Regular meeting of the Peta City Planning Commission was held
on February 1.8, 1969 at '7:30' o'clock pm. in the Council Chambers, City
Hall, Petaluma, California.,

APPR OF MINUTES - the minutes for the meeting of February 4, 1969
were approved as submitted.
CORRESPONDENCE
Sonoma County Referrals
The Commission reviewed the following Sonoma County Referrals:
1. Paul Gauchat U se Permit application for beauty shop to
be located at 416 Thompson Lane, File No,. 4675,
The Commission :recommended approval of the proposed use
T permiit, subject to the following conditions:
1. The beauty shop operation should be conducted within
the dwelling, by a resident thereof, and shall be
clearly incidental to the use. o_ f the structure as a
dwelling,
2 There should be no stock in trade other than products
manufactured or used on the premises, and there should
be no storage of supplies outside the dwelling.
3< There should be no external alteration, of the building
and the existence of the beauty shop should not be
apparent beyond the boundaries of the site, except for
an unlighted nameplate not more than two square feet in
area..
2. Val -Cago Rezoning - 6 acres from "'A" to R -3 similar district,
717 North McDowell Blvd.., File No, 4605,
In view of the fact that the app,l.ic_ant has an existing
mobile home park and was granted a use permit to expand this
park (and subsequently became` invalid upon the adoption of
the recently adopted County Mobile Home Ordinance) the
Planning Commission voted unanimously to recommend to the
Sonoma County Planning Commission that the subject applica-
tion be granted,.

In view of the fact that the sites for the requested use
permits are located outside of the area of influence of

the Petaluma Area General Plan, the City Planning Commission
elected'to forward no recommendations or comments on the
above mentioned use permit app a. cat,ions.
BONNIE GRAY Chairman Sta:nlev opened the public hearing to consider
USE PERMIT the.use. :rmit application filed by Bonnie Gray to
FILE U4-69 al %low a home occupation, that of bathing and
clipping dogs, in an. R - 1 -6.000 Zone, at 520 Reynolds
Drive. A favorable staff report was presented.
There were no objections voiced from the audience
Res.. U4 -69, approving the use permit with the condi-
tions as outlined in the.staff report, was intro-
duced by Comm.. Perry,, seconded by Comm. Styles and
passed unanimously by all members present.
KAISER SAND &
Chairman Stanley opened the public hearing to

consider the use permit application filed by Kaiser

Sand and Gravel to construct a ready -mix concrete
plant, consisting of batch:ing and delivering

Lakeville Highway, A comprehensive staff report
was presented which is part'of the permanent file.
In general., it was the opinion of the staff that
if proper improvement standards and conditions of
zoning compliance are met. (as outlined in the report),
the .proposed concrete batch'plant will not be detri-
mental to the existing adjoining uses or to
possible future uses permitted in the M -L District.
Mr. Ha E :, Farrer, Administrative Manager for
Kaiser Sand & Gravel was present and expressed
some concern over the condition relative to dedicating
• strip of .land for street purposes to provide
• right -of -way width of 43 feet. from the centerline
of Lakeville Highway. After further discussion,
Res., U5-69, approving the use permit with the
conditions as outlined in the staff report for
both the use permit and the site design require-
ments, was introduced by Comm,. Styles, seconded by
Comm.. Koenl.t.zer, and was unanimously approved by
all members present.
CITY OF The Commission reviewed the site plans for the
P.ETAL proposed pump station to be located at 1.00 Mission
SITE DESIGN Drive, City Engineer, David Young, was present on
FILE 5,119 behalf of the Public Works Department, A motion,
approving site design, was introduced by Comm,.
Styles, seconded by Comm., Koenitzer and was passed
by all members present..
