPS Parallel Force Main Project. 2. Approves the revised budget for the PIPS Parallel Force Main Project. Under the power and authority conferred upon this Council by the Charter of said City.
