Regular meeting of the Petaluma City Planning Commission was held
on January 21, 196 °9 at '7:30 o'clock p:.m, in Council Chambers,
City Hall, Petaluma, California.
PRESENT: Comm. Roen'itzer, Perry, Stanley sand Styles.
ABSENT: Comm. Battaglia.

APPROVAL.OF MINUTES - the minutes for th.e meeting of January 7,
1969 were approved as submitted.
AVONDALE #4 The Commission reviewed the tentative map of
SUBDIVISION Avondale #4.Subdivi.sion filed by Marino Crinella
FILE 4 -69 to be located on Ely Boulevard South. Mr. Mc-
Givern recommended approval of the tentative map
subject: to compliance of twelve conditions of
approval as submitted by the Subdivision Committee.
Mr. Herbert Passarino, - land surveyor and .repre-
senting the applicant, informed the Commission
that he had discussed the conditions with. Mr.
Crinella and they are acceptable. Res. 4 -6.9,
approving the tentative map with the conditions
as stated in Exhibit " "A" attached to the resolution,
was introduced_ by Comm. Perry, seconded by Comm.
Koenitzer and passed by all members present.
L, J LEWIS The Commission reviewed the request submitted
USE PERMIT by L. J. Lewis to renew a Use Permit granted to
RENEWAL him on January 30, 19 -68 to permit construction
FILE U2 -69 of duplexes in an R -1 -61000 Transitional. Zone
located at 329 Pleasant Street. Mr. L. J. Lewis
was not represented to speak in behalf of his
request for the Use Permit renewal. In view of the
fact that the original Use Permit was granted
on February 2, 1965., (and °subsequently renewed yearly)
the Commission concluded that it appears that the
proposed duplexes are not contemplated for im-
mediate development (even though there seems to
be a sufficient demand for duplex development
within the City); and recommended that they Use.
Permit not. be renewed. Res. U2 -69, denying the
renewal, was! introdueed,by Comm. Koenitz'er,
seconded by Comm. Perry and denied by all
members present

7 -11 MARKET
The Commission reviewed the site plan submitted

by Tom Gaffey for .a proposed 7 -11 Market and
SITE DESIGN
offices, to be constructed on the southwest

corner of Payran and East Washington Streets
(725 East Washington Street.). Mr. Anderson gave
the staff report, recommending to the Commission
to disapprove the site plan based on the fact
that the e- ventual future widening of both East
Washington and Payran Streets would interfere
with the proposed development, Mr. Anderson,
Assistant Planning Director, stated that even
with the existing streets, the site plan was
unsatisfactory and did not provide adequate
of:f- street. parking. Mr. McGivern commented that
two other new businesses to be located nearby,
Kentucky Fried Chicken and the proposed Taco Bell
Restaurant, were prepared to set their businesses
back to conform with plans for future street
widening. Mr. .Tom Gaffey and Mr. Herb West were
present on, behalf of the application. Mr. West
questioned the need for the number of off - street
parking spaces requ ired by the Zoning Ordinance
since this particular type of convenience market
caters to sales averaging 75 cents and therefore,
the cars pull in and.out of the parking lots
quickly, requiring a smaller number of off- street
parking spaces. At the request of the applicant,
the Commission agreed to continue this matter
until their next regular meeting on February 4,

Blvd, and East Washington Street.) , submitted by A.
Condiotti, Mr, McGivern read a letter received
from Lawrence H. Hannon, President of the Board
of Directors of the Petaluma Gardens-Homeowners
Association, requesting that the Commission delay
a final decision on the map until after their
Association's meeting to be held on January 23,
1969,. The letter further stated that "it is im-
port.ant for our .regular members to have an oppor:-' __ -_.
tunity to learn the, facts and express their opinion
before we decide t support or oppose this
proposition ". Mr'.. Hannon and some ten members
of the Petaluma Gardens Homeowners. Association were
present. Mr. McGivern informed the Commission.
that the map, togethe.r-with 11 conditions of
approval, conforms in every respect with the
Subdivision and Zoning Ordinances. Mr. Condiotti
said he had not agreed to Condition No. 11 which
required Logs No. 77 and 78 to be deleted In

City. Following further discussion, the Commission
agreed to hold a special meeting on Friday,

PARK AND RECREATIONAL
LANDS
Mr:,-- McGivern presented the Commission with a
comprehensive ,staff report .regarding a proposed
amendment to the Subdivision Ordinance as a
result of AB' 1150 passed by the State Legislature,
which. authorized cities and counties, as a
condition to the approval of a final subdivision
map, to require by ordinance the dedication of
land, the payment of fees in. lieu thereof, or
a combination of both, for park and recrationa.l
purposes. The Commission took the report under
advisement,
ADJOURNMENT `here being no further business to come before
the Commission, the meeting was adjourned.
